BBig Talbot Island State Park – Design & Permitting for Sawpit Island Stabilization Duval County, FL

PSA No. CN334, Task Assignment No. 04-CO#01

At Big Talbot Island (BTI) State Park, the Florida Park Service (FPS) maintains over 3.4 miles of shoreline along the tidal inlet at Nassau Sound in Duval County, FL, including the Big Talbot and Sawpit Island shorelines (FFigure 1). On Sawpit Island, the construction of the old Crady bridge in the 1940’s, combined with rising seas, storm impacts, and other forces, have led to an extremely eroded condition that has begun to dramatically fragment the island. The island is home to endangered nesting sea turtles, numerous species of shorebirds, and the highly vulnerable eastern diamondback terrapin, among other resources. OAI (2023) provided a review of the erosion status and presented alternatives to provide relief and stabilization of the shoreline. The Florida Department of Environmental Protection (FDEP) Bureau of Design and Construction (BDC) has opted to pursue permits suitable to allow construction of stabilization options along the northeastern and eastern shorelines of Sawpit Island. The work will require an Environmental Resource Permit from FDEP and a Department of the Army Permit from the U.S. Army Corps of Engineers (USACE).

Subtask 1A: Permit-level Design Description: Consultant shall

Refine the OAI (2023) stabilization alternative (Figure 2) to prepare a permit-level design and identify material quantities for the stabilization of the northern shoreline of Sawpit Island from the Crady Bridge abutment northwestward to the Atlantic Intracoastal Waterway (AIWW), a distance of approximately 2,600 ft.

Develop a similar permit-level plan to stabilize the eastern-facing shoreline of Sawpit Island from the Crady Bridge abutment to the Sawpit Creek abutment, a distance of approximately 1,400 ft.

Designs will be developed utilizing the 2023 survey data collected for the initial feasibility study and augmented with newer data where available. No new survey data will be collected as part of this effort.

Subtask 1A Deliverables: Deliverables shall include updated permit-level design drawings of the stabilization elements of both shoreline segments. An initial estimate of the quantities of sand, rock, geotextile mattress, and dune/marsh vegetation will be provided for inclusion in permit applications.

Timeframe for completion: Five (5) months from Project Authorization to permit-level design plan submittal.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

SSubtasks 2A & 2B: Biological Assessment and Environmental Assessment (BA and EA) Description: Herein it is assumed that the project as described will require the preparation and processing of a Biological Assessment (BA) and Environmental Assessment (EA) in order to ultimately receive permits from the U.S. Army Corps of Engineers (USACE) and the Florida Department of Environmental Protection (FDEP). Similarly, these studies and reports will assist in the review of the project elements and potential impacts by Florida Parks and the manager of the Nassau River – St. Johns River Aquatic Preserve. With this assumption, the following subtasks are required.

Subtask 2A Biological Assessment (BA) - Consultant shall employ a qualified marine environmental professional to prepare a Biological Assessment (BA) in accordance with Federal requirements as outlined under Section 7(c) of the Endangered Species Act (ESA) of 1973. The document will evaluate potential impacts of the proposed project on Federally listed endangered and threatened species and designated critical habitat (where applicable) and will describe the proposed avoidance, minimization and conservation measures proposed by the State FPS. The BA is offered to assist the U.S. Fish and Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) personnel in fulfilling their obligations under the ESA [50 CFR 402.12(c)(f)]. The BA shall contain a literature review of all existing data, monitoring reports, and published data for the project area and shorelines immediately adjacent to the proposed borrow and fill areas. The Subconsultant will also prepare the NMFS Section 7 Checklist to assist the USACE’s consultation with the NMFS. Draft deliverables will be prepared and submitted to for review and comment. The final BA and final NMFS Section 7 Checklist will be submitted for inclusion with the permit applications. Consultant shall provide engineering input for the document, including historical data compilation, project figures, descriptions, and alternatives development information, and shall provide engineering liaison tasks with County and subconsultant.

Subtask 2B Environmental Assessment (EA) - Consultant shall employ a qualified marine environmental professional subconsultant to evaluate potential impacts of the proposed borrow area and beach fill project(s) to irreplaceable environmental resources and prepare an EA. The EA shall consider potential impacts to dune vegetation, threatened and endangered species and Critical Habitat, fish and wildlife resources, Essential Fish Habitat (EFH), coastal barrier resource units, water quality, hazardous, toxic, and radioactive waste, air quality, noise, aesthetics, recreation, navigation, and cultural resources.

Consultant shall provide engineering input for the document, including historical data compilation, project figures, descriptions, and alternatives development information, and shall provide engineering liaison tasks with County and subconsultant. Consultant and subconsultant shall work with the State FPS to provide coordination with the Federal and State regulatory agencies to guide and complete the EA. This shall include a pre-application meeting with the regulatory agencies to determine the scope of the EA required for the project.

Subtask 2A / 2B Deliverables – The FDEP BDC shall receive copies of all reports prepared, pertinent correspondence, and data collected as part of this Proposal. The Consultant and environmental subconsultant shall prepare and submit the BA and EA documents to the BDC and to the appropriate regulatory agencies. The BDC shall receive electronic PDF format versions of both reports along with the full permit application. Electronic copies of any public outreach correspondence and presentation materials shall be provided in PDF format. The Consultant shall provide electronic copies of all survey, mapping, and ecological data collection products in PDF, *.jpg, *.xlsx or other appropriate format, consistent with FDEP/USACE submittal requirements.

Timeframe for completion: Five (5) months from Project Authorization to BA submittal, to be submitted with permit application documents. Six (6) – Seven (7) months from Project Authorization to EA submittal (EA may be submitted to agencies as part of a response to regulatory review questions, thus providing an opportunity for revision prior to submittal).
