Coastal Analysis for Repairs and Resilience
Big Talbot Island State Park Resilience & Feasibility Study Duval County, FL
PSA No. CN334, Task Assignment No. 4
At Big Talbot Island (BTI State Park, the Florida Park Service (FPS maintains over 3.4 miles of shoreline along the tidal inlet at Nassau Sound in Duval County, FL, including the Big Talbot and Sawpit Island shorelines (Figure 1. The Sound shorefront of BTI consists of open, dry sandy beach, interrupted by underlying peat outcrops and naturally vegetated upland areas, including an array of fallen oak and cedar trees. The fallen trees have led to the popular nickname ‘Boneyard Beach’ for a portion of the shoreline, and the substantial peat outcrops have led to the nickname ‘Black Rock’ beach. On the adjacent Sawpit Island, the construction of the old Crady bridge in the 1940’s, combined with rising seas, storm impacts, and other forces, have led to an extremely eroded condition that is beginning to fragment the island. The littoral processes in the inlet, combined with human activities dating at least as far back as the 1940’s, have resulted in a highly stressed erosional shoreline condition along the study area.
The Park is home to endangered nesting sea turtles, numerous species of shorebirds, and the highly vulnerable eastern diamondback terrapin, among other resources. The FDEP Bureau of Design and Construction (BDC seeks the development of construction alternatives to restore and enhance the BTI and Sawpit Island shorelines, for both storm protection and for habitat enhancement, and to make modifications to those human activities that have potentially contributed to the ongoing erosional stress on those shorelines, including maintenance dredging activities and structures associated with the bridges across Nassau Sound.
PHASE 1a: Data Collection Description: Consultant shall
Acquire a high‐resolution LiDAR based topographic survey of the Nassau Sound southern shoreline from the north tip of Little Talbot Island northwestward to Sawpit Island at the Atlantic Intracoastal Waterway (AIWW) channel. A Professional Surveyor and Mapper (PSM) shall be subcontracted to perform the work in coordination with onsite State Park personnel. The survey shall be supplemented by a localized multibeam survey around the bridge elements near Sawpit Creek and Sawpit Island for this study, as well as full hydrographic survey of Nassau Sound (to be completed for and by others under a separate work order).
Phase 1a Deliverables: Both the LiDAR and multibeam survey shall be prepared in contoured planview maps (*.PDF, signed by PSM) for submittal to BDC and the Beaches program at FDEP, consistent with the data formatting and submission requirements of the Beaches, Inlets, and Ports Program. Survey data shall be provided in ASCII xyz format as directed by the FDEP.
Timeframe for completion: Three (3) months from Notice to Proceed to data submittal.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

PHASE 1b: Project Development Description: Consultant shall
The survey from Phase 1a will serve as the baseline for the study. Borrowing from prior studies (OAI, 2020) a project baseline for BTI shall be utilized to describe the conditions in both plan and profile views, with particular emphasis on the northwestern BTI shoreline near the bridge abutments and Sawpit Island. Similarly, a baseline shall be established along the Sawpit Island shoreline to describe the plan and profile conditions.
Utilizing the 2023 survey and historical surveys and aerial photography of the area, characterize the littoral forces acting upon the BTI and Sawpit Island shorelines and identify processes that contribute to the erosion of the area. Determine current erosion rates of the shorelines. This will include a review of numerical modeling analyses performed recently for the Nassau Sound area (OAI, 2020, among others).
assess the current sediment budget status of Nassau Sound, with consideration for the ongoing USACE maintenance dredging operations along the Atlantic Intracoastal Waters (AIWW) and the periodic dredging of a portion of the ebb shoal for the South Amelia Island Shore Stabilization Project. The goal is to identify sand volumes available for use along the Sawpit and/or BTI Nassau Sound shorelines.
develop construction alternatives, including potential material sources, to address the currently‐eroded conditions of the BTI and Sawpit Island shoreline. If desired, a site assessment shall be conducted with FPS and BDC (if desired) personnel to further describe and refine the suggested alternatives. As many as three alternatives (beyond the no‐action alternative) shall be prepared.
Attend up to three meetings with BDC, Park staff, FDEP Beaches, and the USACE Regulatory, as appropriate, to discuss alternatives development, to present results of findings, and determine a recommended alternative for future phases of work.
Phase 1b Deliverable: Consultant shall provide a report of findings, provided to the BDC in electronic format (*.PDF), to describe the study items listed above and outline:
the scope of the project alternatives.;
the needed material volumes (sand and other resources, such as rock, geotextile materials, etc., as applicable);
the expected construction process: access considerations, corridors, and timing;
preliminary cost opinions for the alternatives presented;
the permitting and timing/seasonality requirements, consistent with current regulations and the requirements of the Talbot Islands State Parks Unit Management
Plan (FDEP, 2008), the Nassau River ‐ St. Johns River Marshes Aquatic Preserve UMP, the Coastal Barrier Resources Act, and other relevant policies.
Timeframe for completion: Six (6) months from Notice to Proceed.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
