Solicitation Number: 12444621Q0041

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, FAR Subpart 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
(ii)This solicitation is issued as an RFQ. (Invitation to Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP)).
(iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.
(iv)This procurement is set aside for 100% SMALL BUSINESS. The NAICS code is 238910 and the Small Business Size Standard is 16.5 Million.

(v) Schedule of Items/Price Schedule There will be NO schedule of items for this IDIQ. Each task order will independently include a detailed schedule of items. For this IDIQ solicitation, prospective offerors are required to provide a price quote for all the items on the 1st Task Order (TO), which is advertised as part of this solicitation.

(vi) Description of Requirement (including a list of any attachments) Scope The government’s intent is to award approximately two Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for service contract* demolition work on the Chequamegon-Nicolet National Forest. Additional (or fewer) awards may be made if it is in the government’s best interest to do so. These IDIQs will be utilized to accomplish in-scope work during the five-year period of performance. As work is identified, Task Order Pricing Requests will be competed amongst the IDIQ contract awardees utilizing the procedures identified in the Task Orders/Calls – Request for Quote (RFQ) Procedures section of this solicitation. Most of the task orders are expected to be for the Chequamegon-Nicolet National Forest, however task orders may be issued for the Ottawa, Chippewa, and Superior National Forests upon agreement with the IDIQ Contract Awardees.

*The Federal Acquisition Regulation Subpart 37.3 indicates that contracts for dismantling, demolition, or removal of improvements (DDR) are subject to the Service Contract Act (rather than Construction Wage Rates) unless further work which will result in the construction, alteration, or repair of a public building or public work at that location is contemplated. If further construction work is intended, construction wages apply to the DDR contract. Construction DDR projects are not within the scope of this IDIQ.

Statement of Work The work shall consist of the complete demolition and removal of various infrastructure elements including but not limited to: bridges, culverts, roads, dams, towers; residential, recreational, and administrative structures (including but not limited to: foundation demolition and removal, water and wastewater system decommissioning, hazardous material abatement, backfilling, site trash and debris cleanup and disposal, site remediation, utility disconnection, and permitting as required) at locations described in the individual task order(s). Where specific State requirements are referenced it shall be understood that the contractor shall adhere to the related standards of the State where the project is located and as indicated in specific task order documents.

Where specific State requirements are referenced it shall be understood that the contractor shall adhere to the equivalent legal standards of the State where the project is located. This indefinite-delivery indefinite-quantity (IDIQ) contract will begin in 2021 and last for a period of approximately five years. Task Order #1 is located in the State of Wisconsin.
