About this file

This is a Combined Sources Sought Notice and Notice of Intent to Sole Source issued by the Defense Human Resources Activity (DHRA), Acquisition Management Directorate, on behalf of the Defense Suicide Prevention Office. The Government seeks to identify vendors capable of tailoring, expanding, and validating the Connect Program—a group interactive training initiative developed through a 10-year collaboration between the University of Rochester and the Department of Air Force—for implementation across all Military Services (Army, Navy, Marine Corps, Air Force, Space Force, National Guard Bureau, and Coast Guard). The Connect Program teaches four core competencies: Kinship (healthy relationships and accountability), Purpose (meaning and value in work and life), Guidance (informal and formal help-seeking), and Balance (strength and emotion regulation). The contractor must validate program implementation and deliver a comprehensive report with evaluation findings and recommendations for sustained implementation. The proposed NAICS code is 541611 (Administrative Management and General Management Consulting Services Research) with a small business size standard of $24.5 million, and the PSC is R425 (Support-Professional: Engineering/Technical). Safeside Prevention LLC is identified as the current sublicensee for the Connect Program.

Interested parties must submit an unclassified capability statement limited to five pages by the date specified in the System for Award Management (SAM), including company details, business classification, teaming/subcontracting arrangements, relevant contract vehicles, prime or subcontractor interest, and copyright compliance approach. Responses should be submitted electronically to Anne Ditch (Contract Specialist, anne.t.ditch.civ@mail.mil) or Melissa Tamayo (Contracting Officer, melissa.s.tamayo.civ@mail.mil). The Government will not reimburse costs for response submission and does not guarantee a subsequent solicitation will be issued. If no other vendors are identified through the Sources Sought process, the Government intends to award a sole-source, firm fixed price contract with a base period and two 12-month option periods beginning approximately November 2, 2026, with performance at the vendor's facility and various military installations. The procurement will follow FAR 6.103-1(d) procedures, and the approved Justification and Approval will be posted per FAR 6.301.
