Statement of Work Bituminous Stoker Coal

1. GENERAL

1.1 Summary of Work:

The Contractor shall provide 1000 tons of Bituminous Stoker Coal 1 ½”x ¼” with a 10% variance by truck to Malmstrom AFB Central Heating Plant. All coal shall be sprayed with non-oil based dust suppression. The Contractor shall guarantee the coal will meet the provided specifications to be proven by a relative sample of 50 lbs per every 1000 tons produced to be tested by a laboratory.

1.2 Coal Specifications:

The Contractor shall meet the required specifications:

1.2.1 Screen Size: 1 ½”- Max 30% retained on

¼”- Max 5% passing through

1.2.2 Moisture as Received: 20% Max

1.2.3 Volatile Matter: 47% Max, 33% Min

1.2.4 Fixed Carbon: 65% Max

1.2.5 Ash: 12% Max, 3% Min

1.2.6 Sulfur: 1% Max

1.2.7 BTU, Dry: 12,000 BTU/LB Min

1.2.8 Ash Softening Temp: 2100 degrees F

1.2.9 Sodium Oxide: 3% Max (ASTM Test Method D3682 shall be used to test)

1.2.10 Mercury: .06 PPM Max

1.2.11 Non-oil based dust suppression (Chem-Loc 101 or equivalent) shall be applied to the coal.

1.2.11.1 The Contractor is responsible for ensuring that the dosage rate conforms to the conditions at the time as described in the current manufacture’s product bulletin.

1.3 Coal Testing:

The Contractor shall take a relative 50-lb coal sample from every 1000 tons produced to be tested by a certified laboratory and results submitted to the Government prior to delivery for approval. Testing shall include a minimum of the following as an as received and dry basis:

1.3.7.1 ASTM Test Method D3682

1.3.8 Sieve Analysis

1.3.8.1 Passing

1.3.8.2 Retained

1.3.8.3 Percent

1.4 Delivery:

The Contractor shall deliver Bituminous Stoker Coal by truck no later than 30 September 2025.

1.4.1 Truck deliveries will be limited to Mon-Fri 0700-1530 unless other arrangements can be made with the Government.

1.5 Performance:

1.5.1 Period of performance will be 1 April-30 September 2025.

1.5.2 The Government may incur considerations in pricing or rejection of coal deliveries that are proven not to meet the Government’s approved coal testing results.
