Performance Work Statement National Academies of Science

Committee on National Statistics (CNSTAT) Core Support

1. Background

The Bureau of Economic Analysis (BEA), as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies, and disseminates statistics to the public. The BEA’s mission is to promote a better understanding of the U.S. economy by providing the most timely, relevant, and accurate economic account data objectively and cost-effectively.

The Committee on National Statistics (CNSTAT) was established in 1972 at the recommendation of the President’s Commission on Federal Statistics. It is a standing committee at the National Academy of Sciences and fills a critical gap as an integrative force for a highly decentralized federal statistical system. The Committee works to improve the statistical methods and information on which public policy decisions are based. Working with BEA, with other federal statistical agencies, and on its initiative, the Committee identifies problem areas in which statistical questions are essential to public policy and carries out studies within these areas by convening panels of experts or workshops.

The core activities of CNSTAT include selecting study topics, developing panels and workshops, and disseminating research results through conferences, newsletters, and white papers. The Committee brings statisticians and social, behavioral, and economic scientists together with federal agency staff to work on problems of measurement, data collection, and analysis that are important to public policy. In addition, every four years, core funding is used to update and publish a new edition of Principles and Practices for a Federal Statistical System, CNSTAT’s influential white paper (aka “the purple book”) that OMB and statistical agencies use to guard the independence and objectivity of federal statistics.

The Committee’s reputation, credibility, and influence are widely known throughout the federal government and why Congress, OMB, NSF, and federal statistical and policy analysis agencies turn to the Committee regularly for advice and counsel. CNSTAT’s core activities support the efforts of BEA leadership and staff to accomplish the BEA mission.
