About this file
Proposal Summary: SH-33 Asphalt Resurfacing Project
This is a sample proposal document issued by the Oklahoma Department of Transportation (ODOT) for a State Aid construction project involving asphalt resurfacing on State Highway 33 in Payne County. The project extends 9.630 miles from 0.12 miles east of the US-177 junction, proceeding east near Perkins. The work scope includes cold milling pavement (185,000 square yards), placement of Superpave hot mix asphalt in multiple types and grades (totaling approximately 22,300 tons), fog seal application (8,400 gallons), tack material application (18,500 gallons), rumble strip installation (30,451 linear feet), traffic stripe application in multiple widths and configurations (plural-component stripes totaling over 209,000 linear feet), pavement marking removal, construction traffic control, and mobilization. The bid was scheduled for letting on Thursday, May 14, 2026, at 10:30 a.m., with bidding proposals available beginning April 23, 2026. The estimated contract time for completion is 150 calendar days with flexible start provisions, allowing work to begin anytime after Notice to Proceed issuance but no later than October 5, 2026. Proposal documents cost $50.00 plus tax, and bids were to be submitted via the Bid Express (BIDX) electronic bidding system or by sealed proposal delivery to the ODOT Office Engineer Division prior to the bid opening.
Liquidated damages are assessed based on contract amount, ranging from $300 per day for contracts under $200,000 to $1,800 per day for contracts exceeding $10,000,000. The Disadvantaged Business Enterprise (DBE) goal for this proposal is zero. A proposal guaranty equal to 5 percent of the bid total is required, and bidders must provide a properly executed non-collusive bidding certification. Contractors must submit electronic tickets through the Department's Electronic Ticketing Portal for all bituminous material deliveries, ensure proper electronic data integration, and complete calibration testing at least fourteen days prior to material shipment. Special provisions govern traffic stripe quality, including minimum retroreflectivity values, thickness requirements, and workmanship adjustments. Traffic surveillance by the Oklahoma Highway Patrol is included as a non-biddable item at $77.00 per hour. Labor provisions require minimum wages of $7.25 per hour for unskilled, intermediate, and skilled labor. Upon contract award, the contractor must execute and return the contract within ten working days, with the Department completing execution within fourteen working days of award. A one-year maintenance bond is required following project completion.

SPECIAL PROVISIONS
FOR
DISINCENTIVE FOR EXPOSED COLD-MILLED PAVEMENT
These Special Provisions revise, amend, and where in conflict, supersede applicable sections of the 2019
Standard Specifications for Highway Construction.
(Add the following:)
108.14 DISINCENTIVE FOR EXPOSED COLD-MILLED PAVEMENT
The intent of this provision is to minimize the time of exposure of milled paving surfaces. The following items set forth the Contract requirements for this portion of work, and disincentive(s) for non-compliance with these specifications.
A disincentive of $0.02 per square yard per hour will be assessed for all cold-milled surfaces not overlayed within 48 hours of being exposed by cold-milling operations. The disincentive will be assessed each hour after the 48 hours, and continue until the cold-milled surfaces are no longer exposed to the elements as determined by the Engineer. (Fog sealing cold-milled surfaces will not exempt the Contractor from this disincentive.)
The Engineer may allow cold-milled surfaces to remain exposed for up to 96 hours if the Contractor, at no additional cost to the Department, covers the exposed cold-milled surfaces with an approved trackless tack coat meeting the requirements of Special Provision 708-25 within 48 hours of being exposed by cold-milling operations. The trackless tack coat layer must be maintained, ensuring that the trackless tack is of sufficient adhesion or tack coat must be reapplied prior to overlaying the cold-milled surface(s). In the event that trackless tack is used, the above disincentive will be assessed each hour after the 96 hours, and continue until the cold-milled surfaces are overlayed.
Extents of cold-milling required to provide a smooth transition to bridge approaches or to existing pavements will be exempt from this provision. However, if these extents are to be left exposed for more than
48 hours, they must be fog sealed or the disincentive set forth in this provision will apply for each hour in excess of the 48 hours until the fog seal or surfacing is placed.

SPECIAL PROVISIONS
FOR
ELECTRONIC TICKETING FOR BITUMINOUS MATERIALS
These Special Provisions revise, amend, and where in conflict, supersede applicable sections of the 2019 Standard Specifications for Highway Construction.
(Add the following:)
411.01 DESCRIPTION
This work consists of providing electronic data for material weight tickets of all bituminous material delivered to the project. This work also consists of placing an identifying vehicle number on the driver side and the passenger or rear sides of the delivery vehicle. These provisions do not preclude or dismiss any requirement for paper tickets required by the Standard Specifications or other rules and regulations.
Register here haulhub.com/okstatedot/#signmeup to begin using the Department’s Electronic Ticketing Portal system.
411.04 CONSTRUCTION METHODS
A. General Requirements
As electronic tickets (eTickets) are generated, submit them to the Department using the Electronic Ticketing Portal: etickets.ok.gov. The Department will reject any load that does not have a corresponding eTicket unless the cause is beyond the Contractor’s control. In such circumstances paper tickets may be permitted at the discretion of the Engineer.
Payment for material weight delivered to the project will be based upon the eTickets marked “Delivered,” less waste and excess material weight as noted in 105.12 of the Standard Specifications, and any audit corrections.
Do not reissue or reprint tickets that have been marked “Delivered,” “Pending,” or “Rejected” without first notifying the Engineer. The Engineer may reject a reissued or reprinted ticket at their discretion. When a reissued or reprinted ticket is rejected, payment will be based upon the original ticket.
B. Data Integration
Request a list of the Department’s naming nomenclature. Include in the request an identification of what system the supplier utilizes for its load read-out weighing system. If necessary, create an Application Programming Interface (API) to integrate with the Department’s Electronic Ticketing Portal.
Utilize the API to provide electronic data from the load read-out weighing system at the material source in a manner that is readable by the Department’s Electronic Ticketing Portal. Update the load read-out
PAGE 16 OF 53PROPOSAL ID : 260166
441-1(b-c) 19 weighing system and API as necessary to maintain connection to the Department’s Electronic Ticketing Portal.
Provide the following data on each eTicket:
1. Contractor name
2. Contract ID
3. Project number
4. State project number (i.e., JP number)
5. Project name
6. Supplier name
7. Supplier location
8. Date
9. Description of material
10. Weigh Master identification
11. Carrier
12. Identifying vehicle number
13. Legal Gross Vehicle Weight
14. Gross Vehicle Weight
15. Weight of vehicle (tare)
16. Weight of material (net)
17. Sequential load number
18. Running daily total of net weight delivered
19. Mix design ID
Provide weights that are accurate to 0.01 tons.
Loads which do not have the required data will be rejected. No payment will be made for rejected material.
C. Setup and Calibration
Conduct a test of each supplier’s integration with the Department’s Electronic Ticketing Portal prior to shipping material. Complete test at least fourteen days prior to shipping material unless otherwise approved by the Engineer. The test must involve at least four calibration eTickets from each supplier approved for use on the project.
