This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 75A50120Q00010. This solicitation is issued as a Request for Proposals (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020, 2020-04 effective January 15, 2020.

This is a total small business set-aside under the North American Industry Classification System (NAICS) code 541512. The government will only accept and evaluate quotes form qualified small business contracts providing services under NAICS 541512. Offerors must have an active registration in www.SAM.gov, with completed Representations and Certifications when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation.

No telephonic quotes will be processed. All questions/inquiries must be submitted to the contract officer via electronic mail (e-mail) to DSNSSolicitations@cdc.gov no later than 1:00 PM EST on August 18, 2020.

Official quote must be submitted via email to DSNSSolicitations@cdc.gov. Quotes are due no later than 12:00 pm, EST, Wednesday, August 21, 2020. Offerors who fail to complete and submit the requirements of this combined synopsis/solicitation may be considered non-responsive. All proposals received prior to the RFQ close date will be considered. Late proposals will not be accepted.

The Statement of Work (SOW) includes the Optional Tasks noted above (CLINs 0002 and 0003) and more fully described in the SOW. The Optional Tasks are included in Section B as the separately priced Contract Line Item Numbers noted above.

If the Government determines there is a need for one or more of these Optional Tasks, the Contracting Officer will exercise its option for such task and/or tasks after providing a 5-day preliminary written notification to the Contractor defining which task and/or tasks the Government has elected to exercise. After that written notification, a funded, unilateral modification will be issued to exercise the option or options. The Contracting Officer may choose to issue a bilateral modification. If the Optional Tasks for the Base Period is exercised at time of award and funded for the full amount of the price for that line item, no preliminary written notification is required.

The Government reserves the right not to exercise an option for any one or more of Optional Tasks during the performance of this Task Order. The Government may elect to exercise some of the Optional Tasks and not others, with such election not having any impact or effect upon the Government's right or ability to exercise any other Optional Task.

STATEMENT OF WORK

Title of Project: Medical Supply Chain Risk Management Data

C.1 Background:

The mission of the Division of Strategic National Stockpile (SNS), of the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of nerve agents, biological pathogens, chemical agents, and natural disasters. When state, local, tribal, and territorial responders request federal assistance to support their response efforts to public health emergencies, the stockpile ensures that the right medicines and supplies get to those who need them most during an emergency.

Strategic National Stockpile (SNS) is a national repository of large quantities of medicines, vaccines, and other medical supplies stored in strategic locations around the nation. These assets are designed to supplement state and local public health departments in the event of a large-scale public health emergency that causes local supplies to run out. At all times, the SNS maintains specific minimum capabilities for responding to a variety of situations including deployable teams with all required personnel and equipment, contracted logistics partners with surge capability, properly configured and ready materiel, appropriate warehouse staff to conduct contingency operations.

Large scale medical emergencies present multiple challenges to the health care environment and the ability of the state and local medical providers to have enough medical equipment for all persons in need, to include emergency response personnel. ASPR and the SNS maintain a large repository of medical and laboratory equipment strategically located that supplements the supply currently in use by the nation’s acute care facilities and emergency medical response personnel. It has become increasingly important to understand how changes to the Medical Supply Chain (SC) will affect SNS and its ability to meet its mission.

C.2 Scope of Work:

The Strategic National Stockpile (SNS), of the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR), is in need of real-time data pertaining to the medical SC of commercially manufactured items. The SNS requires the ability to obtain data for all medical products held in SNS inventory.

The SNS will synthesize the information to develop a clear picture of medical SC vulnerabilities and allow for the ability to plan and mitigate responses to natural disasters and public health emergencies in the U. S. The SNS is tasked to provide a bridge or gap of material to offset the spike in consumption and need that a large-scale crisis would create on the commercial system. Understanding where material is manufactured and what companies are involved would dramatically inform SNS planning guidance resulting in more efficient procurement strategies, problem solving and a more comprehensive and inclusive response with commercial partners.

C.3 Technical Requirements:

1.1 Requirement 1: Online data source – The contractor shall provide a cloud based system that is mobile device accessible and provides 24/7 motoring to all threats associated with the identified SC (i.e. port closure, natural disasters, facility fires, labor disputes, or geopolitical incidents) with an associated alert system and or methodology. The system will allow for full and unnumbered access to all data/information once logged in.

The system shall have the following minimum data/information capabilities:

Data on a broad range of tier 1 and sub-tier suppliers (minimum 1,000) Data on a broad range of tier 1 and sub-tier unique supplier sites (minimum 10,000) Data on a broad range of unique product categories (minimum 500) Data covering a broad range of countries (minimum 50)

The data shall be accessible in an online GIS mapping platform and include analytical SC risk assessment tools of identified products/items to the lowest sub-tier possible to include raw materials, product mapping showing key SC nodes and dependencies, part identifications, and contact information for manufacturing companies at each tier of the SC.

The system must incorporate a “what if” type modeling tool that could be utilized to facilitate planning and exercise construction.

1.2 Requirement 2: Data, information and online tools – Data, information and online tools for the contracted system must provide: Automated outreach to product manufacturer(s) and SC to assess potential impact assessment of disruptions. Enable product manufacturer(s) and supplier(s) to provide feedback on event(s) and monitor results over time. Provide mapping of the geographical distribution of the supply chain on targeted products, including but not limited to product manufacturer site(s), and contact information and sub-tier supplier(s) to the product manufacturer(s) down to the raw material level. The contracted system will link products to companies that produce them to allow proactive planning and automated response outreach. Monitor and report global events and their potential impact on global supply of targeted products. Provide risk profiles of targeted products and potential vulnerabilities to natural hazard, geopolitical, macroeconomic, and other types of events. Support what-if planning analysis to proactively plan for event types and geographic impacts. Access to past event historical data to enable proactive planning. The system shall provide access to a minimum of 20 individual user logins to the online data source.

1.3 Requirement 3: Individual custom product research and SC mapping The contractor’s solution shall be able to add a minimum of five (5) additional products/parts not included in the base data set for research and analysis and inclusion to the online available data.

Provide research for all suppliers and sites that support the requested product(s), part(s), or material(s). Sub-tier suppliers and sites will be identified and added as identified to the available data set. Parts-site mapping will be accomplished based on available data and using a best publicly available information.

1.4 Requirement 4: Training/System Support- Provide training on the use of the online data system to Program Staff as well as system support for any errors, complications, or issues.

2.1 Optional Requirement 1: Additional Product Level Research In addition to the 5 custom product level research and SC mapping included in 1.3, the contractor shall provide an option to perform additional research and mapping services. The contractor shall provide a per request price that may be exercised up to thirty (30) times as the need arises.

3.1 Optional Requirement 2: Additional User Licenses

In addition to the 20 individual user licenses provided under section 1.2, the contractor shall provide an option for additional user licenses. The contractor shall provide a per license price that may be exercised up to six (6) times as the need arises.

C.4 Period of Performance

The period of performance will be 12 months with four (4) 12-month options;

Base Period: August 31, 2020 – August 30, 2021 Option Period 1: August 31, 2021 – August 30, 2022 Option Period 2: August 31, 2022 – August 30, 2023 Option Period 3: August 31, 2023 – August 30, 2024 Option Period 4: August 31, 2024 – August 30, 2025

C. 5 – Deliverables/Reporting Schedule

Reporting Requirements-The Contractor shall submit quarterly and annual progress reports to the Contracting Officer’s Representative (COR). Quarterly progress reports shall document the contractor’s progress on the contract during the previous quarter; annual reports shall document the progress for the previous year. Meetings may be held via teleconference to discuss the quarterly and annual reports with the Contracting Officer and COR. The reports shall be submitted, and the meetings shall be scheduled by the 15th day following the end of the quarter.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the dispute’s clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

(v) 52.219-8, Utilization of Small Business Concerns (Oct 2018) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
