This Task Assignment authorizes Golder to conduct additional soil and groundwater sampling and install and sample Modified Active Gas Sampling (MAGS) wells in accordance with the June 22, 2020, Scope of Work, Cost Estimate, and Bid Documentation.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Groundwater Screening Sampling Golder will collect groundwater samples from four depths at nine wells (DPT001 – DPT009). A utility locate will be conducted prior to sampling. Golder requested utility locate bids from GPRS, Blood Hound, and GEL. GPRS was selected as the lowest bidder. Sampling will be conducted using a GeoProbe Direct Probe Technology (DPT) rig. The DPT rig will also be used to install deep soil boring EB001. Golder requested DPT rig bids from Preferred, GWP, and Huss. Preferred was selected as the lowest bidder.
Prior to sampling, field parameters will be recorded. The groundwater samples will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Liquid investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum before being treated with Golder’s aqueous IDW treatment system and disposed of on site.
Soil IDW will be temporarily stored in a 55-gallon drum on site while waste characterization is completed. Disposal and transport of soil IDW will be addressed in Subtask 3.
Subtask 3: Soil Sampling and MAGS Well Installation Golder will core and collect soil samples at the locations identified in Figure 2 for VOC analysis.
Samples will also be collected using a 25-gram Encore sampler for possible Synthetic Precipitation Leaching Procedure (SPLP) testing.
The six soil boring locations will then be converted into MAGS wells. Soil samples collected from the wells will be analyzed for VOCs. Soil IDW will be temporarily stored in a 55-gallon
MEMORANDUM
Jet Cleaners June 24, 2020 Page Two drum on site while waste characterization is completed. Golder requested bids for the disposal and transport of the soil IDW in Subtask 2 and 3 from Erwin, EcoFlo, and Clark. Erwin was selected as the lowest bidder.
Subtask 4: MAGS Investigation Golder will conduct a MAGS investigation at the six wells installed in Subtask 3.
Photoionization meters and Draeger colorimetric detector tubes will be used to monitor VOCs in the field. One soil vapor sample from each location will be collected in a tedlar bag and analyzed for VOCs using EPA Method TO-15.
Subtask 5: Reporting Golder will submit the Soil/groundwater sampling letter report and ADaPT/GIS deliverable to
FDEP.
The original Task Assignment totaled $41,617.00 with 197 labor hours but after negotiations and corrections with contractor costs are reflected as below:
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $40,787.17 with 189 labor hours.

COST PROPOSAL FOR SOIL VAPOR AND GROUNDWATER SAMPLING
FORMER JET CLEANERS
1346 GANDY STREET, JACKSONVILLE, DUVAL COUNTY, FLORIDA
FDEP FACILITY ID NUMBER: ERIC_4540
PROPOSED TASK ASSIGNMENT: DC004O
Dear Ben:
Golder Associates Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (FDEP) with this cost proposal for conducting additional soil and groundwater sampling activities at the former Jet Cleaners site (site), located at 1346 Gandy Street, Jacksonville, Duval County, Florida.
This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. This scope of work is subdivided into three separate subtasks, as described below.
SUBTASK 1 - PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, the project will be overseen by an experienced project manager (Ralph Mongillo Jr.). The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team. Project management will include coordination of field activities; resource allocation such that the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible for the work being conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.
SUBTASK 2 – GROUNDWATER SCREENING SAMPLING
Golder will contact Sunshine 811 to initiate a utility locate for underground utilities and use a private utility locator to complete an underground utility locate where the proposed DPT borings are located on the attached figure. Golder will mobilize a drilling subcontractor using a GeoProbe Direct Probe technology rig to the site to collect groundwater
Mr. Ben Grubbs FDEPDC004 P13-82530
Florida Department of Environmental Protection June 22, 2020 screening samples. Golder proposes to mobilize a DPT rig to collect groundwater grab samples at four vertical depth intervals from the nine proposed sampling locations (DPT001 through DPT009) for further lateral and vertical delineation in the vicinity of MW011 (screened from 13 to 18 feet bgs) and MW0017 (screened from 25 to 34 feet bgs). The proposed sampling locations are shown on the attached Figure 1. Depth to groundwater is approximately 5 to 6 feet bgs at the site. For costing purposes, Golder assumes groundwater samples will be collected in the shallow zone of the surficial aquifer at the following vertical depths: 6-10 feet bgs and 10-14 feet bgs - the upper silty sand zone; 24-28 feet bgs – the intermediate sand zone; and 38-42 feet bgs – the deep silty sand zone. Golder also proposes to complete a deep boring (EB001) to 50 feet bgs or as far as the Geoprobe rig can drill. Each boring location will be abandoned after sampling is completed. Golder estimates up to four days to complete the DPT groundwater sampling. Sample locations DPT002 through DPT005 will be on an offsite property (one owner) the other locations will be on Jet Cleaners property.
Prior to collecting the screening groundwater sample, an appropriate amount of groundwater will be removed to clear fines and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be documented. The field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The screening groundwater samples will be collected using low flow sampling methods, taking care to minimize agitation so that headspace or air bubbles are not allowed in the sample containers. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program (NELAP)-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.
In a June 16, 2020 email correspondence, Breck and Mubeen suggested that installing a shallow zone permanent monitoring well inside the building and/or installing a well cluster (screened in the shallow zone 8-13 feet bgs and intermediate zone 23-28 feet bgs) near the back door (proposed DPT008 location) would be great if feasible (Figure 3). There was not enough time to acquire three subcontractor bids to complete the work for installing a well inside the building during this mobilization; therefore, that work will need to be completed after the data from this investigation is reviewed.
For cost estimating purposes, Golder estimates four days of DPT drilling oversight to complete the scope of work.
Golder will temporarily store purge water generated from the groundwater sampling event in 55-gallon steel drums and treat the IDW on site using Golder’s IDW treatment system. The treated water will be assumed to be below the regulatory standards, once treated. Golder will spread the IDW water on an impervious surface and remove the 55 gallon drums.
Soil cuttings from the utility clearance for the groundwater sampling point borings will be placed in 55-gallon drums, appropriately labeled as IDW, and secured onsite to await waste characterization, profiling, and disposal acceptance. The drill cuttings will be disposed of in accordance with state and federal regulations.
SUBTASK 3 – SOIL SAMPLING AND MAGS WELL INSTALLATION
Golder will core through the asphalt parking areas and concrete slab inside the building at the selected/accessible locations and use a stainless-steel hand auger to collect soil samples to the top of the water table (approximately 5 to 6 feet bgs). A total of thirty soil samples will be collected in the vadose zone at 1-foot intervals to a depth of 5 feet bgs at each of the six soil boring locations and submitted to a fixed-based laboratory for chlorinated VOCs using EPA Method 8260B. In addition, thirty soil samples will be collected using an Encore 25-gram sampler at each 1-foot depth intervals for possible Synthetic Precipitation Leaching Procedure (SPLP) testing, if necessary, based on the evaluation of total chlorinated VOC results. The cost for the SPLP extraction and chlorinated VOC analysis is not included in this proposal and a Work Change Directive (WCD) will be completed if this testing is necessary after consulting with the FDEP.
The six soil boring locations will then be converted into modified active gas sampling (MAGS) wells (MAG001 through MAG006) and for potential inclusion into a full-scale soil vapor extraction (SVE) design, if necessary (Figure 2). The MAGS well locations and their associated soil boring locations are shown on the attached figure. The seven MAGS wells will be screened from 1 foot bgs to a depth approximate 1 foot above the water table. The MAGS wells will be constructed of 2-inch diameter Schedule 40 PVC, 0.010-inch machine slotted screens. After the PVC well pipe has been installed, a filter pack consisting of 20/30 grade silica sand will be placed within the annular space and brought up to a level above the top of the slotted section of screen, followed by the placement of a layer of bentonite grout to the surface to create a seal. The wells will be flush mounted with the surrounding surfaces and protected using a locking cap and steel cover to avoid cross contamination and damage.
Soil samples will be collected from the wells in accordance with FDEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). The soil will be collected and placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program (NELAP)-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B.
Golder estimates two days for a two-person field crew to complete soil sampling and MAGS well installation. Soil cuttings from the hand auger borings will be placed in 55-gallon drums, appropriately labeled as IDW, and secured onsite to await waste characterization, profiling, and disposal acceptance. The drill cuttings will be disposed of in accordance with state and federal regulations.
SUBTASK 4 – MAGS INVESTIGATION
Once the MAGS wells have been installed, Golder will commence with the MAGS investigation to evaluate the nature and extent of chlorinated VOC impacts in the vadose zone soils. The MAGS investigation results will be used to Identify any source areas located near the MW011 and MW017 area.
A MAGS assessment involves fitting a regenerative blower to a temporary soil vapor extraction well and, as soil vapor is extracted, it is analyzed on-site using an OVA-PID and/or Draeger colorimetric detector tubes. This methodology allows soil vapor gas to be extracted at a relatively high rate to evaluate soil impacts within the radius of influence (ROI) of the well screen where vacuum is being applied. Soil gas vapor is extracted using a portable regenerative blower (AMETEK ROTRON model EN505AX58ML, 2.0 hp, single phase). The blower is capable of a flow rate of 80 scfm at a vacuum of 50 inches of water (inches H20) under ideal conditions. Power is supplied to the blower via a portable generator. The connection between the wellhead and blower is made using 2-inch diameter vacuum rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports are installed in-line.
The MAGS wells are positioned to cover previously reported areas of impact (near former drycleaning machine location and outside the rear door) and identify additional potential sources within the expected radius of influence of the MAGS wells. Based on the previous SVE system operated at this facility, a ROI in excess of 20 feet was obtained from the VES wells; therefore, a preliminary 20-foot ROI has been assumed for MAGS well spacing. While extracting air from a given extraction point, vacuum measurements will be recorded at other nearby vapor extraction wells (MAGS wells) for evaluating the ROI for given vacuum conditions.
Each of the proposed MAGS wells (MAG001 through MAG006) will be tested using the historical data collected from operating the previous VES system in the vadose zone at this site to obtain the effective field ROI, soil permeability, hydraulic conductivity, pore volume, purge time, and sampling frequency. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID will be used to monitor off-gas (i.e., PCE) from the MAGS sampling point. Field analysis of soil vapor for PCE will be conducted using Draeger colorimetric detector tubes. The field OVA-PID and detector tubes will be used to monitor extracted vapor at the primary wellheads for VOC concentrations, and the measurements will be graphed as concentrations versus time. The actual ROI will then be estimated mathematically for those times at which VOC concentrations were the greatest. This information will be used to identify the general locations of impacted soils using the data from each extraction point.
Near the end of the MAGS extraction at each location, one soil vapor sample will be collected in a tedlar bag for subsequent laboratory analysis to provide confirmation of the field OVA-PID results and to provide a general assessment of the types and concentrations of remaining chlorinated solvents in soil. This work plan includes a total of six soil vapor samples that will be submitted for fixed-base laboratory analyses using EPA Method TO-15.
A standard turn-around time will be used for analyzing these samples. Golder estimates that the MAGS assessment will take one day to complete.
SUBTASK 5 – REPORTING
A letter report for the documenting the soil, soil vapor, and groundwater screening and analytical data will be prepared including a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will also update the FDEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the FDEP data checker on the completed tables; and submit the updated tables and error reports under this subtask. Additionally, Golder will forward the Automated Data Processing Tool (ADaPT) data deliverables for the groundwater sampling event provided by the laboratory.
HEALTH AND SAFETY
Golder will update the existing site-specific Health and Safety Plan for the field work, as needed. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A job safety briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed work is $40,787.17. Following authorization to proceed, Golder will schedule the field work for middle to late August 2020 depending on drilling subcontractor availability. The groundwater screening and exploratory boring work is estimated to take one field geologist/engineer three days to complete, the soil sampling/MAGS well installations is estimated to take a two person field team two days to complete and the MAGS field investigation is estimated to take a two-person field team one long day to complete the work. The LOE/CEF sheets and subcontractor estimates are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule:
