Reference: Florida Department of Environmental Protection (DEP) Waste Cleanup Programs Consolidated Contract HW560

Subject: Revised Cost Proposal – Site Inspection at Former Stauffer Agricultural Chemicals, Vero Beach, Indian River County, Florida

Dear Ms. Shirah:

Tetra Tech Inc., (Tetra Tech) is pleased to submit to the Florida Department of Environmental Protection (FDEP) this cost proposal to conduct the Site Inspection at the Former Stauffer Agricultural Chemicals Site located at 1755 Commerce Avenue in Vero Beach, Indian River County, Florida. Services provided in this proposal will be completed as four subtasks including: Subtask 1, Project Management; Subtask 2, Work Plan and Health and Safety Plan (HASP); Subtask 3, Fieldwork including Soil Sampling, Monitoring Well Installation, and Groundwater Sampling; and Subtask 4, Report. These subtasks will include the following activities:

Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget; and procurement of subcontractors. The level of effort is based on the HW560 Contract requirements and assumes 12 hours for Task 1.

Subtask 2 - Work Plan & HASP: This task includes completion of a Work Plan and Health and Safety Plan for the sampling event and to coordinate utility location. The level of effort assumes 1 hour for a Senior Scientist, 24 hours for a Staff Scientist, 8 hours for an Engineer (office health and safety officer), 2 hours for figure preparation and 4 hours for document editing and publication.

Subtask 3 – Soil Sampling, Well Installation, and Groundwater Sampling: This subtask includes soil sampling, monitoring well installation, groundwater sampling, and other field activities conducted by the Senior Scientist and the Staff Scientist. The field activities and level of effort summary are described below and the level of effort, subcontractor, equipment, travel, and supplies needed for this subtask are described in the cost estimate worksheets. Proposed sampling locations are shown in Figure 1.

Soil sampling. Tetra Tech will have public utilities located on the property prior to site work.

After utilities have been cleared, soil samples will be collected from four locations; a background location plus three locations where former site activities may have resulted in discharge of pollutants. Very little information exists regarding the former site activities and potential areas of contaminant discharge. Tetra Tech has not visited this site and proposed soil sampling locations are tentative. The background soil sample is proposed to be collected from a location in the southeast corner of the property, away from the existing building and likely area of facility operations. Two of the proposed source area soil sampling locations would target the rear (west side) of the building near the back door adjacent to the railroad right of way and the south side where former site activities may have occurred. An optional third source area sample is included, with its location to be determined once site conditions can be observed during the site walkover. At the four proposed locations, two soil samples (surface [0 - 0.5 foot depth and subsurface [3 – 4 foot depth, or 1 foot above water table]) will be collected for laboratory analysis of the 8 RCRA Metals (Arsenic, Barium, Cadmium, Chromium, Lead, Selenium, and Silver per Method 6010 and Mercury per Method 7471/7472), Volatile Organic Compounds (VOCs; Method 8260B), Semivolatile Organic Compounds (SVOCs; Method 8270), Total Recoverable Petroleum Hydrocarbons (TRPH; per Florida PRO),) and Organochlorine Pesticides (Method 8081). The proposed sample depths correspond to FDEP Chapter 62-780, Florida Administrative Code, soil sampling protocol. Soil sample aliquots for all analytical categories except volatile organics will be collected using pre-cleaned stainless-steel hand augers and homogenized in Pyrex bowls (or approved alternative) prior to transfer to sample containers. Each aliquot for volatile organic compound analysis will be collected directly from the hand auger bucket using a syringe-type core sampler and transferred to sample vials according to U.S. Environmental Protection Agency (USEPA) 5035 methodology. Excess soil removed during soil sampling will be returned to the boreholes after sampling.

Monitoring well installation and abandonment. Based on groundwater flow data from the adjacent petroleum site, local groundwater flow is to the north. An existing onsite monitoring well at the southwestern edge of the site, designated MW-11, was installed for an investigation of the adjacent Como Oil and Propane site. If suitable, this well would be sampled to monitor background water quality. In addition, two temporary monitoring wells will be installed at the site to evaluate site-affected groundwater quality to the north and northeast of the existing building. Prior to the well installation work, Tetra Tech will have public utilities located on the property. The wells will be small diameter (micro) PVC wells installed by a direct-push drilling contractor, each well will be completed to an estimated depth of approximately 12 to 15 feet below land surface. Actual well depths and screen placement will be determined based on lithology and depth to groundwater encountered in a continuous core hole advanced at the first well site. Screens will be placed so that the upper 1/3 of the screen is above the water table. Each well will be constructed of 1-inch-diameter PVC casing with a 10-foot-long pre-packed well screen, with a fine sand seal above the well screen. Clean bagged sand will be used to fill the annular space above the seal. As soon as the wells are installed, they will be developed by pumping and then purged for sampling. After Tetra Tech completes sampling and a top-of-casing/water level survey, the wells will be abandoned in place by grouting using the tremie method, with the well casings cut off below land surface, and the surface restored to the pre-existing condition.

By using this method for well installation, there will be no drill cuttings to collect as investigation-derived waste (IDW). Development and purge water will be allowed to infiltrate into the soil at the well sites. Based on time estimates from the drilling contractors, it is estimated that the soil boring, monitoring well installation, and well development work will be completed in one day. Abandonment of the wells may occur the following morning or later in the day, depending on sampling progress. Tetra Tech will request a change order to reduce drilling cost if actual invoiced amount is less than the amount included in this cost proposal due to fewer well materials or less time by the contractor on site.

Groundwater sampling. The two temporary wells and pre-existing onsite monitoring well will be sampled during the site inspection. The two temporary wells will be sampled shortly after they have been developed, with no specific waiting period between development and sampling. Each well will be purged with a peristaltic pump and Teflon tubing using low-flow sampling procedures and samples will be collected for laboratory analysis of the 8 RCRA metals (Arsenic, Barium, Cadmium, Chromium, Lead, Selenium, and Silver per Method 6010 and Mercury per Method 7471/7472), VOCs (Method 8260B), SVOCs (Method 8270), TRPH (per Florida Pro), and Organochlorine Pesticides (Method 8081).

In addition, Quality Assurance/Quality Control samples will be collected for analysis. These include field duplicates for both soil and groundwater (1 each), equipment rinsate samples for both soil and groundwater sampling equipment (1 each), and one trip blank for volatile organics. Temperature blanks will be carried in all coolers.

A Trimble GeoXH hand-held global positioning system (GPS) will be used by Tetra Tech staff to survey latitude and longitude coordinates of the sampling stations. In addition, all monitoring well tops of casings will be surveyed by Tetra Tech staff to a common onsite datum and depth-to-groundwater measurements will be taken during the study to help determine groundwater flow direction.

The field personnel will mobilize from the Tetra Tech Tallahassee office, arriving on site to initiate field activities the day before drilling begins. Total hours for the Senior Scientist and the Scientist, including equipment staging, field work and mobilization is 36 and 38 hours, respectively. The field operations staff in Tetra Tech’s Tallahassee office assigned to this project have extensive experience with the FDEP CERCLA Site Screening program and working specifically with the FDEP Team. They have an in depth understand of the program’s needs and standard operating procedures for site inspections. All staff are thoroughly trained and experienced in the USEPA CERCLA program’s standard field procedures.

The field work is anticipated to be completed in a three-day period, which includes mobilization and a site walkover to establish the sampling stations on day 1; monitoring well installation, development, and sampling on day 2; and soil sampling, sample shipment, and demobilization on day 3.

Subtask 4 - Report:

The level of effort assumes 4 hours for a Senior Scientist, 46 hours for a Staff Scientist, 6 hours for figure preparation and 4 hours for document editing and publication. Report tasks include preparation of draft and final reports documenting the field activities, site conditions, and results of the sampling effort. The report will adhere to the recently developed template for streamlined CERCLA Site Inspection Reports. It will include as appendix the detailed documentation and results of the SI. The document will include a site location map, sampling location map, a map showing direction of groundwater flow, and maps showing contaminant concentrations in soil and groundwater. The appendix will also contain tables of summary information for the groundwater and soil samples collected, monitoring well construction, depths to and relative elevations of groundwater, summary data from the laboratory analyses, and comparisons of analytical results to background concentrations; FDEP groundwater and soil cleanup target levels; and USEPA regional screening levels and maximum contaminant levels. Appendices will also be provided that include the laboratory analytical data sheets, copies of field notes, groundwater sampling forms, field equipment calibration sheets, chain of custody forms, and photographs of the sampling sites.

Tetra Tech’s cost proposal is based on the following assumptions:

Site access to enter the property and complete the indicated fieldwork will be obtained by

FDEP.

The samples will be analyzed by TestAmerica using rates included in Contract HW560.

Tetra Tech will coordinate the laboratory’s reservation and analysis.

Electronic copies of all reports and field information (field notes, soil sample logs, groundwater sample logs, etc.) and laboratory results will be submitted to FDEP. Paper copies of reports and project deliverables will not be submitted.

The field activities will be scheduled once the project work plan is approved by FDEP and

USEPA.

The selected subcontractor provides the well installation services.

IDW will not be containerized.

Tetra Tech is prepared to begin work on this project following receipt of a signed FDEP task order.

A signed task order will reflect the approval of this proposal and authorize use of associated funding required to commence project activities. The total fixed price cost to complete the activities described above is $31,270.07.

Please find a cost summary attached that provides details concerning this cost proposal. Tetra Tech anticipates completion of this project on a fixed price basis and will invoice costs incurred at 100% completion based on approval of deliverables and in accordance with deliverable due dates.

Period of Performance Tetra Tech will begin work on the work plan and HASP upon receipt of the signed task assignment.

The draft work plan will be submitted to FDEP within 14 days of task assignment and the subsequent field activities and subcontracted services will be scheduled as soon as the work plan is approved. Draft and final deliverables will be provided promptly after laboratory results are reported from the sampling event.

If you have any questions, please call myself or Richard Hicks (850) 385-9899.

Sincerely yours, Gerald Walker, P.G.
