About this file
This is a combined Sources Sought Notice and Notice of Intent to Sole Source for preventative maintenance services on a Chemical Mechanical Planarization (CMP) system. The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources capable of providing preventative maintenance and recalibration services for a CMP system acquired in 2018 that has never received preventive maintenance since installation. The CMP is a highly specialized tool critical for advancing materials development in quantum devices, measurement standards, semiconductors, and quantum computing. NIST acknowledges that ASM is the original equipment manufacturer but states that identifying ASM does not constitute a binding commitment to conduct a sole source procurement. The response deadline is August 3, 2026, with submission instructions requiring responses in Microsoft Word, Adobe PDF, or Microsoft Excel format via email.
Respondents must provide company summary information including corporate details, point of contact, company size status relative to NAICS code 811210, and SAM.gov registration status. Respondents should review draft requirements and provide feedback on clarity, competitiveness, potential exclusion of domestic involvement, and opportunities to improve domestic ("Made in America") product consideration. Interested parties must submit specifications, original equipment manufacturer information, country of manufacture, commercial product or COTS classification, standard commercial pricing, estimated price ranges, standard commercial terms and conditions including warranty, FAR compliance information regarding small business subcontracting limitations, and details on existing governmentwide contract vehicles such as GSA Multiple Award Schedule contracts. This notice does not obligate the Government to award a contract or pay for information provided, and responses will not constitute adequate responses to any subsequent formal solicitation.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Preventative Maintenance for Chemical Mechanical Planarization System
Notice ID: NIST-SS26-15
Contract Opportunity Type: Sources Sought Notice of Intent to Sole Source
Response Date: 8/3/2026
Product Service Code (PSC): J066
NAICS Code: 811210
BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:
The National Institute of Standards & Technology (NIST) CNST NanoFab requires preventive maintenance service to keep the CMP in good working condition. This CMP in CNST was acquired in 2018 and never received preventive maintenance and re-calibration since the installation. As the tool becomes older, more unexpected serious issues started to occur and caused a long down time. A preventive maintenance service visit from OEM vendor will greatly improve the performance of the tool and provide CNST equipment staff important information of tool conditions so that CNST can configurate a proper maintenance plan for potential expensive replacement. CMP is a highly specialized tool which is critical for advancing materials development in quantum devices, measurement standards, semiconductors, and quantum computing. It is complex and can only be serviced by the original equipment manufacturer due to the specialized expertise required.
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from ASM then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of ASM in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with ASM for this requirement.
