Cost Proposal – "+))&$'$(*#& "%*$ Assessment at Former King Maritime Group (AKA: Port of Fort Pierce), Fort Pierce, St. Lucie County, Florida

Dear Ms. Johnson:

Tetra Tech is pleased to submit to the Florida Department of Environmental Protection (FDEP) this revised cost proposal to conduct #-**'%(%),$' #&,% Assessment activities at the Former King Maritime Group Site at 101 Port Avenue A, Fort Pierce, Florida (See Figure 1). This site is owned by St. Lucie County.

Tetra Tech conducted soil and groundwater assessment work at the site in May 2020, which was documented in our report to FDEP of September 10, 2020. Based on the report findings, FDEP identified the need for additional work to complete delineation of Total Recoverable Petroleum Hydrocarbons (TRPH) in the soil at several areas on the site, the need for a background study for Arsenic in soil and groundwater, and confirmatory groundwater quality sampling. The proposed work to address these needs includes additional soil assessment to delineate TRPH at Areas B, C, and I; confirmatory sampling of groundwater from existing monitoring wells; an additional well for TRPH and Arsenic sampling at Area I; and off site sampling to help establish background concentrations for Arsenic in soil and groundwater. The proposed work described herein also includes additional sampling for Arsenic in soil at potential source areas along former railroad spur lines on the property.

The detailed activities associated with collection of the additional data are shown in Table 1. These subtasks will include the following activities:

Subtask 1 - Project Management: Project Management includes managing the project scope, schedule, and budget. The level of effort is based on the HW560 Contract requirements and assumes 13 hours for Task 1.

Subtask 2 - Work Plan & Health and Safety Plan (HASP): This task includes pre-intrusive field activities including: a teleconference and site reconnaissance to coordinate with the site contact and local government representatives and identify specific sampling locations to be included in the

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com work plan, including locations for the background study; preparation of the work plan; and update of the site HASP for the monitoring well installation and sampling activities. Additional description of the activities includes:

Site reconnaissance. This activity will be conducted under the supervision of a Senior Scientist (Scientist V) based in the Tetra Tech Tallahassee, FL office who is experienced in site assessment under the FDEP CERCLA/Brownfields program and will have direct contact with FDEP throughout the project. A Senior Scientist (Scientist IV) based in the Tetra Tech Cocoa, FL office will be field operations lead for the project. Prior to other field activities, the Scientist IV will conduct a site walkover with onsite representatives and locate proposed boring and well locations on the site and on public rights of way and obtain information on right of way and public property access.

Work plan and Health and Safety Plan. After the site reconnaissance is conducted, the project work plan and updated HASP will be produced by Tallahassee-based staff. The work plan will include tables and figures identifying the sampling locations and providing details on laboratory analyses and quality assurance samples. The HASP originally developed for the project will be updated to reflect scope and personnel changes.

The level of effort assumes 1 hour for a Project Manager to review the work plan, 7 hours for a Senior Scientist (Scientist V) for coordination, communication and work plan production; 12 hours for a Senior Scientist (Scientist IV) for the reconnaissance; 12 hours for a Staff Scientist for work plan preparation; 1 hour for a Staff Engineer (office health and safety officer) to update the HASP;

and 2 hours for figure preparation.

Subtask 3 – Soil Sampling, Well Installation, and Groundwater Sampling: This subtask includes subsurface utility location, monitoring well installation, groundwater sampling, soil sampling and other field activities. The field activities and level of effort summary are described below and the level of effort, subcontractor, equipment, travel, and supplies needed for this subtask are described in the cost estimate worksheets. Sampling objectives and proposed activities are described in Table 1. The site map with areas of interest is provided as Figure 1. Specific sampling locations will be provided in the work plan.

Utility location and right of way access. Prior to intrusive field activities, underground utilities on the property will be marked and all proposed monitoring well and soil boring locations will be cleared for underground utilities. In addition to the standard 811 one call location of public utilities, a private utility location service will be employed to clear proposed well and boring locations. This service will be provided by GeoTech, a subcontractor that has provided these services in the past for Tetra Tech and FDEP. A Tetra Tech representative will be on site to coordinate the work provided by the subcontractor. Background soil borings and monitoring well locations will most likely be on public property and rights of way, which will require obtaining formal permission and right of way access permits. The right of way access permitting process will begin once proposed locations are approved by FDEP. No costs for right of way permits are included in this proposal. Right of way permit costs, if applicable, will be included in a change order request.

Monitoring well installation and shallow soil coring. Permanent monitoring wells will be installed at four locations by a Florida-licensed drilling subcontractor, Preferred Drilling.

The wells will include one well at Area I onsite and three wells at offsite locations for the background study. The monitoring wells will be small diameter (micro) PVC wells installed by a direct-push rig. Each well will be completed to an estimated depth of 13 feet below

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com land surface. Actual well depths and screen placement will be determined based on lithology and depth to groundwater encountered in continuous core holes advanced at each well site. Well screens will be placed so that the upper 1/3 of the screen is above the water table. Each well will be constructed of 1-inch-diameter PVC casing with a 10-foot-long pre-packed well screen, with a fine sand seal above the well screen and will be completed in flush mount vaults embedded in concrete pads. After the wells are installed, they will be developed by pumping until the discharged water is clear. By using the direct push method for well installation, no drill cuttings will be generated as investigation-derived waste (IDW).

Development water will be allowed to infiltrate into the soil near the well sites. While onsite for well installation, the drill rig will be used to cut asphalt and underlying base material at the soil boring locations to be included in soil sampling.

Soil sampling. Soil samples will be collected from 22 proposed boring locations described in Table 1. Soil samples will be collected from three depth intervals, 0-0.5 ft; 0.5 ft to 2 ft and 2 to 4 ft below land surface. Analysis of soil samples will be conducted for TRPH per Florida PRO and/or Arsenic per USEPA Method 6010 as described in Table 2. Specifics on soil sampling, including the analytical methods and quality assurance samples to be collected, will be detailed in the work plan. Soil sample aliquots for each of the depth intervals will be collected using pre-cleaned stainless-steel hand augers and homogenized in Pyrex bowls (or approved alternative) prior to transfer to sample containers. After sampling, excess soil will be returned to the boreholes and asphalt cold patch or concrete will be used to complete restoration in paved areas.

Groundwater sampling. Existing and newly installed monitoring wells identified in Table 1 will be sampled under this subtask. Newly installed wells will be sampled after they have been developed and allowed to set for a minimum of 24 hours. Each well will be purged with a peristaltic pump and polyethylene tubing using low-flow sampling procedures and samples will be collected for laboratory analysis for Arsenic (per Method 6010) and other analytes (TRPH per Florida PRO or Ammonia per Method 350.2 and Nitrate per Method 353.2) as described in Table 1.

In addition, Quality Assurance/Quality Control samples will be collected for analysis. These include field duplicates for both soil and groundwater (1 per 10 sample minimum), and equipment rinsate samples for both soil and groundwater sampling equipment (1 per 20 sample minimum). Temperature blanks will be carried in all coolers.

A Trimble GeoXH hand-held global positioning system (GPS) will be used by Tetra Tech staff to survey latitude and longitude coordinates of the soil borings and monitoring wells.

In addition, all monitoring well tops of casings will be surveyed by Tetra Tech staff to a common onsite datum and at least one synoptic set of depth-to-groundwater measurements will be taken from all onsite and background monitoring wells.

The field personnel conducting monitoring well installation and sampling activities will mobilize from the Tetra Tech Cocoa, FL office to minimize travel costs, commuting to the site from their home location for day trips to obtain right of way access and clear utilities and staying overnight for drilling and sampling activities. Level of effort for the Tallahassee-based Senior Scientist (Scientist V) to coordinate this subtask is 4 hours. Anticipated level of effort for the Cocoa-based Senior Scientist (Scientist IV), including utility location/permitting, equipment staging, field work and mobilization is 76 hours. Level of effort for a Tallahassee-based Staff Scientist to prepare the field task deliverable is 4 hours.

All staff are thoroughly trained and experienced in FDEP standard operating procedures for collection of soil and groundwater samples, documentation and reporting.

Utility location, permitting and well installation and sampling activities should be completed in three mobilizations to the site, with drilling and sampling work anticipated to take approximately 1 week. The field task deliverable will be submitted to FDEP once field

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com notes, field sheets, site photos, chain of custody, shipping and laboratory receipt documentation are compiled.

Subtask 4 - Report: The level of effort assumes 2 hours for a Project Manager to review and seal the document, 4 hours for a Senior Scientist (Scientist V), 36 hours for a Staff Scientist, and 4 hours for figure preparation by a Staff GIS Specialist. Report tasks include preparation of draft and final reports documenting the field activities, site conditions, and results of the sampling effort. The report will adhere to the FDEP approved template for #-**'%(%),$' #&,% "++%++(%), Reports. It will include as appendix the detailed documentation and results of the assessment. The document will include a site location map, sampling location maps, a map showing direction of groundwater flow, and maps showing contaminant concentrations in soil and groundwater. The report will also contain tables of summary information for the groundwater and soil samples collected, monitoring well construction, depths to and relative elevations of groundwater, summary data from the laboratory analyses, and comparisons of analytical results to FDEP groundwater and soil cleanup target levels and background target levels. The report will also include an analysis of background concentrations and proposed background target concentrations for soil and groundwater. Appendices will also be provided that include the laboratory analytical data sheets, copies of field notes, groundwater sampling forms, field equipment calibration sheets, chain of custody forms, and photographs of the sampling sites.

Tetra Tech’s cost proposal is based on the following assumptions:

" Site access to enter the property and complete the indicated fieldwork will be obtained by

FDEP.

" Tetra Tech will obtain right of way permits for sample collection on public rights of way.

Permit fees, if required, are not yet determined and will be included in a change order request.

" FDEP may be requested to assist in coordinating access from local governments to public properties for background sampling.

" Soil and water samples will be analyzed by TestAmerica using rates included in Contract HW560 unless otherwise noted. Tetra Tech will coordinate the laboratory’s reservation and analysis.

" Electronic copies of all reports and field information (field notes, soil sample logs, groundwater sample logs, etc.) and laboratory results will be submitted to FDEP. Paper copies of reports and project deliverables will not be submitted.

" The field activities will be scheduled once the project work plan is approved by FDEP.

" The selected subcontractors provide the utility location and well installation services.

" IDW will not be containerized.

Tetra Tech is prepared to begin work on this project following receipt of a signed FDEP task order.

A signed task order will reflect the approval of this proposal and authorize use of associated funding required to commence project activities. The total fixed price cost to complete the activities described above is $36,372.08.

Please find a cost summary attached that provides details concerning this cost proposal. Tetra Tech anticipates completion of this project on a fixed price basis and will invoice costs incurred at 100% completion based on approval of deliverables and in accordance with deliverable due dates.

Tel 850.385.9899 Fax 850.385.9860 www.tetratech.com

Period of Performance Tetra Tech will schedule the site reconnaissance and begin work on the work plan upon receipt of the signed task assignment. Assuming no delays in conducting the site reconnaissance, the draft work plan will be submitted to FDEP within 21 days of task assignment and the subsequent field activities and subcontracted services will be scheduled as soon as the work plan is approved. Draft and final deliverables will be provided promptly after laboratory results are reported from the sampling event.

RE: Utility Locating Services – 26 Bore Locations, Port of Ft. Pierce, FL

Mr. Hicks, GeoTek Services is pleased to respond to your request for Utility Locating services at the Port of Ft. Pierce, Florida. We will scan a 10’ x 10’ area around the 26 proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as vehicles, fencing, or buildings. We will scan as close as reasonably possible to fixed objects such as obstructions, landscaping, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $1,500.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Best Regards, Martin (Bud) Connor GeoTek Services, LLC

COST QUOTE FOR

DIRECT PUSH WELL INSTALLATION SUPPORT

FDEP Brownfields Site

King Maritime (AKA: Port of Fort Pierce) Phase 2

100 Terminal Drive

Fort Pierce, St. Lucie County, FL

BACKGROUND

Tetra Tech is requesting a cost quote for providing direct push services for the second phase of assessment work at an FDEP site in Fort Pierce, St. Lucie County, FL. The site is the historical Port of Fort

Pierce, which is owned by St. Lucie County and is being redeveloped. This is an industrial property, mostly covered by asphalt pavement, that includes scattered industrial buildings and warehouses. Level

D health and safety protocol should be followed. Tetra Tech representative will be on site to coordinate.

All site access will be obtained, and all utilities will be located via One Call by Tetra Tech and/or by a private utility locator in advance of subsurface work. Work will be conducted on the site and on nearby public rights of way. All sites are accessible to a track-mounted direct push rig. One of the soil boring locations is in a garage building with a concrete floor. Asphalt will need to be penetrated at most sites.

All work is shallow, with water table expected to be between 3 and 5 feet below land surface.

SCOPE OF WORK

The scope of work will include:

1- Installing 4 permanent monitoring wells and advance soil borings at 18 locations shown on the attached figures. Details include the following:

a. Post hole or auger each hole for well installation to confirm utility clearance.

b. Decontaminate casing and rods before and between well locations using liquinox and clean potable quality water. A source for decon water is available on site.

c. Advance a soil core hole at each well location, collecting soil samples continuously from

5 to 15 feet below land surface for description by Tetra Tech rep. Put cores back into hole.

d. Install 4 permanent wells. Each well will be constructed of 1-inch-diameter polyvinyl chloride (PVC) with a 10-foot-long, pre-packed, 0.006-inch slotted, PVC screen. A 30/45 grade sand filter pack will be installed to a height of 1 foot above the top of the screen through the direct push casing, followed by a 1-foot seal of fine 30/65 grade sand. The remaining annular space will be grouted to the surface. Each well will be an estimated

12 feet total depth. Use clean sand to fill the annular space around and above screens and top off with fine sealer sand. Add no water. Complete wells in flush mount manholes installed in 2x2 foot concrete pads. Install water-tight, lockable well caps.

e. Investigation derived waste does not need to be drummed. Put soil cores back into holes. Decontamination site will be on porous ground and rinsate can be allowed to soak into the ground. Remove all trash generated from your activities.

f. Develop each well by pumping for up to 1 hour or to the satisfaction of the onsite Tetra

Tech representative. Development water is to be spread on a nearby pervious surface to allow it to infiltrate into the soil.

g. Obtain all permits for well construction as appropriate.

h. Assist Tetra Tech field representative in collecting soil samples from 22 locations identified by Tetra Tech. Cut pavement and underlying base material using the probe rig’s asphalt/concrete cutting bit or a core drill, hand auger or use macro-core sampler to collect soil samples to a depth of approximately 4 feet below land surface at each location. After soil sampling, backfill holes and patch pavement (if penetrated) with concrete or asphalt patch as appropriate.

i. Tetra Tech will have each boring location cleared by a private utility locator in advance of doing the work.

2- Include mobilization and per diem costs as appropriate.

3- Drill crew members must have current health and safety training and medical monitoring, with documentation provided to the Tetra Tech project manager before mobilization.

4- Work anticipated to be performed in late November or early December, 2020.

Please provide a quote via email to Richard Hicks (Richard.Hicks@tetratech.com) by October 7, 2020 and email or call (850-509-2720) with questions.
