About this file
This is a Performance Work Statement (PWS) for depot and sustainment services for the COBRA DANE AN/FPS-108 radar system under a COBRA DANE Re-Compete Contract (Contract FA8723-18-D-0003, Task Order FA8723-18-F-6002, Revision 7, effective 15 November 2023). The contract is administered by the Air Force Material Command, Air Force Life-Cycle Management Center Digital Directorate, Strategic Warning and Surveillance Systems Division COBRA DANE Program Office.
The PWS defines performance-based requirements for depot-level maintenance and sustainment of the COBRA DANE radar and associated systems located at Shemya, Alaska (Elmendorf-Richardson Joint Base). Key objectives include: performing programmed depot maintenance including array face maintenance and facility maintenance; providing emergency and urgent maintenance support with 24-hour response availability; conducting site visits, deployments, and readiness reviews with 60-day advance notice; managing supply support and spares with forward-located inventory; performing configuration and change management; implementing cybersecurity protections including RMF Security Authorization Package support; managing Government-Furnished Property (GFP) and property accountability through DPAS; conducting test and evaluation; and providing technical publications and Integrated Digital Environment support. The contractor must accomplish work at contractor, subcontractor, and USAF facilities, maintain normal workdays Monday through Friday (excluding federal holidays) with core hours 0900-1500 Mountain Time, provide qualified personnel, obtain appropriate security clearances, manage Associate Contractor Agreements, and comply with mandatory training requirements including OPSEC, cybersecurity, and Government-unique training courses. Performance standards address spares availability (maintaining 75-97% of 317 line replaceable units qualified and available), forward-located spares, and resolution of emergency depot-level maintenance, urgent depot-level maintenance, engineering assistance, and technical assistance issues. The contract includes detailed financial improvement and audit readiness (FIAR) requirements for GFP management and DPAS compliance, with specific data element requirements for property accountability and inventory tracking.
