Solicitation Summary

This is a Combination Synopsis-Solicitation for Commercial Items (Solicitation Number W911QX26QA107) issued by the U.S. Army Research Laboratory for the procurement of precision measurement tools. The requirement consists of two line items: one (1) Round Test RA-1600 tool (CLIN 0001) and one (1) Contracer FTA-S4C3000-D tool (CLIN 0002), both manufactured by Mitutoyo American Corporation. The solicitation is structured as a Small Business Set-Aside that will convert to full and open competition if no acceptable offers are received from responsible small business concerns. If only one acceptable offer is received from a small business, the Contracting Officer may award directly to that firm without converting to full competition. The small business size standard for NAICS code 334519 is 600 employees.

Offers are due five (5) business days after posting by 11:59 AM Eastern Standard Time via email to Contract Specialist Kevin Manley (kevin.c.manley.civ@army.mil). Delivery is required within four (4) weeks after contract award to the U.S. Army Research Laboratory in Adelphi, Maryland, with FOB Destination terms. The Government contemplates a Commercial Firm Fixed Price (FFP) contract type under simplified procedures, and contract financing is not available. Evaluation will use comparative evaluation procedures considering price, technical capabilities/specifications, and past performance (in no order of relative importance). All offers must meet minimum technical requirements and be competitive in terms of market prices, quality, and delivery. Offerors must identify their business size relative to the applicable NAICS code and any socioeconomic categories to which they belong.
