33. It asks for a fixed price quote but Section B lists it as a minimum of 160 hours to a maximum of 2500 in a 6-month timeframe. Would I be correct in assuming that the fixed price is related to the price per hour and therefore could scale up or down depending on the demands of the projects? Or does the fixed price operate more as a retainer-type number that any & all hours would fit within that amount? The fixed price is the hourly rate. The amount actually paid out under the contract is what would fluctuate based on need.
34. As per the answers above, this is a new requirement. Since Water Media is given as the incumbent for this opportunity. Need clarification whether this a new contract or is there any existing incumbent for the same. This is a new requirement. I am unsure of where you came-up with Water Media as the incumbent as there is no incumbent for this requirement.
35. Please clarify the due date is November 24 which is a Tuesday, not a Wednesday (Ref Page 2). The “Wednesday” was a typo, Solicitation is due November 24, 2020, per box #8 on pg.1

It seems that the work scope for that contract has significant overlap with the subject solicitation. This is a new requirement. I am unsure of where you came-up with Blue Water Media as the incumbent as there is no incumbent for this requirement.
38. On Page 3, Section B: Supplies or Services. The quantity of hours is stated as 2500 hours. Is that for the base period or base + option? 2,500 hours is comprised of the 6 month base and 6 month option.
39. On Page 5 "The services performed may be accomplished on property of the U.S. Government, Bureau of Prisons." Since the labor pricing is affected greatly by whether the work is performed on a contractor site or government site, could the Government please clarify their expectations for place of performance? Considering that COVID restrictions will likely be in place well into the performance period of this contract, will the Government allow the staff to work remotely with an expectation of a few in-person meetings? Or, does this mean that the work should begin in two weeks from receipt. The contractor should begin working 2 weeks or sooner from the time of award.

45. What are Unicor's current marketing efforts? Our website (unicor.gov) performs the lion’s share of our marketing efforts. Our furniture program has an Apple based digital marketing platform that runs independently of our website. UNICOR has an outreach program to address federal contracting officers as part of their formal training, and also hosts booths in trade shows and conferences. We employ contractor sales staff for specific product areas.
46. Are there any available analytics of current or past marketing campaigns and strategies? If so, are they able to be reviewed by contractor? None have been done recently.
47. Is Unicor aware of a specific audience they want to target with online advertising, knowing that the majority (if not all) of their customer base is restricted to the Federal Government? Is this the audience they are interested in targeting specifically through digital marketing or are they looking to expand their reach to civilian agencies? We have two target audiences for our digital advertising campaign: Federal customers, and private sector companies willing to partner with UNICOR by placing their manufacturing operations inside our facilities.
48. How does Unicor currently go about establishing connections with federal government agencies? See answer #2.
49. Can Unicor provide any examples of the "limited exceptions" of civilian agencies that they have sold products to in the past? If you are unable to give specific company names, could you specify what industries they have been located in and how you came into contact with them? N/A
50. Is there an audience or consumer that Unicor has found to be most valuable to their sales/business efforts? If so, will there be a specific focus on continuing to market to this audience or will efforts be geared to focus on the weaker/less profitable areas? The Department of Defense is the largest federal government agency, and therefore our largest customer. Future areas of concentrated focus will be determined after new marketing research.
51. Since we provide analytics to measure and ensure customer satisfaction in as quick a timeframe as possible, clients should receive their products as soon as possible. How does Unicor's business structure account for the extended production/shipping times? UNICOR makes every effort to produce and ship in a timely manner, subject to the challenges of manufacturing inside a prison environment.
52. Does Unicor have a specific focus in mind for online advertising? Is it centered around product advertising, general awareness of Unicor, or a mix of both? If there is no clear focus in mind, narrowing one down would be of no issue for our team! Our focus for online advertising will be determined after internal market research. However, it will probably be a mix of both product advertising and general awareness of UNICOR.
53. What are your sales goals over what period of time? Sales goals are determined by Corporate Management
54. What is FPI's current market share? 5% of Government contracts
55. What is the current customer base? Government Agencies
56. Can Advertising fees from social media for example be in addition to the fixed fee or do they need to be included? FPI would pay for advertising
