HW561 DC002E
This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the October 31, 2019, Scope of Work and Cost Estimate.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Groundwater Monitoring and IDW Treatment Golder will collect a groundwater sample from monitoring well MW003. Prior to sampling, depth-to-water will be measured. The well will then be purged, and field parameters will be recorded. The groundwater sample will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum before being treated with Golder’s aqueous IDW treatment system and disposed of on site.
Subtask 3: Reporting Golder will submit the Groundwater Monitoring Report, IDW treatment documentation, and ADaPT and GIS deliverables to FDEP.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $3,271.69 with 25 labor hours.
Golder may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

RE: COST PROPOSAL FOR PRESTIGE CLEANERS
NOVEMBER 2019 GROUNDWATER MONITORING EVENT
2210 NORTH MONROE STREET
TALLAHASSEE, FLORIDA
FDEP FACILITY ID NUMBER ERIC_4857
PROPOSED TASK ASSIGNMENT DC002E
Dear Benjamin:
Golder Associates Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (FDEP) with this cost proposal for groundwater monitoring and reporting for the Prestige Cleaners site located at
2210 Monroe Street in Tallahassee, Leon County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a cost estimate form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance with FDEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible for the work being conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.
SUBTASK 2 – GROUNDWATER MONITORING AND IDW TREATMENT
As discussed in an email dated July 2019 between Golder and FDEP, Golder will collect a groundwater sample from monitoring well MW003. Figures 4 and 5 from the previous monitoring report in June 2019 are attached, which show the potentiometric map and historical volatile organic compound (VOC) results for the surficial aquifer.
Prior to groundwater sampling, the water level depth will be measured using an electronic water level indicator to determine groundwater elevations. Groundwater samples will be collected in accordance with FDEP Standard
Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01). Prior to collecting the groundwater sample, the well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded
Mr. Benjamin Grubbs 19-122903 P13-82530
Florida Department of Environmental Protection October 31, 2019 on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater sample will be collected using low flow sampling methods. The groundwater sample will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated
VOCs using EPA Method No. 8260B. For quality assurance purposes, one trip blank will accompany each sample container for laboratory analysis of chlorinated VOCs using EPA Method 8260B. Upon receipt of the laboratory analytical results, Golder will evaluate the groundwater concentrations to determine if off-site notification is required.
Golder will temporarily store purge water generated from the groundwater sampling in a 55-gallon steel drum and treat the investigation derived waste (IDW) on site for one hour using Golder’s aqueous IDW treatment system.
Based on the historical IDW characterization data, the treated purge water will be below the regulatory standards.
Golder will spread the treated aqueous IDW on an impervious surface in locations sufficiently distant from any storm water drains to prevent runoff into the drains. The empty 55-gallon drum will be removed from the site following treatment.
SUBTASK 3 – REPORTING
The groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, laboratory analytical data, conclusions, and recommendations. Golder will update the FDEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the FDEP data checker on the completed tables; and submit the updated tables and error reports under this subtask.
Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for the groundwater sampling event.
HEALTH AND SAFETY
The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A job safety briefing will be conducted prior to the start of work, and anytime the scope of work or site conditions change.
Mr. Benjamin Grubbs 19-122903 P13-82530
Florida Department of Environmental Protection October 31, 2019
COST AND SCHEDULE
The estimated cost to complete the monitoring is $3,271.69. Golder has tentatively scheduled the sampling event for November 2019. The following table summarizes the proposed costs and deliverable schedule.
