PROPOSAL FOR ADDITIONAL GROUNDWATER SAMPLING
FORMER COIN LAUNDRY EQUIPMENT OF JACKSONVILLE
1692 HAMMOND BOULEVARD
JACKSONVILLE, DUVAL COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4627
PROPOSE TASK ASSIGNMENT: DC003K
Dear Mr. Grubbs:
Golder Associates Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (FDEP) with this cost proposal for groundwater monitoring at the former Coin Laundry Equipment of Jacksonville (Coin
Laundry) site, located in Jacksonville, Duval County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. This scope of work is subdivided into three separate subtasks, as described below.
SUBTASK 1: PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, the project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team. Project management will include coordination of field activities; resource allocation such that the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible for the work being conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.
SUBTASK 2: GROUNDWATER SAMPLING AND IDW TREATMENT
Golder will collect groundwater samples from five monitoring wells (MW006I, MW007I, MW014I, MW015I, and
MW016I). Representatives from Golder and the FDEP participated in a conference telephone call on July 25, 2019 discussing the results from the 2019 Annual Groundwater Monitoring Report dated April 15, 2019. Golder and the
FDEP decided that groundwater from several existing perimeter monitoring wells needed to be sampled for analysis of chlorinated volatile organic compounds (VOCs), so that the need for a new temporary point of compliance (TPOC) monitoring well could be evaluated prior to the 2020 annual groundwater monitoring event. Figures 2 and 3 from
Mr. Ben Grubbs FDEPDC003 P13-82530
Florida Department of Environmental Protection September 27, 2019 the 2019 annual monitoring report are attached showing the potentiometric contours for the intermediate zone of the surficial aquifer and the VOC results for the intermediate zone.
Prior to groundwater sampling, depth-to-water measurements will be collected at the five previously mentioned monitoring wells and existing monitoring wells MW001I, MW002I, MW008I, MW009I, MW012I, and MW013I using an electronic water level indicator to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with FDEP Standard Operating Procedures
(SOPs) for Field Activities (DEP-SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated
VOCs using EPA Method 8260B. For quality assurance purposes, one trip blank will accompany each sample cooler for laboratory analysis of chlorinated VOCs using EPA Method 8260B. Upon receipt of the laboratory analytical results, Golder will evaluate the constituent concentrations to determine if additional off-site notification is required.
Golder will temporarily store purge water and development water generated from the monitoring well installation and groundwater sampling event in 55-gallon steel drums and treat the IDW on site using Golder’s IDW treatment system. Based on the historical IDW characterization data, the treated aqueous IDW will be assumed to be below the regulatory standards. Golder will spread the treated aqueous IDW on an impervious surface in locations sufficiently distant from any storm water drains to prevent runoff into the drains. The remaining 55-gallon drum will be removed from the site following treatment.
SUBTASK 3: REPORTING
The additional groundwater sampling letter report will include a description of the sampling procedures, evaluation of the analytical results, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations regarding the TPOC well identification. Golder will also update the FDEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the FDEP data checker on the completed tables; and submit the updated tables and error reports under this subtask. Additionally, Golder will forward the Automated Data Processing Tool (ADaPT) data deliverables for the groundwater sampling event provided by the laboratory.
HEALTH AND SAFETY
Golder will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high
Mr. Ben Grubbs FDEPDC003 P13-82530
Florida Department of Environmental Protection September 27, 2019 visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed work is $4,862.74. Golder will tentatively schedule the sampling event to be conducted in early October 2019. The groundwater sampling event is estimated to require one day on site with two field personnel. The LOE/CEF cost sheets are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule:
