Good morning all, We have received approval from the property owner and the FDEP for the attached set of Construction Drawings. I have included the property owner’s comments below with our responses in red. Please note that the property owner has requested an independent company to complete the compaction testing (i.e. neither Golder nor your crew can complete the testing), so please factor that into the Backfill Placement and Compaction line item. Please go through each of the e‐mail correspondences below and let us know if you have any questions. We would like to have the completed Bid Summary Tables back from you guys by Monday, May 25th. Please confirm receipt of this email and let us know if that will be an issue.

Property Owner Comments with Responses Here are comments to the plans:

‐ We need it noted that Sleiman will receive a copy of the interior and exterior compaction test result by an independent engineering firm. We use Ages. See Sheet 4, Note 2.

‐ S1.0‐ Soils: Currently it states Owner shall provide contractor a report stating the subsurface condition. This needs to state Golder or their GC, not owner See revised Sheet S1.0.

‐ S1.0‐ Concrete: needs to be 3,000 PSI, not 2,500 See revised Sheet S1.0.

S1.0 Slab on grade: we will not allow fibermesh. Please remove that note. See revised Sheet S1.0.

‐ Need note showing the sliding doors removed and reinstalled/or replace if damaged. See new Sheet 5 note.

Also, how will the unit be secured during none work hours. Golder’s subcontractor will construct a temporary (and removable) door to secure the space during non‐working hours. The temporary door will be secured from the inside and will cover the space where the sliding glass doors were located. Once the temporary door is secured from the inside, site workers will exit the building through the existing front doors and lock up the site for the day.

‐ We will require all bathroom fixtures per ADA requirements and high low sinks to be installed per the plans by Contractor, not owner. The bathrooms need to be finished with ceiling grids, mechanical and electrical, requirements per the ADA permit requirements. Per our conference call on 4/29/20, the FDEP will restore the plumbing in the restrooms (toilet, sink, and fountains) and will replace the toilets and sinks in each restroom. The FDEP will also replace any of the ceiling grid that is removed from the bay adjacent to the Jay’s Cleaners bay (see new mark‐up on Sheet 5). The FDEP can reinstall existing overhead lighting and A/C ductwork in the adjacent bay at locations specified by Sleiman. As also discussed in our conference call, Sleiman may reach out to Golder’s subcontractor separately to request pricing to complete the restroom restoration so that the rooms are in ADA compliance. Please refer to new notes on Sheet 5.

‐ Do not install floor tiles on the new concrete slab as previously discussed. Acknowledged. Note removed from Sheet 5.

‐ Please explain how you guys will get the compaction rate below the footings. Per previous correspondence, allowing the FDEP to use excavatable flowable fill outside of the building will allow for us to meet the compaction requirements below the footings and will provide additional support to the building.

‐ S1.0. revise or remove the not stating the contractor shall be responsible for any shoring to protect the structure. Any shoring plan needs to be supplied by an engineer and inspected once the GC has performed the work. See revised Sheet S1.0. This is standard language for the structural engineering firm and is not necessary for our project.

Thanks, Matt

Good morning all, The property owner provided comments to us, which we have since forwarded to FDEP, regarding the Construction Drawings. The primary point of contention is the final restoration plans for the bathrooms in each of the two units. The FDEP is in the process of responding to the comments. The final result of this communication will likely require modifications to the plans. With that said, we are extending the bid request by at least one week to allow FDEP and the property owner to agree on a final restoration plan for the building.

The new due date is Friday, March 6th. We will provide updated drawings as soon as there is a resolution. Please let me know if you have any questions.

Spengler, Justin <Justin_Spengler@golder.com>; Crockett, Kris <Kris_Crockett@golder.com> Subject: RE: Jay's Cleaners Soil Excavation Bid Request

Good afternoon all, I wanted to send a couple clarifications and answer some questions we have recently received:

Building Support (helical piers) – The preliminary design included on Sheets S1.0 and S2.0 provided by Baker Design Build will be used to develop the costs for this bid. This design is based on the structural engineer’s best guess as to the dimensions and characteristics of the footer and the subsurface soil. Based on feedback from the structural engineer, we are asking that you please include a cost in this line item for an exploratory soil boring to be advanced near the building for adequate characterization of the soil for engineering purposes. In addition, please include a cost for a separate, pre‐construction mobilization to expose the footer for documentation and review by the structural engineer and foundation support specialist.

We asked the structural engineer to provide square footages for the asphalt removal, concrete removal, and excavation area to compare to our initial estimates. The asphalt removal area estimate changed from 449 square feet to 450 square feet. The excavation area changed from 1,081 square feet to 1,077 square feet. The concrete removal area was the same as our initial estimate. These revisions did not significantly change any of the quantities previously estimated.

Excavation and Non‐Hazardous Waste Transport and Disposal – Based on our site walkthrough, the consensus was that conventional excavation methods were likely to be ineffective outside of the building footprint, due to the utilities present in the area. Therefore, we have separated this line item into two sections: one section for conventional excavation (inside) and one section for soft excavation (outside). We assumed that the square footage of the exterior excavation is 222 SF and the square footage of the interior excavation is 855 SF (total of

1,077 SF).

Backfill Placement and Compaction (Soil) – We did not include a soil expansion factor in our previous estimate. The revised bid summary table now includes a quantity of 185 cubic yards.

The questions we have received thus far are as follows, with answers in red text:

We are looking at the logistics of staging roll offs and other items at the site. The bid summary specifies 310’ of security fence. There appears to be a one way traffic pattern along the back side of the facility.

1‐ Can you provide the location and size of the staging area we can utilize – See attached map from Google Earth with the approximate temporary fencing boundary we are planning to have for the work. I have also highlighted an area where we may be able to have access to additional parking spaces for roll‐offs. This layout will still allow traffic to exit in that area. We also increased the estimated fence length to 350 LF.

2‐ Is the contractor to provide a proctor for the base rock below the asphalt ‐ Yes 3‐ What is required when the pavement becomes scratched from equipment and roll offs – Please include costs for plywood to be under the roll‐offs when dropping off and picking up. We don’t want to damage the asphalt, but it will need to be repaired if damaged. This will be a change order and costs do not need to be included in this bid. Please have a plan to minimize equipment over the asphalt.

4‐ Can we stockpile rock and soil on the parking lot – I do not anticipate there to be sufficient room for this, but if it can fit in the staging area, this may be acceptable.

5‐ What will keep the footing from rolling since the helical piles are only installed on the exterior side of the footing. – We have discussed this with the structural engineer. Once the footer is exposed and we are aware of the characteristics, we can make adjustments to the plan (see first bullet in the email).

6‐ Is there an asbestos inspection report available for the interior walls, flooring and flooring adhesive. – No. Golder will complete an asbestos survey prior to mobilization.

If you have any further questions, please let us know.

Good afternoon, I have updated the attached bid summary table to include a line item for removal of liquids that may enter the excavation area as we dig into the water table. For estimating purposes, I have assumed one‐foot of water across the entire footprint of the excavation area. Golder is working on updating the draft Construction Drawings to show the drop ceiling replacement that will be necessary in the unit next to the former dry cleaner. We hope to have that ready to send out tomorrow.

I requested approval from the property owner to use excavatable, flowable fill inside the building, but was denied. I did send in an additional request to allow us to use it outside the building (i.e. near the buried utilities). I will let you know when I hear back. I’m still waiting on a response regarding future use of the 3 electrical panels and the transformer located near the back wall (see attached photo), dry cleaner equipment lines on the dividing wall, and the alarm system.

Good morning, Thanks you all for attending the pre‐bid meeting last Friday. We will be working with the FDEP and the property owner to get the answers to the questions that were raised during the meeting. I am passing along the lab reports (attached) associated with the soil sampling within the excavation area. While we did not analyze any of the samples using the TCLP, the total VOC concentrations indicate that the soil can be disposed as non‐hazardous waste. Please confirm with your preferred disposal facilities that non‐hazardous waste profiles can be generated using the current data set.

We will send out more information as we receive it.
