| TDLINE: Federal Prison Industries (FPI), which operates under the trade name |
| TDLINE: UNICOR, is a wholly-owned Government Corporation within the Department |
| TDLINE: of Justice, under the Federal Prison System. The Corporation was created |
| TDLINE: by Congress in 1934, and provides employment, education, and training |
| TDLINE: opportunities to inmates under Federal custody. UNICOR operates |
| TDLINE: approximately 99 factories in over 64 locations. Its production lines |
| TDLINE: are extensive and include over 250 different products and services sold |
| TDLINE: to other Federal Agencies and the Department of Defense. |
| TDLINE: GENERAL INTENTION: It is the intent of this solicitation to result in a |
| TDLINE: one (1) Purchase Order Firm Fixed Price for a 3 Axis CNC Router to be |
| TDLINE: used in the UNICOR's Furniture Production Factory for FPI Ashland, KY. |
| TDLINE: Product is to be delivered FOB Destination to the following UNICOR |
| TDLINE: locations: |
| TDLINE: UNICOR FCI ASHLAND, State Route 716, Ashland, KY, 41105. |
| TDLINE: This solicitation is expected to be a single award Firm Fixed Price |
| TDLINE: Contract with a 100% small business set aside. The NAICS code for this |
| TDLINE: requirement is 333310, Commercial and Service Industry Machinery |
| TDLINE: Manufacturing. The size standard for NAICS 333310 is 1,000 employees. |
| TDLINE: All offerors shall read the solicitation in its entirety prior to |
| TDLINE: submission of any questions. All questions SHALL be submitted in |
| TDLINE: writing. At no time shall offerors contact individuals at the |

| TDLINE: Executive Order (EO) 14042, Ensuring Adequate COVID Safety Protocols for |
| TDLINE: Federal Contractors that requires Federal contractor employees to be |
| TDLINE: vaccinated. The actions directed by the EO ensure that parties who |
| TDLINE: contract with the Federal government provide COVID-19 safeguards in |
| TDLINE: workplaces with individuals working on or in connection with a Federal |
| TDLINE: government contract or contract-like instrument. These workplace safety |
| TDLINE: protocols apply to all covered contractor employees, including |
| TDLINE: contractor or subcontractor employees in covered contractor workplaces |

| TDLINE: COVID-19 Contractor Protocols |
| TDLINE: In accordance with the EO, the Safer Federal Workforce Task Force (Task |
| TDLINE: Force) issued guidance on workplace safety protocols that will be |
| TDLINE: required of contractors and subcontractors. Pursuant to this guidance, |
| TDLINE: and in addition to any requirements or workplace safety protocols that |
| TDLINE: are applicable because a contractor or subcontractor employee is present |
| TDLINE: at a Federal workplace, Federal contractors and subcontractors with a |
| TDLINE: covered contract will be required to conform to the following workplace |
| TDLINE: safety protocols: |
| TDLINE: 1. COVID-19 vaccination of covered contractor employees, except in |
| TDLINE: limited circumstances where an employee is legally entitled to an |
| TDLINE: accommodation |
| TDLINE: Covered contractors must ensure that all covered contractor employees |
| TDLINE: are fully vaccinated for COVID-19, unless the employee is legally |

| TDLINE: Covered contractors are strongly encouraged to incorporate similar |

| TDLINE: 2. Compliance by individuals, including covered contractor employees and |

| TDLINE: In addition to the guidance set forth below, CDC’s guidance for mask |
| TDLINE: wearing and physical distancing in specific settings, including |
| TDLINE: healthcare, transportation, correctional and detention facilities, and |
| TDLINE: schools, must be followed, as applicable. |
| TDLINE: In areas of high or substantial community transmission, fully vaccinated |
| TDLINE: individuals must wear a mask in indoor settings, except for limited |
| TDLINE: exceptions discussed in the guidance. In areas of low or moderate |
| TDLINE: community transmission, fully vaccinated individuals do not need to wear |
| TDLINE: a mask. Fully vaccinated individuals do not need to physically distance |
| TDLINE: regardless of the level of transmission in the area. |
| TDLINE: Individuals who are not fully vaccinated must wear a mask indoors and in |
| TDLINE: certain outdoor settings (see below) regardless of the level of |
| TDLINE: community transmission in the area. To the extent practicable, |
| TDLINE: individuals who are not fully vaccinated should maintain a distance of |
| TDLINE: at least six feet from others at all times, including in offices, |
| TDLINE: conference rooms, and all other communal and workspaces. |
| TDLINE: Covered contractors must require individuals in covered contract |
| TDLINE: workplaces who are required to wear a mask to: |
| TDLINE: • Wear appropriate masks consistently and correctly (over mouth and |
| TDLINE: nose). |
| TDLINE: • Wear appropriate masks in any common areas or shared workspaces |
| TDLINE: (including open floorplan office space, cubicle embankments, and |
| TDLINE: conference rooms). |
| TDLINE: • For individuals who are not fully vaccinated, wear a mask in crowded |
| TDLINE: outdoor settings or during outdoor activities that involve sustained |
| TDLINE: close contact with other people who are not fully vaccinated, consistent |
| TDLINE: with CDC guidance. |
| TDLINE: A covered contractor also may be required to provide an accommodation to |
| TDLINE: its employees who communicate to it that they cannot wear a mask because |
| TDLINE: of a disability (which would include medical conditions) or because of a |
| TDLINE: sincerely held religious belief, practice, or observance. A covered |
| TDLINE: contractor should review and consider what, if any, accommodation it |
| TDLINE: must offer. |
| TDLINE: Covered contractors may provide for exceptions to mask wearing and/or |
| TDLINE: physical distancing requirements consistent with CDC guidelines, for |
| TDLINE: example, when an individual is alone in an office with floor to ceiling |
| TDLINE: walls and a closed door, or for a limited time when eating or drinking |
| TDLINE: and maintaining appropriate distancing. Covered contractors may also |
| TDLINE: provide exceptions for their employees engaging in activities in which a |
| TDLINE: mask may get wet; high intensity activities where covered contractor |
| TDLINE: employees are unable to wear a mask because of difficulty breathing; or |
| TDLINE: activities for which wearing a mask would create a risk to workplace |
| TDLINE: health, safety, or job duty as determined by a workplace risk |
| TDLINE: assessment. Any such exceptions must be approved in writing by a duly |
| TDLINE: authorized representative of the covered contractor to ensure compliance |
| TDLINE: with the guidance at covered contractor workplaces, as discussed further |
| TDLINE: below. |
| TDLINE: Masked individuals may be asked to lower their masks briefly for |
| TDLINE: identification purposes in compliance with safety and security |
| TDLINE: requirements. |
| TDLINE: Covered contractors must check the CDC COVID-19 Data Tracker County View |
| TDLINE: website for community transmission information in all areas where they |
| TDLINE: have a covered contract workplace at least weekly to determine proper |
| TDLINE: workplace safety protocols. When the level of community transmission in |
| TDLINE: the area of a covered contract workplace increases from low or moderate |
| TDLINE: to substantial or high, contractors and subcontractors should put in |
| TDLINE: place more protective workplace safety protocols consistent with |
| TDLINE: published guidelines. However, when the level of community transmission |
| TDLINE: in the area of a covered contractor workplace is reduced from high or |
| TDLINE: substantial to moderate or low, the level of community transmission must |
| TDLINE: remain at that lower level for at least two consecutive weeks before the |
| TDLINE: covered contractor utilizes those protocols recommended for areas of |
| TDLINE: moderate or low community transmission. |
| TDLINE: 3. Designation by covered contractors of a person or persons to |
| TDLINE: coordinate COVID-19 workplace safety efforts at covered workplaces |
| TDLINE: Covered contractors shall designate a person or persons to coordinate |
| TDLINE: implementation of and compliance with the guidance and the workplace |
| TDLINE: safety protocols detailed herein at covered contract workplaces. The |
| TDLINE: designated person or persons may be the same individual(s) responsible |
| TDLINE: for implementing any additional COVID-19 workplace safety protocols |
| TDLINE: required by local, State, or Federal law, and their responsibilities to |
