The estimated annual volume comprises approximately 146 educational documents ranging from 2 to 22 pages. The contract term runs from January 1, 2027 through December 31, 2027, with two optional one-year renewal periods extending through December 31, 2029. This is a single-award contract going to the lowest responsive and responsible bidder based on average Total Non-Emergency Group A per-word rates.
Award is contingent upon meeting all specified qualifications, including American Translators Association certification for Spanish-language translators and a minimum of five years of professional translation experience with at least two years in educational document translation. All bid costs must include labor, personnel, equipment, materials, shipping, travel, taxes, permits, licenses, and insurance. Bidders must provide proof of Commercial General Liability insurance ($1 million minimum) and Workers' Compensation insurance. The incumbent contractor is Flix Translations Group LLC. Optional Small Business (5%), Disabled Veteran Business Enterprise (3-5% based on participation level), and Target Area Contract Preference Act preferences apply; this solicitation is exempt from mandatory DVBE participation. Contractors must provide two translators per assignment—one for initial translation and one for proofreading—and maintain emergency-service capability to complete assignments within 24 hours. Contract approval is contingent on Department of General Services and CDE executive approval, with funding dependent on legislative appropriations and federal government disbursements where applicable.
