COMBINED SYNOPSIS/SOLICITATION:

RFQ FA487724QA575‐ 355TH CES B2300 Complete Duct Cleaning Service

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. Solicitation FA487724QA575 is issued as a Request for Quotation (RFQ)

iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024‐06 effective 30 July 2024, The DFARS provisions and clauses are those effective 15 August 2024, The DAFFARS provisions and clauses are those effective 12 June 2024.

iv. The government is soliciting under a total small business set‐aside. The associated North American Industry Classification System (NAICS) Code for this procurement is 561790 with a small business size standard of $9,000,000.

v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

vi. Davis‐Monthan Air Force Base intends to award a firm‐fixed price contract for the following:

a. CLIN 0001 – B2300 Complete Duct Cleanup – QTY: 1; Unit of Measure: Lot

vii. Description of services and standards for the Complete Duct Cleanup service is detailed in the attached Performance Work Statement.

viii. Contract awardee will be based on the best value to the government. Evaluation factors are found in the provision at FAR 52.212-2 of the solicitation provisions and clauses.

ix. The government intends to evaluate offers and award without discussion and reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it advantageous to the government to do so.

x. Important Dates/Times (All Times are Arizona Local Time)

a. All questions must be submitted by 17 September 2024 12:00 PM

b. Answers will be provided by 17 September 2024 4:00 PM

c. All quotes must be submitted via email by 20 September 2024 12:00 PM

xi. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due dates Please submit all Quotes and corresponding documents electronically to the point of contact below.
