About this file

This is a Combined Synopsis/Solicitation for commercial services prepared under FAR Part 12, issued as Request for Proposal N6134026R1017 by the Naval Air Warfare Center Training Systems Division (NAWCTSD).

The Navy requires academic and simulator training support for the Command Aircraft Crew Training (CACT) Program on the UC-35D aircraft (military version of Cessna Citation ENCORE/CE-500-560). Training must be conducted at a Title 14 CFR Part 142 certified training center with a Level D Simulator for the Cessna Citation Encore/CE-560 aircraft. NAWCTSD intends to award a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a sole-source basis directly to FlightSafety International (FSI), CAGE code 1B493, as FSI owns and operates the only FAA-certified Level D full flight simulator configured for the UC-35D aircraft capable of supporting the full spectrum of required training. The acquisition includes five base CLINs (2701-2705) covering 30 UC-35D Pilot Initial Training Courses, 90 Pilot Recurrent Training Courses, 10 Pilot Initial International Procedures Courses, 14 Pilot Recurrent International Procedures eLearning Courses, and 12 Simulator Periods (2-hour wet lease). The contract includes four option years (CLINs 2801-3105) and one FAR 52.217-8 extension option (CLINs 3201-3205) with corresponding quantities. The base ordering period runs December 1, 2026 through November 30, 2027, with option years extending through May 30, 2032. All performance will occur at the contractor's facility, with inspection and acceptance at destination by the Government. Offers are due by 1600 US Eastern Standard Time on July 10, 2026, and should be submitted to Contract Specialist William Dahlstrom at william.b.dahlstrom.civ@us.navy.mil, with a courtesy copy to Procuring Contracting Officer Audrey Rolland at audrey.l.rolland.civ@us.navy.mil. Evaluation will assess technical acceptability against PWS requirements and price reasonableness using FAR proposal analysis techniques, with the contract awarded to the responsible sole-source offeror whose offer demonstrates acceptable technical approach and fair and reasonable pricing.

Text version

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part12. This announcement constitutes the only solicitation and a written solicitation will not be issued.

Solicitation N6134026R1017 is issued as a request for proposal (RFP) and incorporates the provisions and clauses in effect from regulations posted to https://www.acquisition.gov/, but not limited to, Federal Acquisition Circular (FAC) number 2026-01.

Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy’s Command Aircraft Crew Training (CACT) Program for academic and simulator training on the UC-35D (military version of the Cessna Citation ENCORE/CE-500-560). This acquisition is necessary to facilitate pilot training in the UC-35D Fleet. The UC-35D Training courses shall be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center with a Level D Simulator for the Cessna Citation Encore/CE-560 aircraft at the time of training. NAWCTSD intends to negotiate a Firm- Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract, on a sole source basis, directly with FlightSafety International (FSI) (CAGE code 1B493). FSI owns and operates the only FAA-certified Level D full flight simulator configured for the Cessna Citation Encore/CE-560 (UC-35D) aircraft capable of supporting the full spectrum of required training. Any other simulator would fail to meet the training fidelity required to prevent negative learning and compromise aircrew safety.

FAR 52.212-2, Evaluation- Commercial Products and Commercial Services

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible sole-source offeror whose offer conforms to the solicitation requirements, demonstrates an acceptable technical approach, and presents a final negotiated price that the Contracting Officer determines to be fair and reasonable. This is a non-competitive procurement; therefore, the Government will not conduct a comparative evaluation or tradeoff analysis. The following factors will be used to evaluate offers:

(1) Technical Acceptability: The Government will evaluate the Technical Proposal to ensure the Offeror's proposed approach, capabilities, and resources meet all requirements specified in the Performance Work Statement (PWS).

(2) Price Reasonableness: The Government will evaluate the Price Proposal using the proposal analysis techniques at FAR 15.404-1. The Contracting Officer will determine if the proposed Firm Fixed Prices for the Indefinite Delivery/Indefinite Quantity (IDIQ) base and all optional ordering periods are fair and reasonable.

(b) Options. The Government will evaluate the offer for award purposes by adding the total proposed price for all optional ordering periods to the total price for the base requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
