Cogongrass Spraying Services - Invitation for Bids Summary

This Invitation for Bids (IFB #3160007884, SMART RFx #451-26-R-IFBD-00003) issued by the Mississippi Forestry Commission seeks sealed bids from qualified contractors to provide herbicide application services for the control and suppression of cogongrass (Imperata cylindrica) at various locations throughout Mississippi. The scope of work includes foliar herbicide application using approved products such as imazapyr and glyphosate mixtures on state, federal, and private lands under MFC management. Work will be performed across two grant programs: the RESTORE grant covering six coastal counties (George, Hancock, Harrison, Jackson, Pearl River, and Stone) and the BIL grant covering the remainder of the state. The MFC anticipates statewide treatment needs ranging from small patches to large infestations, with contractors required to operate 2-man crews and achieve greater than 80% control effectiveness on each treated location. Questions from potential bidders must be submitted by May 19, 2026, at 9:45 a.m., with responses provided by May 21, 2026. Bids are due June 8, 2026, at 10:00 a.m., and may be submitted electronically through MAGIC, by email, or by physical delivery to the MFC office. Contract award is anticipated July 1, 2026, pending Public Procurement Review Board approval. The contract term runs one year from April 1, 2026, through March 31, 2027, with up to three optional one-year renewals available at mutual agreement.

Bidders must submit a fixed-price bid on a per-hour rate basis for 2-man crews, with payment determined by applying the bid rate to actual on-site hours incurred per landowner. The MFC intends to contract with four vendors to ensure adequate statewide coverage, reserving the right to award multiple contracts to the lowest responsive and responsible bidders. Contractors must possess a valid Mississippi commercial pesticide applicator license with appropriate herbicide application certification; demonstrate minimum two years of experience applying herbicides for invasive vegetation control with documented cogongrass treatment knowledge; and maintain Workers' Compensation insurance and Comprehensive General Liability insurance with minimum limits of $1,000,000 per occurrence. A price adjustment mechanism allows for annual adjustments not exceeding the lesser of 25% or the annual Consumer Price Index increase. Invoicing must reference the applicable grant (RESTORE or BIL), include landowner names and actual on-site hours, and be submitted separately by grant. Payment will be made within 30 days of MFC invoice approval. The contract is subject to fund appropriation by the Mississippi State Legislature and may be terminated by the MFC with 10 business days' written notice if funds become insufficient. All work must comply with EPA regulations, Mississippi pesticide laws, OSHA standards, and weather-based application restrictions including no spraying during winds exceeding 10 mph or during rainfall.

Section 1. Introduction

1.1 Agency Background

The Mississippi Forestry Commission (MFC) is a state government agency established in 1926 to lead forest protection, management, and sustainability efforts across Mississippi’s roughly 19.2 million acres of forestland. It focuses on wildfire prevention and suppression, technical forest management assistance for landowners, forest health monitoring, and providing forestry information and outreach to the public. Over its nearly 100-year history, the MFC has evolved to support both environmental stewardship and the economic importance of forestry in rural communities while safeguarding lives and property. Today it remains central to maintaining healthy, productive forests and promoting sustainable use of the state’s forest resources.

1.2 Purpose of Solicitation

The Mississippi Forestry Commission (MFC) is soliciting sealed bids from qualified contractors to perform herbicide application services for the control and suppression of cogongrass (Imperata cylindrica) at various locations throughout the State of Mississippi. The purpose of this IFB is to establish one or more contracts to ensure timely, compliant, and effective treatment of cogongrass infestations on state, federal, and private lands under MFC management.

This IFB is issued in accordance with Mississippi procurement laws and regulations. All bidders must carefully review the requirements and submit complete responses.

1.3 Contacting Mississippi Forestry Commission During the Procurement Process Unless specifically instructed by MFC otherwise in writing, from the date this IFB is issued until the date a contract resulting from this IFB is executed, any bidder or potential bidder seeking to communicate with MFC about this IFB shall do so in writing by contacting:
