Summary of Coastal_Region_Library_Map.pdf
This file is a Geographic Information System (GIS) map document prepared for Citrus County, Florida's Department of Management & Budget in support of solicitation QTE 26-081 for mowing services across county library facilities. The map depicts the Coastal Region Library location and its service area within Citrus County, providing geographic reference data for bidders to understand the scope and distribution of one of four library facilities included in the contract. The Coastal Region Library site encompasses 5.35 acres and is one of four library locations requiring comprehensive grounds maintenance services including mowing, edging, line trimming, weeding, minor pruning, hedging, and debris cleanup. The contract calls for approximately 25 annual service visits per location, with mandatory pre-bid conferences scheduled for February 3 and February 5, 2026, a question deadline of February 16, 2026 at 4:00 p.m., and bid submission deadline of February 24, 2026 at 2:00 p.m., followed by public bid opening at 2:15 p.m. the same day. Board approval and contract award are scheduled for May 12, 2026. The contract term spans two years with options to renew for three additional one-year periods contingent upon satisfactory performance and fund availability.
Pricing is structured on a per-service-visit basis for each library location, with base bid services appropriated at approximately $20,000 and optional alternate bids available for minor pruning, hedging, and weed control services depending on budget constraints. Citrus County may grant a preference of up to five percent on local bids if the cost differential does not exceed $10,000. Mandatory bidder qualifications include a minimum of two years of commercial mowing experience, active Florida business registration, workers' compensation insurance, and general liability coverage of $1,000,000 per occurrence with $2,000,000 general aggregate, plus $1,000,000 automobile liability coverage. Monthly invoices are due by the tenth of each month, with payment processing within 45 days of invoice verification per Florida Statute 218.74. Contractors must comply with OSHA safety standards, maintain grass cutting heights between 3.5 to 4 inches, enroll in ACH direct deposit, register with the myCOI insurance portal, and comply with E-Verify employment verification, drug-free workplace standards, and applicable non-discrimination regulations. Performance-based liquidated damages apply double the bid price for unsatisfactory work with escalating penalties for repeat violations.
