Task Assignment Notification and Proposal Summary

This document comprises a Task Assignment Notification Form and supporting proposal from the Florida Department of Environmental Protection (FDEP) assigning work to Olsen Associates, Inc., a coastal engineering consulting firm based in Jacksonville, Florida. The task is part of contract CN334 and constitutes Task Assignment Number 6 (TA6) related to the Osborne Tire Reef Restoration Plan. The project is managed by FDEP's Office of Resilience and Coastal Protection, with Patrick Connelly serving as the project manager and Ralph Perkins as the FDEP contract manager. Olsen Associates will subcontract with CSA Ocean Sciences Inc. and Morgan & Eklund surveyors to execute the field work, with Christopher G. Creed, P.E., serving as Olsen's primary representative.

The scope of work encompasses Phase 1 of a three-phase restoration plan initiative, specifically a multibeam sonar survey of the Osborne Tire Reef located off Fort Lauderdale, Florida. The survey will collect bathymetric and acoustic backscatter data across an expanded area extending 500 meters south and 4.2 kilometers north of a previous 2019 survey, covering waters from the shoreline to 30 meters depth using a Norbit Winghead i79h multibeam system deployed from a 25-foot survey vessel. The total contract value is $222,667.03, comprised of fixed costs of $209,010.78 and reimbursable costs of $13,656.25, with payment contingent upon FDEP approval of deliverables. The project schedule allows 45 calendar days for completion, with a start date of October 23, 2023, and completion date of December 19, 2023. Deliverables include raw multibeam data in multiple formats, gridded bathymetry and acoustic backscatter files, and processed datasets necessary to support subsequent phases involving diver-verification surveys, GIS map production, and final restoration plan development.

Osborne Tire Reef Restoration Plan Phase 1: Multibeam Survey

Dear Mr. Connelly, For your review, Olsen Associates has provided a proposal summary and man-hour documentation for the services tasks identified below:

Purpose and Objectives

Florida’s Department of Environmental Protection (FDEP) has contracted Olsen Associates, Inc.

(Olsen) for the development of a Restoration Plan for the Osborne Tire Reef (OTR). The development of the Restoration Plan will consist of an expanded multibeam survey, beyond the

2019 survey, to identify the location and extent of the OTR.

The purpose of this proposal is to conduct an expanded multibeam survey of the OTR to assist with the development of a tire reef Restoration Plan. The goal of this scope of work is to collect multibeam data, to assist in the future production (subsequent Task Assignments) of a georeferenced map showing the current condition of the OTR project area, including:

Project Team and Qualifications

To meet the multidisciplinary project requirements within a compressed timeframe, Olsen will contract with CSA Ocean Sciences Inc. (CSA), along with its sister company, Morgan & Eklund

(M&E) surveyors to complete this Task Assignment. Olsen will serve as the contract administrator and provide technical support to CSA for field activities and deliverable development, QA/QC and submittals. CSA will take the lead on field and mapping activities.

Their qualified team is made of operations specialists, marine scientists, and M&E hydrographic survey personnel. CSA’s proposed suite of equipment to conduct survey operations meets or exceeds the specifications called out in Phase 1 of the 2023 OTR Restoration Plan Scope of

Work.

CSA was founded in 1970 as a marine environmental consulting firm that specializes in providing environmental and operation services in the marine environment. CSA is recognized worldwide as an applied scientific consulting firm that has accomplished complex and challenging field-based projects. M&E is a Florida licensed land and hydrographic survey company which has been conducting boundary, topographic, GPS, and hydrographic surveys in south Florida for over thirty-five years. The CSA dive team responsible for performing the in-situ diver-verification surveys and preparation of related data deliverables and reports will consist of professional marine biologists with master’s degrees in marine science, a minimum of

5 years’ experience surveying coral reef and hardbottom habitats, and are skilled in identifying biota within these habitats.

Scope of Work – Phase 1

For the Phase 1 scope of work, Olsen, through CSA shall collect data utilizing multibeam sonar

(MBES). The survey shall inform the subsequent ground truthing and map development (Phase

2) and Restoration Plan (Phase 3). While the ground truthing, map production, and Restoration

Plan development are separate tasks, FDEP understands that the data collected in Phase 1 will be necessary to develop the Restoration Plan.

It is noted that based on the 2019 survey data, there may be significant accumulations of tires further to the north along the eastern side of the second reef as well as the potential for tires to the east of the area of heavy accumulations identified along the eastern side of the south end of the original survey area. A review of the 2019 Survey data as well as anecdotal observations also shows low densities of tires thinly scattered over the bottom along the western side of the original survey area.

The project will be conducted in three phases. Phase 1 involves a multibeam survey conducted outside of the 2019 survey footprint. Phase 2 will involve a diver supported field effort to ground truth the accuracy of those multibeam survey data in terms of numbers of tires within specifically defined areas and development of GIS map products. Phase 2 map product development will involve the creation of GIS products generated using an AI algorithm that details numbers of tires and seafloor bottom type within an alphanumeric grid, which will ultimately support the restoration plan. The size and configuration of these grid areas will be determined based on the review of post processed multibeam data. In addition to the AI algorithm and GIS products, Phase 2 will also include the production and submission of the final survey and mapping report.

Phase 3 will involve development of the restoration plan. This will consider the results of the survey and mapping efforts, regulatory issues and constraints, and the scope and feasibility of restoration approaches. Olsen will continue with FDEP to develop the scope and cost for Phase 2 and 3 while work required for Phase I is underway.

Please review the attached Proposal Summary and deliverables.

Sincerely, Christopher G. Creed, P.E.

Vice President

Multibeam Survey

Description: Figure 1 shows proposed survey lines running north-south (shore-parallel). These lines extend from 500 m south of the southern extent of the 2019 survey north to Lauderdale-by-the-Sea approximately 4.2 km north of the northern extent of the 2019 survey. The western extent of the survey lines goes to the shoreline to a water depth of approximately 2 m water depth. The eastern extent of the survey lines extends east to 30 m water depth. Per discussions with Olsen, it may be determined that the entire survey footprint be moved south depending on further discussions with FDEP. The current budget is based on an estimated 19-day field effort.
