RFQ #: 36C24825Q0430
PROJECT TITLE: FIREARMS and RANGE TRAINING FACILITY SERVICES
IN SUPPORT OF THE MIAMI VA HEALTHCARE SYSTEM.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) 36C24825Q0430.
Submit written quotes in accordance with Addendum to FAR 52.212-1, Instruction to Offerors outlined in this solicitation. Oral quotes will not be accepted. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC_ 2025-03 / 01-17-2025. North American Industrial Classification Standard (NACIS) 611430, Facilities Support Services with a Size Standard of $15.0 Million, applies to this procurement.
The Miami VA Healthcare System (MVAHS) intends to award a 5-Year Firm-Fixed Price Base plus 4 (individual) option year contract, for a Firearms and Range Training Facility Services located in the Miami area.
This procurement is a 100% Set-Aside for Small Business to submit quotes. All quoters must be registered with the System for Award Management (SAM) at the close of the RFQ and at the time of award.
1. Quote shall be valid 120 days from the close of this solicitation.
2. No Site Visit Requirement
3. QUESTIONS: All questions and answer requests are due in writing, via email to Contracting Specialist Sallieann Wilson, at Sallieann.Wilson@va.gov, no later than Thursday May 8, 2025, 10:00 AM ET. The Government reserves the right to not answer questions submitted after this time.
4. SUBMISSION: Quote due no later than Thursday May 15, 2025, at 12:00 PM ET. Quote accepted in Microsoft Word or .pdf format by email to: Contract Specialist Sallieann Wilson, sallieann.wilson@va.gov.
5. Limitations on Subcontracting: Please confirm that you can meet the Limitations on Subcontracting. Explain how your company will be able to comply with the Limitations on Subcontracting in accordance with 13 CFR 125.6
The Limitation on Subcontracting under 13 FR 125.6 and VAAR 852-219-74 apply to this acquisition. 13 CFR 125.6(a)(1) states:
“In the case of a contract for services (except construction)., it will not pay more than 49% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 51% subcontract amount that cannot be exceeded”.
