About this file
This document is a Scope of Work (SOW) for the College Park facility located at 9829 Rhode Island Avenue, detailing a comprehensive HVAC and Building Automation System (BAS) overhaul project. The project involves replacing five existing rooftop HVAC units with new, energy-efficient models, balancing the HVAC system to achieve a slight positive pressure throughout the building, and completely overhauling the Building Automation System to ensure optimal performance and pressure control. Key work tasks include unit removal and disposal, new unit installation, system testing, airflow and pressure adjustments, BAS reprogramming, sensor upgrades, and integration of automated controls.
The project emphasizes safety, compliance with local, state, and federal regulations, and adherence to building codes including fire safety, energy efficiency, and environmental standards. The contractor will be required to provide detailed documentation, including as-built drawings, system diagrams, warranties for new equipment, and comprehensive performance reports. Training for building personnel on the updated BAS system is also included. All personnel working on the project must be properly certified and trained in HVAC systems and BAS technology, with a focus on ensuring system efficiency, air quality, and maintaining a consistent slight positive pressure within the building.

Building 1 College Park, Md 20740
Scope of Work: HVAC and BAS System Overhaul
1. Replacement of Rooftop HVAC Units
● Objective: Replace five existing rooftop HVAC units with new, energy-efficient models that meet the building's heating, ventilation, and air conditioning (HVAC) requirements.
● Work Tasks:
○ Unit Removal:
■ Disconnect and remove the five existing HVAC units.
■ Properly dispose of the old units following environmental guidelines and regulations.
○ New Unit Installation:
■ Supply and install five new rooftop HVAC units (specify model, brand, and specifications).
■ Ensure the new units are properly mounted on the roof with appropriate clearance.
■ Install necessary ductwork, wiring, and gas lines (if applicable) to connect each unit to the building systems.
○ Startup and Testing:
■ Conduct a startup procedure for each new unit.
■ Verify that the units are functioning as intended, including temperature, airflow, and pressure settings.
■ Test all safety features, including thermal overload protection and emergency shutdown systems.
■ Provide system performance reports with data on efficiency and air delivery.
2. Balancing HVAC System to Slight Positive Pressure
● Objective: Achieve a slight positive pressure within the building to ensure proper airflow, prevent infiltration of outside air, and maintain indoor air quality.
● Work Tasks:
○ Initial Assessment:
■ Perform an in-depth inspection of the existing HVAC system, including ducts, diffusers, and ventilation units.
■ Measure current airflow and pressure at key points of the system.
○ System Adjustment:
■ Adjust fan speeds and dampers to balance the air distribution.
■ Ensure supply air volume exceeds exhaust air volume to create positive pressure.
■ Adjust return and exhaust systems to prevent air loss.
○ Verification:
■ Conduct airflow tests at multiple points in the building.
■ Monitor pressure readings and verify that the system is operating at a slightly positive pressure, typically 0.05 - 0.10 inches of water column (in.
wc).
○ Final Report:
■ Provide a detailed report on the adjustments made, pressure readings, and airflow measurements.
■ Verify that air quality is within acceptable levels per ASHRAE standards.
3. Complete Overhaul of the BAS System to Ensure Positive Pressure
● Objective: Overhaul the BAS (Building Automation System) to control and maintain slight positive pressure throughout the building and to ensure that the system is operating optimally.
● Work Tasks:
○ System Assessment:
■ Review and assess the current BAS configurations and control algorithms.
■ Ensure that the BAS is integrated with the new rooftop HVAC units and other key building systems.
○ Programming and Calibration:
■ Reprogram the BAS to ensure that it controls the HVAC systems to maintain slight positive pressure.
■ Implement automated adjustments to fan speeds, dampers, and ventilation systems to ensure consistent airflow.
■ Integrate sensors for real-time pressure and airflow monitoring into the
BAS.
○ Sensor and Control System Upgrades:
■ Install and calibrate additional sensors if necessary (e.g., CO2 sensors, pressure transducers) to assist in pressure control.
■ Update the BAS control panels to reflect the changes in the system.
○ Testing and Optimization:
■ Run simulations and tests to verify that the BAS is maintaining positive pressure.
■ Adjust and fine-tune the control system for optimal performance and efficiency.
○ Training:
■ Provide training for building personnel on the operation and maintenance of the updated BAS system.
○ Final Report:
■ Provide documentation of all changes made to the BAS system, including new programming, sensor locations, and system settings.
4. Completion and Documentation
● Documentation:
○ Provide detailed as-built drawings and system diagrams.
○ Provide warranties for all new HVAC units and parts.
○ Submit a comprehensive report of all tests performed, including system performance data and compliance with design specifications.
● Final Inspection:
○ Conduct a final inspection to ensure all work meets the project requirements.
○ Address any deficiencies identified during the inspection.
5. Safety and Compliance
● Ensure that all work is performed in compliance with local, state, and federal safety regulations.
● Adhere to building codes, including fire safety, energy efficiency, and environmental standards.
● Provide a safety plan for roof access, electrical work, and handling of refrigerants.
● All personnel working on the project will be properly certified and trained to handle HVAC systems and BAS technology.
