Osborne Tire Reef Restoration Plan Phase 3: Mitigation Plan Development

Dear Mr. Connelly, For your review, Olsen Associates has provided a proposal summary and man-hour documentation for the services tasks identified below:

Purpose and Objectives The Florida Department of Environmental Protection (FDEP) has contracted Olsen Associates, Inc. (OAI) for the development of a Restoration Plan for the Osborne Tire Reef (OTR). The project is conducted in three phases. Phase 1 involves a multibeam survey of the area surrounding the 2019 survey footprint to determine the extent of the spread of tires into the surrounding reef habitats. Phase 2 involves a diver supported field effort to ground truth the accuracy of the multibeam survey data in terms of numbers of tires within specifically defined areas and development of GIS map products. Phase 2 map product development involves creation of GIS products generated using an AI algorithm which details numbers of tires and seafloor bottom type within an alphanumeric grid, which will ultimately support the restoration plan. In addition to the AI algorithm and GIS products, Phase 2 includes production and submission of the final survey and mapping report. Phase 3 will involve development of the restoration plan based on the results of Phases 1 and 2.

This proposal and scope of work is related to Phase 3 of the project. The purpose of this proposal is to develop a Restoration Plan document which integrates the data collected in Phases 1 and 2.

Project Team and Qualifications To meet the project requirements within a compressed timeframe, Olsen will contract with Coastal Eco-Group, Inc. (CEG) to complete this Task Assignment. Olsen will serve as the contract administrator and provide technical support to CEG for deliverable development and any associated field activities and report development. Olsen and CEG have collaborated on previous reef restoration projects in Broward County for FDEP. Our teaming history provides assurance to FDEP that Phase 3 services will be conducted by highly skilled experts with well-established, effective relationships with regulatory and resource agency professionals.

Scope of Work – Phase 3 Based on the 2019 survey of the OTR and observation reports from local partners, significant accumulations of tires were expected beyond the 2019 survey limits. Phase 2 (currently in progress, final deliverables expected by March 1, 2024) was developed to expand the survey area of potential tire concentrations. Phase 3 will utilize the results of Phases 1 and 2 in the development of a Restoration Plan. To meet the compressed timeline, it is assumed that Draft deliverables for Phase 2 will be shared with CEG as soon as FDEP reviews and approves them.

This Restoration Plan is mandated by the State of Florida Legislature and has the following language requirements:

(a) By July 1, 2024, FDEP staff shall develop a comprehensive coral reef restoration plan for Osborne Reef to be commenced, subject to appropriation by the Legislature, upon the completion of the cleanup and tire removal project. At a minimum, the restoration plan must include a preliminary plan for the restoration of the existing reef, the restoration of any nearby natural reefs that were destroyed by the tire installation, the shifting of resources from tire retrieval to reef restoration, and coordination with other coral reef restoration projects and resources.

(b) Upon completion of the plan, the Department shall provide a report to the President of the Senate and the Speaker of the House of Representatives. The report must include an update on the status of the restoration plan and any recommendations for statutory changes necessary to achieve the identified restoration goals.

Please review the attached Proposal Summary and deliverables.

Sincerely, Christopher G. Creed, P.E.

Vice President

Benthic Survey and Restoration Plan Phase 3 Osborne Tire Reef

Contract Number 334, Task Assignment Number 6

Comprehensive Restoration Plan Development

Upon completion of Phases 1 and 2, the goal of Phase 3 is to develop a comprehensive coral reef restoration plan for the Osborne Tire Reef. Phase 3 will include a preliminary plan for restoration of the existing reef, restoration of nearby natural reefs that have been adversely impacted by tire installation, shifting of resources from tire retrieval to reef restoration, and coordination with other coral reef restoration projects and resources. Most sections of Phase 3 will be completed by CEG marine scientists with Olsen Associates engineers serving as advisors. The Florida Department of Protection’s Coral Reef Conservation Program (FDEP CRCP) will be responsible for some portions of the document (Table 1).

Table 1. Restoration plan sections and assignments.

The document will be created using the Florida Legislative Report template provided by FDEP CRCP. CEG/Olsen will complete the Table of Contents (1), Executive Summary (2), Introduction and Background (3), and Appendices (6) if needed. The content of the remaining sections is described below.

4. Preliminary plan creation will require field surveys by CEG scientists to become familiar with various habitats/tire densities identified in Phases 1 and 2 and associated types and levels of reef damage. A minimum of five (5) days of diver surveys with a contingency of up to five (5) additional days, if needed and approved by FDEP, will be conducted to assist in prioritizing restoration areas and activities. Utilizing data from Phases 1 and 2 as well as proposed field surveys, this will include maps and locations of tire accumulations, prioritized areas for tire removal, and considerations for developing a Request for Proposal (RFP) to expand tire removal to reef and hardbottom.

Potential data collection that may inform the Restoration Plan includes a determination of accessibility/ extractability of tires from various reef habitats and sand. Accessibility

- 2 -information may include, but is not limited to, degree of burial in sand or rubble in sand channels within reef complexes, degree of overgrowth or encrustation by reef organisms, potential reef or coral damage likely to be incurred from tire removal, and potential impacts from turbidity/sedimentation during removal activities. Coral removal from tires and relocation to the nearest possible consolidated substrate may be necessary prior to tire removal regardless of the locations of tires on reef or in sand. These data may inform development of best management practices for tire removal from reef habitats and determine the need for immediate restoration following tire removal.

CEG will utilize the results from field surveys and Phase 1 and 2 maps provided by CSA to:

A. Provide guidance on priority areas for tire removal. This can be relatively general in scope (i.e. which reef tracts and overall tire accumulations to focus on first, and sensitive areas with the most potential for future impacts from existing tires). This portion of the plan will include an impact classification scale (e.g. 1 – 5) to describe the amount of impact on reef habitats and likely restoration options associated with each level of impact. This objective requires CSA to provide estimated quantities of tires in the 2023/2024 survey area (under FDEP Department of Waste Management’s guidance).

CSA will also provide alpha-numeric grid maps of tire locations overlaid on habitat types and a map of areas for tire removal.

B. Develop environmental considerations for tire removal from reef habitats to include a description of difficulties in working in sensitive reef habitats which may serve as critical habitat for federally listed corals, why these habitats are unique from other coastal habitats, potential impacts to these habitats during tire removal activities, and accessibility of tires on reefs based on degree of organismal growth, degree of burial, sedimentation, entrapment etc. Other considerations will be addressed including vessel navigation and control such as no anchoring on coral reef habitat, maneuvering in strong currents etc. CEG will provide examples of any prohibited activities or methods as well as acceptable methods for tire removal such as bundling with lift bags and caching in sand. CEG will not develop detailed tire removal methods in this restoration plan.

5. Develop a plan to restore nearby natural reefs that have been destroyed/adversely impacted by tire installation. This portion of the plan will involve:

A. Basic reconnaissance level surveys to determine the required level of restoration and presence of federally listed coral species/critical habitat for listed corals on adjacent natural reefs. These data are needed in the development of a final Restoration Plan.

B. Analyses of existing data provided by FDEP (Broward County Yearly Monitoring 2003- 2008) to determine the level of ecological lift required to restore to pre-tire condition.

C. Develop a plan for pre- and post-tire removal surveys to determine appropriate physical and biological restoration activities needed once an area is considered cleared for restoration. Pre tire removal surveys will not be conducted by tire removal contractor and will consist of video transects.

D. Confirm the required permits/regulatory authorizations and documents for compliance with the Endangered Species Act and National Environmental Policy Act (NEPA).

- 3 -

Permits will likely be required from Broward County, the South Florida Water Management District, and the US Army Corps of Engineers (USACE) (likely under Nationwide Permit 27). A Special Activity License from the Florida Fish and Wildlife Commission (FWC) will be required for coral relocation activities. Ensure all activities are compliant with requirements of the necessary permits for appropriate agencies. This section will provide a basic explanation of necessary permits and NEPA compliance with corresponding timelines.

E. Develop post-tire removal restoration methods with the goal of restoring habitat to pre-tire impact levels to match surrounding unimpacted areas.

F. Develop a list of possible methods for physical and biological restoration which include the process of utilizing reference site surveys/analyses of existing data and post-tire removal surveys to assess impacts and restoration targets, sources of donor reef organisms for transplantation, and methods that could be used for physical restoration.

This list can be utilized in an alternatives analysis for restoration planning, G. Develop a restoration monitoring plan inclusive of outplant success rates, monitoring for disease, and possible physical restoration methods and guidance on future permit requirements.
