About this file
This is a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract. The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources capable of supplying two (2) National Measurement Institute of Australia model MCT-1/200 Ampere Current Transformers. NIST requires automated current transformers with ranges from 0.125 to 200 amperes to support its calibration service for power and energy meters, which currently requires manual adjustments of transformer taps. The specified transformers must deliver 1V output at full scale input current, include remote control via USB interface for automated measurements, connecting and interface cables, software drivers, and a calibration report. Technical requirements include maximum ratio error of 5 micro-volts per volt at 50 Hz, maximum quadrature error of 10 micro-radians at 50 Hz, and frequency range capability from 15 Hz to 10 kHz. Delivery must include a one-year warranty and FOB Destination terms, with a response deadline of 17 August 2026.
NIST has not yet determined its final acquisition strategy and encourages qualified sources to respond with company information, product specifications, commercial pricing, standard terms and conditions, and supply chain compliance details. Respondents should confirm whether products meet the definition of commercial products or COTS items and provide standard commercial pricing along with estimated price ranges. The Government reserves the right to use submitted information to establish final requirements or conduct a competitive acquisition if alternative sources demonstrate capability and interest. This notice does not obligate the Government to award a contract, and responses will not automatically satisfy subsequent solicitation requirements if NIST publishes a formal solicitation on GSA eBuy or SAM.gov. The Product Service Code is 6640 (electrical measuring and test instruments), with NAICS Code 334516 (analytical laboratory instrument manufacturing).

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for a quantity of two (2) Transformers, National Measurement Institute of Australia model MCT-1/200 Ampere Current Transformer
Notice ID: NB684060-26-02053
Contract Opportunity Type: Sources Sought
Response Date: 17 AUG 26
Product Service Code (PSC): 6640
NAICS Code: 334516
BACKGROUND
The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:
NIST provides a calibration service for power and energy meters to provide traceability for the over $400 billion annual sales of electricity in the US. Presently this calibration service requires manual changes of current transformer taps and a different current transformer above 50 amperes. To automate the measurements an automated current transformer that has ranges from 0.125 to 200 amperes is required.
SCOPE
The Contractor shall deliver a quantity of two (2) National Measurement Institute of Australia Two model MCT-1 / 200 ampere Current Transformer, inclusive of a 1-year warranty and FOB Destination delivery terms (or equivalent INCOTERM).
Line-Item 0001:
Description: National Measurement Institute of Australia Two model MCT-1 / 200 ampere Current Transformers Quantity: Two (2) A. Technical Specifications
a. Current Ranges: 0.125, 0.25, 0.5, 2.5, 5, 10, 50, 100, 200
b. Output Voltage 1 V @ full scale input current
c. Remote control via USB interface for full automation of measurements
d. Connecting and interface cables
e. Software drivers
f. Calibration report
g. Maximum ratio error at 50 Hz: 5 micro-volt per volt
h. Maximum quadrature error at 50 Hz: 10 micro-radians
i. Frequency range: 15 Hz to 10 kHz
NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.
If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from National Measurement Institute of Australai then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of NB684060-26-02053 in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with National Measurement Institute of Australia for this requirement.
