STATE OF FLORIDA, DEPARTMENT OF EDUCATION
PROCUREMENT CONTRACT – ATTACHMENT A, Amendment 1
DETAILED DESCRIPTION OF PERFORMANCE DUTIES
Department Contract No. 21-601 , Attachment A, Page 1 of 6
The detailed description of the Contractor’s performance duties and related provisions for the procurement contract awarded to NTT Data, Contract No 21-601 A-1, are as follows:
I. Project Overview:
A. Program Background and Purpose of Project.
This procurement is intended to help state and local education agencies collect and manage education data beyond our point-in-time survey process. It aims to implement data management activities (real-time data collections) intended to minimize the impact of an event, leverage cloud based identity and access management tools that school districts can utilize with their current environment, standardized user interface that are used to collect information from school districts, and enhance the access controls around student data while at-rest and/or transit. In support of the Florida Department of Education’s goal to procure services for modernized cloud-based statewide data collection, longitudinal analysis, and progress monitoring, to include all state and federal funding accountability and reporting requirements, NTT DATA proposes to migrate the existing SSO and AD environments into Azure, implement a low-code application development platform to support real-time data collections and configure a scalable, cloud-native, security information event management and automated response solution around our cloud resources to serve all State school districts and public charter schools, pre-k through 12th grade.
Key Activities: Migrate the departments aging SSO and Active directory environments into Azure. Implement a low-code application development platform to support real-time data collections before, during and after an event, configure a scalable, cloud-native, security information event management and automated response solution around our cloud resources.
B. Scope of Work (Reference RFQ 2021-38, 1)
The Department seeks to contract with a capable and qualified IT service provider, to ensure the departments success with implementing Azure Active Directory, Identity Management, Power Apps, and Cloud Security, and conducting training. This initiative supports the department’s goal of implementing a modernized, cloud-based statewide data collection and student information system with the ability to serve all school districts and public charter schools.
Key Objectives for this initiative:
SSO and AD migration – Transferring the Departments aging SSO and Active Directory Environments into Azure. Vital to these activities are assessing the existing Azure configuration, configuring the domain controller in Azure to authenticate 70+ on premises applications; building or configuring a self-registration portal; setting and enabling security policies for Azure AD, and implementing a Zero Trust Security Model
Low-code application development platform implementation - Configuring and operationalizing a Power Apps development platform. This platform will include Department templates with workflows and automated common business processes to deploy applications built on the platform. An additional required set of actions for this activity include rebuilding three existing applications.
Configure a scalable cloud-native security solution – This solution will include installing and configuring a Sentinel Cloud Security information and event management model and creating corresponding audit reports.
Training execution – To support the effective operations of the above key activities, create, review, baseline training artifacts, and execute training in the following areas: Azure AD – cross training, Microsoft Sentinel, Power Apps (automate), and Zero Trust – identity management. We also execute user interface (UI) training for the rebuilt applications.
Consultant services – When requested by the Department, provide capabilities and services to support the Department’s evolving needs.

Exhibit 2 Attachment - Change Order #1 Custom API Development
This change order is submitted in response to the Florida Department of Education (FLDOE) request for a Custom API to be developed in support of the Staff Termination Power App in accordance with support to RFQ 2021-38, Implementing Azure Cloud Services between Florida Department of Education (FLDOE) and NTT DATA, Inc. (Purchase Order No. B85371; Contract No. 21-601; Reference: (a) GSA Multiple Award Schedule (MAS} Contract No. 47QRM19D00.
Project Power App Background According to RFQ 2021-38 Figure 5: Power Apps Complexity of Features stated the following:
• Integration to Data Sources: Integrating a Power App to another data source can be complex.
For a simple connection, the SOAP/REST API, etc. must already exist. Building custom connectors is medium to very complex.
Therefore, a Change Order is required to provide the man-hours to build the custom API App.
Terms and Conditions
• Term and Conditions will follow the Terms and Conditions of the issued master contract.
Services
• NTT DATA will perform the services described in the Scope of Services provided below, hereto
(the "Services").
Fees and Invoicing
