Subject: Cost Proposal – Limited Site Inspection at Former Wakulla Cleaners Site, Crawfordville, Wakulla County, Florida
Dear Ms. Shirah:
Tetra Tech is pleased to submit to the Florida Department of Environmental Protection (FDEP) this cost proposal that has been revised to include only a Limited Site Inspection at the former Wakulla Cleaners Site located at 2671 Crawfordville Highway in Crawfordville, Wakulla County, Florida.
Services provided in this proposal will be completed as four subtasks including: Subtask 1, Project Management; Subtask 2, Work Plan and Health and Safety Plan (HASP); Subtask 3, Fieldwork including passive soil gas sampling and analysis; and Subtask 4, Letter Report. These subtasks will include the following activities:
Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget; and procurement of subcontractors. The level of effort is based on the HW560 Contract requirements and assumes 4 hours for Task 1.
Subtask 2 - Work Plan & HASP: This task includes completion of a brief Work Plan and a HASP for the sampling event and to coordinate utility location. The level of effort assumes 1 hour for a Senior Scientist, 12 hours for a Staff Engineer, 2 hours for figure preparation and 1 hours for document editing and publication.
Subtask 3 – Passive Soil Gas Sampling and Analysis: This subtask includes passive soil gas sampling, sample analysis, and associated field activities conducted by the Senior Scientist and the Staff Engineer. The field activities and level of effort summary are described below and the level of effort, subcontractor, equipment, and supplies needed for this subtask are described in the cost estimate worksheets. Proposed passive soil gas sampling locations are shown in Figure 1.
Passive soil gas sampling and analysis. Tetra Tech will have public utilities located on the property prior to site work. After utilities have been cleared, passive soil gas samplers will be deployed at 10 locations on the subject property at locations where past drycleaning activities may have resulted in releases to the soil and at a single background location (Figure 1). The samplers will be deployed and recovered in accordance with the methodology described in the attached cost proposal from Beacon Environmental Services. Field activities will be conducted during two mobilizations to the site. The site
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com walkover will be conducted at which time sampler locations will be selected. Then passive soil gas will be deployed at shallow depths during the initial mobilization to the site. A photoionization detector (PID) sensitive to the volatile organic compounds found at drycleaning sites will be used for health and safety screening and gross measurement of soil gas within the boreholes. After sampler deployment, the locations of the samplers will be surveyed using a Trimble GPS station capable of sub-meter accuracy and the boreholes will be sealed. Two weeks after sampler deployment, Tetra Tech will return to the site to collect the samplers, properly abandon the boreholes and repair pavement that was penetrated during sampler installation.
Passive soil gas analysis. After the samplers are recovered, they will be shipped to Beacon Environmental Services for analysis. Beacon Environmental Services will provide sample kits and some of the equipment used for sampler deployment. They will also perform analysis of the samplers for volatile organics per USEPA Method 8260C. A description of the services provided by Beacon Environmental Services is provided in the attached cost proposal from them. Costs for these services are included in Subtask 3. They include provision of a sample collection kit, analysis of 12 samples (which include 10 field samples one duplicate sample and one trip blank sample), and provision of a survey report with color isopleth maps and data tables. Recommended optional additions to the Beacon Environmental Services scope include reporting for the results in units of concentration (ug/m3) and rental of hammer drill bits for sampler deployment. Total cost for the Beacon Environmental Services package of services, including the two optional services (conversion of the results to units of concentration and rental of hammer drill bits) and a standard 7-day turnaround for the results, is $2,840.00.
The field personnel will mobilize from the Tetra Tech Tallahassee office. Total hours for the Senior Scientist and the Staff Engineer, including equipment staging, field work, mobilization, and field deliverable are 9 and 16 hours, respectively. The field operations staff in Tetra Tech’s Tallahassee office assigned to this project have extensive experience with the FDEP CERCLA Site Screening program and working specifically with the FDEP Team. They have an in depth understand of the program’s needs and standard operating procedures for site inspections. All staff are thoroughly trained and experienced in the USEPA CERCLA program’s standard field procedures and passive soil gas sampling technique.
The field work is anticipated to be completed in an initial one-day period and a return to the site two weeks later for another one-day period. It is anticipated that the work will include: mobilization to the site, a site walkover to establish the sampling stations and passive soil gas sampler installation on day 1 (2 people); and a return to the site (1 person) to collect the passive soil gas samplers and repair the holes two weeks later. A documentation package for the field event will be provided to FDEP within two weeks of its completion.
Subtask 4 - Report:
The level of effort assumes 1 hours for a Scientist, 15 hours for an Engineer, 5 hours for a GIS specialist to prepare figures and obtain data on potable wells in the site area, and 1 hour for document editing and publication of a letter report. Report tasks include preparation of a letter report that includes documentation of the field activities and site conditions; summarizes results of the sampling event; evaluates nearby drinking water well targets; and provides recommendations for further CERCLA or FDEP action. The report will include a site location map, sampling location map, a map showing contaminant distribution based on the passive soil gas survey results, and a map showing surrounding potable wells. Tables will include a table of GIS coordinates of the
Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com sampling stations, a table of soil gas results with comparison to USEPA Vapor Intrusion Screening Levels, and a table of potential groundwater targets in the site vicinity. Appendices to the report will include the Beacon Environmental Services report containing laboratory analytical results, quality assurance documentation, chain of custody forms, and photographs of the sampling sites.
Tetra Tech’s cost proposal is based on the following assumptions:
" Site access to install and retrieve passive soil gas samplers will be obtained by FDEP.
" The subcontracted services provided by Beacon Environmental Services, which will include the basic service, a 7-day turnaround on results, and two of the optional services provided in their cost proposal (reporting of data in units of concentration and rental of hammer drill bits necessary for deploying samplers per the prescribed methodology). Tetra Tech will coordinate the subcontract with Beacon Environmental.
" The field activities will be scheduled once the project workplan is approved by FDEP and
EPA.
" Investigation derived waste (IDW) will be minimal and will not be containerized.
Tetra Tech is prepared to begin work on this project following receipt of a signed FDEP task order.
A signed task order will reflect the approval of this proposal and authorize use of associated funding required to commence project activities. The total fixed price cost to complete the activities described above is $10,781.34.
Please find a cost summary attached that provides details concerning this cost proposal. Tetra Tech anticipates completion of this project on a fixed price basis and will invoice costs incurred at 100% completion based on approval of deliverables and in accordance with deliverable due dates.
Period of Performance Tetra Tech will begin work on the work plan and HASP upon receipt of the signed task assignment.
The draft work plan will be submitted to FDEP within 14 days of task assignment and the subsequent field activities and subcontracted services will be scheduled as soon as the work plan is approved. The letter report will be provided promptly after laboratory results are reported for the sampling event.
If you have any questions, please call myself or Richard Hicks (850) 385-9899.
Sincerely yours, Gerald Walker, P.G.
