Osborne Tire Reef Benthic Survey

Contract Number: CN334, Task Assignment Number: 2 (Amended for Added Task 5)

Purpose and Objectives

Florida’s Department of Environmental Protection (FDEP) has contracted the removal of tires from the

Osborne Tire Reef (OTR). To date, tire removal has been done utilizing commercial diving methods, but permits are being pursued for other innovative techniques (e.g., trawling). Additional information is needed to evaluate the feasibility of novel tire removal strategies and to document any unauthorized impacts that may result from these activities.

The purpose of the proposed protocol is to obtain geographical and other information on the OTR and adjacent areas that is needed to evaluate tire removal activities. The goal of this scope of work is to collect, analyze, and groundtruth (side‐scan sonar, multibeam, and video) data, verified by scientific divers, to produce a georeferenced map showing the current condition of the OTR project area, including:

1. The distribution, density, and accessibility of tires;

2. Position and descriptions of other (non‐tire) man‐made structures (e.g., boulder reefs or barges); and

3. Position and descriptions of natural hardbottom and reef features in and adjacent to the OTR.

Project Team and Qualifications

To meet the multidisciplinary project requirements within a compressed timeframe, Olsen Associates, Inc. (Olsen) will contract with CSA Ocean Sciences Inc. (CSA), along with its sister company, Morgan &

Eklund (M&E) surveyors to complete this Task Assignment. Olsen Associates, Inc. will serve as the contract administrator and provide technical support to CSA for field activities and deliverable development, QA/QC and submittals. CSA will take the lead on field and mapping activities. Their qualified team is made of operations specialists, marine scientists, and M&E hydrographic survey personnel. CSA’s proposed suite of equipment to conduct survey operations meets or exceeds the specifications called out in the OTR Benthic Survey Scope of Work.

CSA was founded in 1970 as a marine environmental consulting firm that specializes in providing environmental and operation services in the marine environment. CSA is recognized worldwide as an applied scientific consulting firm that has accomplished complex and challenging field‐based projects.

M&E is a Florida licensed land and hydrographic survey company which has been conducting boundary, topographic, GPS, and hydrographic surveys in south Florida for over thirty‐five years. The CSA dive team responsible for performing the in‐situ diver‐verification surveys and preparation of related data deliverables and reports will consist of professional marine biologists with master’s degrees in marine science, a minimum of 5 years’ experience surveying coral reef and hardbottom habitats, and are skilled in identifying biota within these habitats.

Survey Vessel and Positioning

The field elements (Task 1, Subtask 3A, and Subtask 3B) will be conducted from CSA’s custom‐built aluminum catamaran. The CSA Surveyor (Image 1) is designed to conduct a wide range of geophysical surveys, environmental monitoring, and diver support. The CSA Surveyor can simultaneously run an assortment of survey equipment, including side‐scan sonar, subbottom profilers, multibeam systems, magnetometers, and towed video sleds. With an on‐board hydraulic winch capable of deploying over

1,000 m of coaxial cable, the CSA Surveyor can support projects from coastal waters to beyond the continental shelf.

Vessel positioning and all georeferenced data collection will be conducted using Hypack® hydrographic survey software, a modular computer software and hardware package that will interface all survey instrumentation with a differential global positioning system (DGPS). The Hypack® system will enable the survey team to pre‐plot all survey lines prior to the survey or, if necessary, in the field during the survey. The system will be used during the field survey for vessel guidance, data logging, and real‐time vessel track plotting. Accurate positioning data will be the foundation for all survey data that will be collected.

Scope of Work

Subtasks 1A through 1C: Side‐scan sonar, multibeam echosounder, and video surveys

CSA and its sister company M&E will provide technical services including personnel, equipment, and vessels necessary to map the OTR project area delineated in the benthic survey scope of work.

Specifically, benthic surveys will take place throughout the OTR and within a 200‐m area encompassing the OTR as per coordinates provided by the FL DEP. This will be accomplished using a combination of side‐scan and multibeam acoustic survey data as well as towed video imagery data. Both acoustic systems will be acquired simultaneously, while the towed video data will be acquired during a separate sampling iteration.

Subtask 1A: Side‐scan Sonar and Multibeam Survey

CSA will utilize a dual‐frequency Klein 3900 side‐scan sonar to image the OTR project area, including the extant tire field and 200 m perimeter. This unit operates at 445 kHz (low frequency) and 900 kHz (high frequency) with effective ranges of 150 and 45 m, respectively. The higher frequency channel offers greater resolution, providing detection and imaging of objects less than 1 m in size. System components include an in‐water towfish, splash‐proof transceiver processor unit (TPU), and data acquisition computer with software interface. Data acquisition will take place using Klein’s native SonarPro interface, while navigation and data processing will take place within HYPACK Survey and SonarWiz 6.

Using a winch installed onboard CSA’s survey vessel, the side‐scan towfish will be deployed via a sheave block mounted on the vessel’s stern A‐Frame. The sheave block will contain an integral cable counter which will measure the amount of tow cable paid out during deployment. Settings in the SonarPro interface will allow real‐time determination of the towfish position by combining the amount of cable out (layback) with both depth and altitude data captured by sensors on the towfish.

The side‐scan sonar data will be collected while maintaining a constant speed and altitude of the towfish with respect to the seafloor. A series of pre‐planned parallel survey lines will be plotted in HYPACK

Survey, spaced 40 m apart to ensure 100% overlap (200% seafloor coverage) of the higher frequency sonar channel. The system’s TPU will apply time‐varied gain (TVG) and slant‐range corrections in real time, while a survey technician also monitors real‐time deployment to ensure the highest quality imagery acquisition.

Mosaicked imagery produced from the side‐scan sonar survey will be sufficiently detailed to detect individual tires and visually distinguish tires (individual and aggregated) from other benthic features such as low‐relief hardbottom substrate or sand. The imagery will also differentiate items extending upward off the bottom.

CSA will also deploy a multibeam sonar system and record bathymetry/acoustic backscatter data simultaneously with the side‐scan sonar. The multibeam system is comprised of an R2 Sonic 2024 echosounder with an integrated surface sound velocity probe (SVP) and a computer controller unit. The

R2 Sonic 2024 multibeam echosounder operates at 170 to 450 kHz and will be mobilized with a 700 kHz capability for high resolution surveys. At these operating frequencies, the multibeam and side scan sonars will not experience any ‘cross talk’ or interference during simultaneous operation. In the water depths characteristic of the OTR project area, resolution of less than 0.5 m is expected. As with the side‐ scan sonar, multibeam sonar data will be recorded across a survey pattern of evenly spaced parallel transect lines. To provide requested overlap of side‐scan sonar data, these lines are plotted at 40 m spacing. The resulting multibeam coverage will yield a dense 3D point cloud including both bathymetry and acoustic backscatter data.

The R2 Sonic 2024 multibeam echosounder will be deployed via a rigid over‐the‐side pole. As such, it's position will be fixed during the survey and XYZ offsets to the navigation instrumentation will be measured during mobilization. These measurements will then get programmed into the data acquisition interface. This will account for the instrument's location relative to the navigation instruments and allow for the correct positioning of acquired bathymetric readings.

To supplement the acoustic hardware, an integrated position and motion tracking system will provide location and motion data synchronized in real time with the sonar data. These components will be integrated into the survey vessel platform and all offsets between the acoustic and navigation hardware measured during mobilization. These offsets will then be programmed into HYPACK Survey and

HYSWEEP prior to the start of acquisition. CSA utilizes an Applanix POS MV Wavemaster system. Position and heading are provided by the system’s global navigation satellite system (GNSS) data and GNSS azimuth measurement system (GAMS); motion is detected and output via an inertial measurement unit

(IMU). During the survey, real‐time kinematic (RTK) corrections will also be incorporated into the navigation system via cellular connectivity with the Florida Department of Transportation (FDOT) RTK broadcast network.

The speed of sound through the water column will be collected at intervals with an independent sound velocity profiler. This information will be applied during post‐processing to refine the soundings taken by multibeam sonar.

Subtask 1B: Towed Video Survey

Towed video will be used to verify side‐scan sonar and multibeam echosounder survey data and to investigate notable seafloor targets (Image 2). The video tow‐sled will be deployed via vessel integrated winch and A‐frame which will allow altitude off seafloor adjustment. Video will be viewed in real‐time by a CSA marine scientist on the vessel to ensure that the camera is positioned at the correct angle, is towed at an appropriate speed, and that the video is of sufficient quality to identify features. Videos will be georeferenced, overlain with time and geographic coordinates along the survey track, and the starting and ending positions of video transects will be recorded and reported for reference. Positions and descriptions of seafloor targets (e.g., clumps of tires, artificial reefs, patches of natural hardbottom) will be recorded. A total of 14 towed video transects will be run, 6 × 944 m transects in the east–west direction and eight transects in the north – south direction. The line spacing for the east – west transects will be 200 m and line spacing for the north – south transects will be 100 m.

Subtask 2: Processing Survey Data and Production of Preliminary Map

Subtask 1 data products will provide a multi‐faceted geophysical and visual dataset representing the seafloor within the OTR project area. Processed and mosaicked side‐scan sonar data will be combined with bathymetry and acoustic backscatter data derived from the multibeam sonar to understand depths, features, bottom types, and distribution of tires throughout the area mapped. During this task, data products from remote sensing acquisition and processing programs will be migrated into a project

GIS database. Here, sonar files will be input in TIFF, BAG, and XYZ formats for analysis. These will be overlaid with recorded vessel tracks during acoustic and towed video surveys. Objects of interest and feature identifications/delineations will be developed as point, line, and polygon feature classes. All data collected during Subtask 1, including the raw and processed sonar data and georeferenced video survey data, will be provided to FDEP. All available Subtask 1 data (side‐scan, multibeam, and video) will be used to produce a detailed Preliminary Map of the OTR project area.

Notable features identified within the Preliminary Map will include areas of natural hardbottom substrates, artificial reef structure, and tire assemblages or tire debris. In addition to individual tires deposited across the seafloor, the OTR is also reported to contain assemblages of tires stacked vertically, cemented into a concrete anchor. These vertical assemblages of tires will be identified, notably within the side‐scan sonar data records, and distinguished as targets for further investigation and documentation in Subtasks 3 and 4.

Deliverables: Deliverables associated with side‐scan sonar, multibeam echosounder, and video surveys, all to be delivered to the Department

Subtask 3: In situ Groundtruthing and Map Refinement

The Preliminary Map will be refined (Subtask 3C) using in situ data collected during the Diver‐verification

Survey (Subtask 3A) and the Roving‐diver Surveys of Preliminary Map Targets (Subtask 3B). Using the remotely sensed acoustic data interpreted with respect to the visual data collected by the towed video system, the Preliminary Map will outline prominent benthic features and provide area‐wide information on the location, distribution, and approximate extent of tire density and other features of interest.

Divers will make direct observations of tires and other features to enhance the detail of the preliminary map while verifying boundary delineations and bottom feature classifications. Diver surveys will be completed throughout the entire 200‐m project area.

Due to the depths of the OTR project area, CSA divers will utilize enriched air nitrox (EAN) mixes to extend available bottom times, while also deploying multiple dive teams throughout a day to extend the surface interval times of individual divers. As a result of this approach, CSA dive teams can efficiently and rapidly assess the entire OTR area.

Subtask 3A: Boundary Delineation

Using the Preliminary Map as guidance, divers will verify and delineate the spatial extent of tires and hardbottom features within the 200 m project area. These data shall be used to refine the Diver‐verified

Map.

CSA’s scientific dive team will deploy 2‐diver teams for the Boundary Delineation Survey. One diver will operate a Shark Marine Technologies Navigator system (Image 3). This Windows based underwater navigation system is designed to be diver‐held. The unit combines surficial GPS position tracking with underwater navigation via a diver navigation system (DNS) that incorporates depth, heading, and acoustic bottom tracking. Pre‐programmed waypoints input into the Navigator’s diver interface will aide in the execution of underwater survey transects and feature location, while the unit’s diver tracking system will record positions for Preliminary Map verification and refinement purposes. The second CSA diver will operate and underwear photo/video system as well as carry a data slate for recording observations. The location of video footage and still photos will be geo‐referenced with the Shark

Navigator (divers’ location). Multidirectional currents common in this area will not affect the unit as diver will be operating very close to the bottom. If any discrepancies occur between diver verified coordinates and the multibeam coordinates, multibeam georeferenced coordinates will take precedence over diver georeferenced coordinates.

Deliverables: Deliverables associated with Subtask 3A will be delivered to the Department

Subtask 3B: Roving Diver Surveys

Following the Boundary Delineation Survey, dive teams will transition to Roving Diver Surveys to better document seafloor features beyond the obvious extent of the consolidated, central area. Disparate areas within the OTR containing tires, unidentified seafloor targets on the Preliminary Map (e.g., areas with distinctive signatures indicating the presence of structures or other anomalies warranting investigation), and natural reef features will be surveyed by divers using SCUBA to ensure an accurate interpretation of the side‐scan sonar mosaic. A minimum of 20 roving‐diver surveys* will be completed to:

Groundtruth different portions of the OTR;

Investigate unidentified seafloor targets; and

Qualitatively characterize natural hardbottom and reef features.

The position of each dive will be recorded and reported using the Shark Navigator. During each roving diver survey, the condition of the benthos (e.g., approximate density, orientation, and accessibility of tires; qualitative description of natural hardbottom and reef communities; coral species present

(including octocorals and sponges) and their approximate density; any other notable observations, such as the presence of listed species or wildlife) will be reported, and georeferenced video and/or representative photographs will be collected to document the condition of each site.

*The actual number of dives will depend on the quantity of targets marked during Task 1 as well as the complexity of benthic features and extent of scattered debris.

Subtask 3C: Map Refinement

The Preliminary Map will be refined using in‐situ data and a revised geo‐referenced map will be prepared using the information collected by divers and will be submitted as an ArcMap Package (Diver‐ verified Map). This map shall include the diver‐verified boundaries of the OTR (any areas containing tires) and natural reefs (including continuous reef features adjacent to the OTR and the positions of any hardbottom patches within the OTR), as well as the positions of all other notable features (e.g., artificial reefs, other obstacles) located within 200 m of the OTR. The density and accessibility of tires will be clearly displayed on the map, so that areas where tires are dense, sparse, buried, exposed, tethered, cemented, or free can be quickly identified based on their symbols. The qualitative description of natural hardbottom and reef communities, coral species present and their approximate density, and any other notable observations (i.e. presence of listed species or wildlife in each area) will also be displayed on the Diver‐verified Map where possible.

Subtask 4 : Reporting

Project‐related notifications to FDEP points‐of‐contacts will be submitted via email. Notifications will be sent prior to initiation of all in‐water work/surveys with an approximate survey start date. Notifications will also be sent once each survey commences and finishes in the field. Weekly Progress Reports will be submitted during in‐situ diver verification surveys, which will include a description of tasks completed that week, work planned for the following week, and a description of any weather‐related delays or other issues. Observations from the Roving‐diver Survey will be used to develop a brief report describing targets investigated by divers and shall be submitted to FDEP within 30 days of the completion of this task (Diver‐verification Survey).

Subtask 5: Additional Side‐scan Sonar and Multibeam Survey Effort

The intent of expanding the survey limits beyond the survey limits detailed in Subtask 1A is to map the extent and distribution of tires outside the 300m Buffer Rectangle (Buffer) that were observed during the 27‐28 April 2019 (Subtask 1A) the side‐scan sonar and multibeam survey.

The additional side‐scan sonar and multibeam survey area will be extended at least 1,000 m north, 300 m east, and 250 m south of the Buffer edges. If tires are still present at these distances, the survey lines will be continued as far as necessary to determine the apparent end extent of tire concentrations.

Those survey data collected during this effort will be incorporated into the final deliverables for the project.
