Factor 2: Technical / Management Approach
A proposed technical approach will be evaluated as to how well the approach reflects a clear understanding of the IDIQ PWS and Task Order 1 PWS requirements.
The Government will evaluate a proposed management approach to consider a contractor’s use of management approach, labor mix (to include the qualifications of proposed labor categories), and transition plan to perform the requirements. The Government will consider the Offerors prior experience in areas of specific concern noted in the instructions and will be assigned an overall confidence rating of high, some, or low confidence. An Offeror without a record of relevant past performance within the past three years, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably, but will receive a confidence rating of neutral. Prices under FAR 52.217-8 will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award.
Evaluation of the six months under FAR 52.217-8 does not obligate the Government to exercise the option.
Basis of Award- In determining which quote is the most advantageous to the government, the factors above will be considered in descending order of importance: Technical Demonstration (Most Important), Technical/Management Approach, Past Performance and Price. When combined all non-price factors are significantly more important than price.
The Government reserves the right not to award a contract depending on the quality of the quotes.
The Government will conduct a Tradeoff to determine the Offeror(s) whose quote represents the best value to the Government. For the purposes of this RFQ, “best value” is defined as the most advantageous acquisition decision for the Government and is performed through a tradeoff analysis among the four (4) evaluation factors. In doing so, the Government may award to other than the lowest priced quote or other than the highest rated quote.
