About this file

This sources sought and request for information concerns the potential future solicitation for natural gas distribution and supply services at U.S. Government installations located throughout Italy. The Naval Facilities Engineering Command Navy Region Europe, Africa, Central is seeking market research and feedback on draft requirements by March 10, 2023. The anticipated solicitation will result in a firm-fixed price or market-based price agreement award by June 2023 for supplying electricity and ancillary services as well as natural gas to installations in Sicily, Campania, and the Aviano area. Annual electricity and natural gas consumption estimates are provided for Sigonella, Naples, and Aviano. Questions address terms including contract duration, price adjustment frequency and indices, bundling of electricity and natural gas services, and factors that could increase response likelihood. Given recent market volatility, input is requested on when prices may stabilize and conditions for firm-fixed pricing. Respondents must verify the ability to supply without reliance on Russian energy sources.

In caso affermativo:

A quali condizioni sareste disposti a stipulare contratti a prezzo fisso e bloccato?

Please send your answers no later than 10 March 2023.

NAVFAC EURAFCENT anticipates issuing a Solicitation that will result in the award of at least one (1) Firm-Fixed Price Agreement or Market-Based Price Agreement for the supply and transmission of electricity and ancillary services, as well as the supply of natural gas, to Sicily, Campania, and Air Aviano, no later than June 2023 through the United States Government’s solicitation portal (beta.sam.gov).

Questions for consideration by contractors are below. Please respond with respect to both electricity and natural gas services, unless otherwise specified:

1. Would your company lock into a multi-year firm-fixed price contract with the U.S. Navy (USN), with interim price adjustments? If so:

a. What is the preferred number of years of the contract (1 year, 2 years, 3 years, or more)?

b. What is the preferred timeframe of price adjustments (every 6 months, every 12 months, other)?

c. Which index would your company prefer be used to calculate the interim price adjustments (Gestore dei Mercati Energetici GME Prezzo Unico Nazionale PUN for electricity, Punto di Scambio Virtuale PSV for natural gas, other)?

d. Is your company able to offer a lower price (per unit) than a published market index for the commodity only?

e. Do you normally include a markup fee, or supplier margin, or spread on top of a market indexed price? How is this calculated?

2. Are you able to supply both electricity and natural gas to any or all of the USN installations? If so, which installations?

3. What could be changed to increase the ease and likelihood of your company’s response to a solicitation? We have included a previous procurement as a sample for your convenience (RFP solicitation example.pdf).

4. Given market pricing volatility since 2021 and heightened since 2022 to present, when do you anticipate electricity and natural gas prices to stabilize? Under what conditions are you willing to enter into firm-fixed price contracts?

5. The USN is prohibited from using energy sourced from the Russian Federation for purposes including heating, cooling, and electricity. Can your company provide natural gas and/or electricity to the USN installation(s) without these commodities being sourced from Russia?

a. If so, can you provide assurance and verify this?

6. Please provide any additional comment that you may consider important or relevant to the US Navy solicitations in general.
