About this file

This is a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for a Fiber Coupled Spectrograph issued by the National Institute of Standards and Technology (NIST). The notice (ID: AMDTCNOI2601872) is classified as a Special Notice under Product Service Code 6640 (Laboratory Equipment and Supplies) and NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing), with a response deadline of August 25, 2026.

NIST is conducting market research to identify alternative sources capable of meeting minimum requirements for a fiber-coupled spectrograph with specific technical specifications. The instrument must feature a 1024x128 pixel back-illuminated CCD-array detector cooled to at least 10°C, cover a spectral range from 200 nm to 830 nm, include a 250 µm slit, achieve integration times of 4 ms or less, and incorporate a built-in shutter with order-sorting optical filters. Additional requirements include a 24-bit A/D converter, factory calibration with stored calibration files, fiber optic identification sensors, Ethernet interface, and 100% compatibility with existing Instrument Systems spectrometers (CAS140B, CAS140CT, CAS140CTS, CAS140D). The spectrograph must be compatible with existing LabVIEW programs and Windows 11 operating systems, include interchangeable parts compatible with NIST-owned equipment, and provide two custom vacuum-compatible fiber bundles with specific configurations including KF40 flanges and keyed ferrules. NIST has identified Konica Minolta Sensing Americas, Inc. (UEI# DR2YNJY4QMU4) as the current potential sole source but will pursue competitive acquisition if viable alternative sources are identified. Respondents must submit company information, product specifications with country of manufacture, commercial pricing, standard terms and conditions, regulatory compliance confirmation, and existing federal contract vehicle details by the response date.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for a Fiber Coupled Spectrograph

Notice ID: AMDTCNOI2601872

Contract Opportunity Type: Special Notice

Response Date: August 25, 2026

Product Service Code (PSC): 6640 – Laboratory Equipment and Supplies

NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing

BACKGROUND

The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:

a. The spectrograph shall use a high performance 1024x128 pixel back-illuminated CCD-array detector with superior linearity and extremely low dark signal and is cooled down to at least 10 °C.

b. Shall cover wide spectral range from 200 nm to 830 nm.

c. Shall be equipped with a 250 µm slit.

d. Capable to take measurements with an integration time of 4 ms or less.

e. Shall include a built-in shutter and linear variable long wave pass order-sorting optical filter to block high-order diffraction and minimize stray light.

f. Shall include a built-in filter wheel with UV density filters OD1, OD2, OD3, OD4 and other special optical filters: one 715 nm longpass color glass filter, and one UV bandpass filter U340.

g. Shall include a 24 Bit A/D converter.

h. Shall include factory calibration. Calibration files shall be stored inside the instrument to eliminate potential measurement errors due to using wrong calibration files stored in a computer. Including Stray light correction matrix.

i. Identification sensor for input fiber optic to eliminate possible measurement errors due to using wrong input fiber optic.

j. Ethernet interface.

k. The spectrograph shall be 100% compatible and part-interchangeable with an existing

Instrument Systems’ spectrometers; CAS140B, CAS140CT, CAS140CTS, and

CAS140D.

l. Shall be compatible with existing LabVIEW programs at NIST for controlling the spectrograph.

m. Shall include all software and drivers required for operations with windows 11 operating system and LabVIEW software.

n. Shall allow for interchangeability of system parts to the NIST owned irradiance probes, radiance heads, fiber bundles, and fiber adapters.

o. Shall include qty 2 custom vacuum compatible fiber bundle:

i. Length: overall 4m (2m vacuum service and 2 m in air service)

ii. Include KF40 flange at midpoint to allow for vacuum sealing.

iii. Terminated with keyed ferrules for repeatable placement.

iv. Include identifying adapters to allow instruments to identify individual fiber bundles.

NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.

If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Instrument Systems GmbH via its sole U.S. distributor, Konica Minolta Sensing Americas, Inc. (UEI# DR2YNJY4QMU4), located at 101 Williams Drive, Ramsey, New Jersey 07446-1217, USA , then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Konica Minolta Sensing Americas, Inc. in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Konica Minolta Sensing Americas, Inc. for this requirement.
