Subject: Revised Proposed Cost Estimate – 2021 Annual Groundwater Monitoring, Former 3D Oil Distribution Site, South Daytona, Volusia County, Florida
Dear Ms. Johnson:
Tetra Tech is pleased to submit to the Florida Department of Environmental Protection (FDEP) this revised proposed Scope of Work and cost estimate to conduct the 2021 annual monitoring event, sampling key monitoring wells, at the former 3D Oil Distribution site in South Daytona, Volusia County, Florida. Services provided in this proposal will be completed as four subtasks including:
Subtask 1, Project Management; Subtask 2, Work Plan and Health and Safety Plan (HASP);
Subtask 3, Annual Monitoring Event; and Subtask 4, Report for Monitoring Event. These subtasks will include the following activities:
Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget; and procurement of subcontractors. The level of effort is based on the HW560 Contract requirements and assumes 4 hours for Task 1.
Subtask 2 – Work Plan and HASP: The Work Plan will provide a summary of the scope of work and tables and figures showing the proposed groundwater sampling locations and proposed analysis. The level of effort assumes 1 hour for a Scientist V review; 6 hours for a Scientist I to complete document preparation; 1 hour for an Engineer I (the office Safety/Quality Assurance Manager) to review and update the HASP that was submitted for the previous sampling event at the site; and 1 hour for figure preparation.
Subtask 3 – Annual Monitoring Event: This subtask includes collecting groundwater samples from nine (9) existing monitoring wells at the site to provide an update on the groundwater contaminant plume configuration, and measurement of groundwater levels in all accessible monitoring wells (up to 17 wells). Field activities will be conducted by a Staff Scientist and a Staff Engineer. The field activities and level of effort summary are described below as are the subcontracted services. The level of effort, subcontractor, equipment, travel, and supplies needed for this subtask are detailed in the cost estimate worksheets. Monitoring well locations are shown in Figure 1.
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com
Groundwater sampling. Tetra Tech will collect groundwater samples from nine monitoring wells that had exceedances of FDEP’s Groundwater Cleanup Target Level (GCTL) concentrations of VOCs and/or PAHs or are downgradient of the plume. The sampled monitoring wells will include one vertical extent monitoring well (DMW-2) within the plume.
Monitoring wells proposed for sampling include MW-1, MW-2, MW-8, MW-9, MW-10R, MW-11, MW-12, MW-15, and DMW-2. Samples will be collected with a peristaltic pump and tubing using low-flow sampling techniques to reduce sample turbidity, with the goal of attaining 20 NTU and stable field parameter readings in accordance with FDEP SOP for low flow sampling. Following sample collection, the samples will be properly packaged and shipped to TestAmerica Laboratories for analysis.
Depth to groundwater measurement. A synoptic set of groundwater levels will be collected from all accessible monitoring wells to document depth to groundwater and groundwater flow direction during the sampling event.
Sample Analysis. TestAmerica Laboratories will provide sample kits and analysis of the samples. Laboratory analyses will include aromatic Volatile Organic Compounds (VOC) per Method 8260, Polynuclear Aromatic Hydrocarbons (PAH) per Method 8270 and Total Recoverable Petroleum Hydrocarbons (TRPH) per the Florida PRO method. Quality assurance samples included in the proposal include one field duplicate, one equipment rinsate blank, and one trip blank (for VOCs only).
Field deliverable. A field subtask deliverable will be prepared and submitted to FDEP. It will include field notes, groundwater sampling field sheets, calibration logs, and copies of chain of custody and shipping forms. It will also include pertinent photographs of the site.
The field personnel will mobilize from the Tetra Tech Tallahassee office, and the work will be completed in a single day. Two field staff (Scientist I and Engineer I) will conduct the work. Hours proposed for the Scientist I and the Engineer I, including equipment staging, field work and mobilization are 19 hours apiece. Two additional hours by the Scientist I and one hour for a Scientist V are proposed for the field deliverable. One hour is proposed for a Scientist V for access coordination and review of the field task deliverable. The field operations staff in Tetra Tech’s Tallahassee office assigned to this project have extensive experience with the FDEP Brownfields program, working specifically with the FDEP Team.
Proposed staff members for this project are thoroughly trained and experienced in the EPA Brownfields program’s standard field procedures and groundwater sampling.
Subtask 4 – Report for Annual Monitoring Event: This subtask includes preparation, review and submission of a letter report that summarizes the findings of the monitoring event conducted under Subtask 3. It will include a summary of the activities conducted and findings, tables documenting the depths to groundwater and groundwater elevations; field parameter measurements; and laboratory results; figures showing groundwater flow direction and chemical concentrations in wells, and chemical historical concentration plots for key analytes in groundwater samples. Appendices will include laboratory analytical data sheets, quality assurance documentation, and field documentation. Proposed labor includes 1 hour for a Scientist V for document review; 14 hours for a Scientist I for document production, table preparation, draft figures and trend plots; and 2 hours for graphics.
Tetra Tech’s cost proposal is based on the following assumptions:
Site access to enter the property for sampling and surveying will be obtained by FDEP.
The field activities will be scheduled once the cost proposal is approved by FDEP, a task assignment is received, and the work plan is approved.
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com
Investigation derived waste (IDW) will not be drummed but will be properly disposed of onsite.
Tetra Tech is prepared to begin work on this project following receipt of a signed FDEP task assignment. A signed task assignment will reflect the approval of this proposal and authorize use of associated funding required to commence project activities. The total fixed price cost to complete the activities described above is $10,741.47. Labor rates are based on Tetra Tech’s February 2021 rate sheet approved by FDEP. Please find a cost summary attached that provides details concerning this cost proposal. Tetra Tech anticipates completion of this project on a fixed price basis and will invoice costs incurred at 100% completion based on approval of deliverables and in accordance with deliverable due dates.
Period of Performance Tetra Tech will begin development of the Work Plan and set up the subcontract with TestAmerica upon receipt of the signed task assignment. The Work Plan and updated HASP will be submitted to FDEP within 14 days of task assignment and the site work will be scheduled. The letter report for the annual monitoring event will be prepared as soon as laboratory results from the monitoring are provided.
If you have any questions, please call myself or Richard Hicks (850) 385-9899.
Sincerely yours, Gerald Walker, P.G.
