PERFORMANCE WORK STATEMENT
Shooting Range Services
1.0. Introduction.
1.1. The Government requires a secure indoor shooting range for a one-year contract with a four-year option. This is for the training of the Department of Veterans Affairs 0/A), Miami VA Healthcare System, Police Officers in support of the Bruce W. Carter, VA Medical Center.
2.0. Description /Scope/ Objective.
2.1. The objective for this acquisition is to have a contractor provide an environment that will facilitate law enforcement education and training.
2.2 The Contractor shall provide an environment that encompasses a specialized, clean, modern state of the art firing/shooting range designed for safe firearm practice.
3.0. Applicable Documents.

4.0. Performance Requirements.
4.1 The Contractor shall provide a Shooting Range that can accommodate long gun/handgun (side arm) weapons, multiple barricades, night shooting operations, and automatic targets. Required disciplined training areas to include:
· Pistol qualification and proficiency course of fire
· Low Light pistol course of fire
· Barricade pistol course of fire (Tactical Training)
· Long Gun course of fire
· Active Threat Response training (simulation)
· A classroom that is equipped with audio/visual, and a minimum room size of 600 square feet Range:
4.2 The Contractor shall provide accessible hours of operation times to include the hours of 6:00 AM to 6:00 PM EST.
4.3 The Contractor shall provide a training facility that accommodates an estimated full day usage to thirty (30) officers.
4.4 The Contractor shall provide time exclusively for the range space programmed for the Department of Veterans Affairs, during the scheduled dates.
4.5 The firearm training area shall be designated as areas closed off to the general public.
4.6 The facility firearms shall be indoors with the capacity for day and night firing.
4.7 The facility shall have a Central Station (PA system) to provide instructions during the course of fire.
4.8 The facility shall have sufficient and adequate interior lighting for the scheduled work area(s).
4.9 The facility backstop trap shall be maintained to provide a safe shooting environment.
4.10 The Contractor shall provide a range that can accommodate 9mm caliber and 5.56mm/.223mm caliber ammunition.
4.11 The facility shall have trash containers designated for used targets, targets backers and empty ammunitions boxes.
4.12 The range will possess a minimum of 10 indoor firing lanes with firing points from three (3) yards to twenty-five (25) yards, used for qualifications and tactical training purpose. Each firing lane must allow for movements between firing points with no restrictions. Movement to include standing; kneeling, and prone positions which will allow the shooter to draw and fire from holster and concealment.
4.13 The range will possess moving targets for qualification and tactical training.
4.14 The range will have the ability to facilitate skill drills for decision making and threat identification to include shoot/no shoot under time.
4.15 The facility shall have digital lanes that can allow us to upload our qualification course.
4.16 The facility will have the ability to allow us to conduct room and hallway clearing exercises.
4.17 The range will have the capability of allowing a police vehicle to enter the range to practice vehicle tactics.
4.18 The range will be able to accommodate moving around corners and the conducting of dynamic moving/shooting drills.
Classroom:
4.19 The Contractor's facility shall provide classroom settings to include a projector and screen that has compatible computer connections for PowerPoint trainings.
4.20 The Contractor shall provide a classroom that measure at least 600 sq. ft
4.21 The facility shall have air-conditioned classrooms which can accommodate at least twenty
(20) students and four (4) instructors.
Administrative:
The Facility shall have a Range Master.
4.22 The Contractor shall ensure enforcement of code regulations, so the facility operates smoothly and offers a safe environment as mandated by federal, state and municipal laws. The business compliance shall adhere with the Environmental Protection Agency regulations as well as those concerned with conservation and environmental issues, noise limits and the adverse impact of lead bullets.
4.23 The Facility shall have separate male and female restroom facilities.
Performance Location and Hours.
5.0. The primary performance of the requested service is at the Contractor's location.
5.1. The Government will use the facility during special working hours which are from 6:00 AM to 6:00 PM, Monday through Friday.
5.2 The Government will not incur the cost of opening for special hours outside of the range’s posted operating hours.
6.0. Deliverables.
6.1. Not Applicable.
7.0. Key Personnel Replacement and Substitution.
7.1. Requests for approval of substitutions shall be in writing and shall provide a detailed explanation of the circumstances necessitating the proposed substitutions (one) 1 day prior to range. usage. Proposed substitutes shall have qualifications that are equal to or higher than the personnel being augmented.
7.2. The Contractor shall replace any absent individual for any period greater than 30 minutes so as to leave a full complement of trained qualified personnel at all times with no disruption of services.
8.0. Contractor Personnel and Management.
8.1. Contractor Personnel. The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this PWS. The Contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements.
8.2 Safety/Security Requirements. The Contractor shall comply with all applicable federal, state, and local laws.
8.3 All information generated in performance. of this contract becomes property of the Government and must be surrendered upon request and/or completion of the contract. The Contractor must protect against the destruction and/or misplacement of all information produced under this contract, unless directed under local policy to destroy. This includes both hard and soft copies of data.
8.4 The Contractor shall not release any information (including photographs, files, public announcements, statements, denials, or confirmations) on any part of the subject matter of this contract or any phase of any program hereunder without the prior written approval of the COR.
8.5 The Government reserves the right, during the life of the resulting contract, to request work histories on any contractor employee for the purposes of verifying compliance with the above requirements; additionally, the Government reserves the right to review resumes of contractor personnel proposed to be assigned.
8.6 Personnel assigned to, or utilized by, the Contractor in performance of work shall be fully capable of performing the requirements contained in the PWS in an efficient, reliable, and professional manner.
9. TRAVEL Not Applicable.
10. NON-PERSONAL SERVICE STATEMENT
10.1. Contractor employees performing services under this order will be controlled, directed; and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access 'to the facility and will perform the inspection and acceptance of the completed work.
11. PERFORMANCE STANDARDS AND QUALITY MEASUREMENT
12.1. The Government designee shall be responsible for monitoring the Contractor'sperformance. Performance deficiencies or poor performance identified during the term of the contract shall be documented by the Government and reported to the Contractor. Upon notification of deficiencies or poor performance, the Contractor shall be given 5 days' time to take corrective action. If determined appropriate, the Contracting Officer and/or other VA staff members shall meet with representatives of the Contractor to review performance and resolve issues. All deficiencies or poor performance shall be documented and MUST be corrected within the timeframe specified by the Government. The Contractor shall notify the Contracting Officer when correction(s) have been made. If the appropriate correction is not made within the timeframe specified, the Government shall have the right to terminate the contract in it is entirety. Nothing in this section is intended to modify or waive the government's rights outlined in 52.212-4.
