RE: COST PROPOSAL FOR JAY’S PROFESSIONAL DRY CLEANERS AND LAUNDRY
ANNUAL GROUNDWATER MONITORING
10025 SAN JOSE BOULEVARD
JACKSONVILLE, FLORIDA
DEP FACILITY ID NO.: ERIC_4521
PROPOSED TASK ASSIGNMENT: DC008P
Dear Mr. Grubbs:
Golder Associates Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring and reporting at the Jay’s Professional Dry Cleaners and
Laundry site located at 10025 San Jose Boulevard in Jacksonville, Duval County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING AND IDW TREATMENT
Golder will collect groundwater samples from the following ten monitoring wells: shallow zone monitoring wells MW001, MW002, MW003, MW007, and MW008; intermediate zone monitoring wells MW009, MW011, and MW012;
and deep zone monitoring wells MW004 and MW010. Figures 3 through 7 from the 2020 Annual Groundwater
Mr. Ben Grubbs Proposal No. CX21-465592
Florida Department of Environmental Protection May 3, 2021
Monitoring Report are attached, which show the potentiometric contours and chlorinated volatile organic compound (VOC) results for the shallow, intermediate, and deep zones of the surficial aquifer.
Prior to groundwater sampling, the depth to groundwater will be measured using an electronic water level indicator to determine groundwater elevations. During the sampling event, the locks and well caps will be inspected for damage or degradation and replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method No. 8260B. For quality assurance purposes one trip blank will accompany the sample container for laboratory analysis of chlorinated VOCs using Environmental Protection Agency (EPA) Method 8260B.
Upon receipt of the laboratory analytical results, Golder will evaluate the groundwater concentrations to determine if off-site notification is required.
Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – COVID-19 COSTS
Providing a second truck for use by a two person field crew during a one day field effort associated with Subtask 2 to provide protection from Covid-19.
SUBTASK 4 – REPORTING
The annual groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will update the DEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the DEP data checker on the completed tables;
and submit the updated tables and error report under this subtask. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for the groundwater sampling event.
Mr. Ben Grubbs Proposal No. CX21-465592
