Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number and title is HQ003423R0365 Arc Flash and Non-AF Uniforms-Blue and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05.
The associated North American Industrial Classification System (NAICS) code for this procurement is 315210 with a small business size standard of 750 employees. This requirement is a total small business set aside and only qualified offerors may submit bids. The solicitation attachment Price Sheet CLIN will start on the date this solicitation is posted and delivery items will be delivered 60 days after award.
For this solicitation, WHS Acquisition Directorate intends to receive quotes from this combined synopsis/solicitation in accordance with the evaluation criteria (per FAR Clause 52.212-2 and Addendum below).
The Washington Headquarters Services (WHS) Facilities Services Directorate requires the following items (Exact Match Only):
*This requirement MUST be compliant with the Berry Amendment Act.* The Berry Amendment is outlined in the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 225.7002 “Restrictions on food, clothing, fabrics, and hand or measuring tools” section and clauses 252.225-1 and 252.225-12.

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services ADDENDUM:
The following supplemental instructions apply to this acquisition. The submission of these items to the Government will constitute the Offeror’s compliance with the terms and conditions of the solicitation.
Content Requirements: The quote shall be accompanied by a cover letter prepared on the company’s letterhead stationery.
a. The cover letter shall be signed by an individual authorized to commit the company and include the following introductory information (letter format, PDF, is acceptable) is required on the first page of your quote:
i. Solicitation Number and Title,
ii. Name and address of vendor,
iii. Date of submission,
iv. Name, title, and signature of authorized representative,
vi. CAGE, and SAM Unique Entry number,
vii. Acknowledgment of receipt of any amendments and acceptance of all terms and conditions, and
ix. Acceptance of all FAR and DFARS clauses and provisions.
b. Technical Plan. Offerors shall submit a strategic overview that demonstrates an overall understanding of the requirements of the Statement of Work and how all items will be delivered accordingly. Technical submission shall demonstrate how the Offeror’s proposed plan will comply with Government requirements. In addition, the Offeror’s technical submission shall indicate how the Offeror intends to comply with the Berry Amendment.
c. Price. The Offeror shall provide a firm fixed price on the “pale orange” cells within the Excel. Offeror shall verify all formulas, calculations, and totals are accurate and true for all unit prices, subtotal, and grand totals.

4:00pm (Eastern) this Thursday August 31, 2023.

52.212-2 Evaluation—Commercial Products and Commercial Services ADDENDUM:
All responsible Offerors that respond to this solicitation MUST submit the technical plan as a separate PDF and the pricing portion using the Price Sheet. The Government will award a single purchase order resulting from this RFQ, to the responsible Offeror whose offer conforms to the solicitation and the following factors shall be used to evaluate offers:
(i) Technical Plan;
(ii) Price
The factors relative order is in descending order of importance. Technical plan is significantly more important than price.
Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at:
