The project involves demolition of existing structures and construction of a single-story building under 5,000 square feet, featuring a drive-through garage with inspection pit, office space, restrooms, and new utility infrastructure including natural gas, electricity, water, and sanitary sewer systems. The building will utilize concrete foundations, structural steel framing, wood framing, metal siding and roofing, and HVAC systems with radiant heating. The RFQ is available as of December 11, 2026, with a highly recommended pre-proposal conference scheduled for December 17, 2025, at 1:00 PM CT via virtual platform. The deadline for electronic question submissions is January 13, 2025, at 10:00 PM CT, and proposals are due January 22, 2026, at 1:00 PM CT through the DOT's IMPACS Bid System. The anticipated contract start date is March 1, 2026, with estimated substantial completion by September 30, 2026. The CMaR fee must be inclusive of both pre-construction and construction costs and will be a fixed fee; cost will not be a factor in proposal selection. The selected firm must provide a Guaranteed Maximum Price (GMP) and Guaranteed Delivery Date (GDD), assuming full "at risk" responsibility for project completion within these parameters, and will share in cost savings if the final project cost is below the GMP at a pre-established percentage rate. A performance and payment bond equal to 100% of the GMP will be required upon completion of the final GMP amendment. All respondents must be registered with the Iowa Department of Inspections, Appeals & Licensing and hold a current contractor registration number; they must also be registered to do business in Iowa and certify they are not debarred from state contracting. Proposal evaluation will be qualification-based, with selection criteria including firm history and information, relevant project experience, project team qualifications, project approach, location and responsiveness, and presentation quality. The evaluation team may select up to three highest-ranked firms for oral presentations and interviews. The Iowa DOT reserves the right to negotiate contract terms with the selected firm, reject any or all proposals, and modify the procurement process; all submitted materials become property of the DOT and are subject to Iowa's Open Records Act. Payment terms follow Iowa Code 8A.514, with invoices paid in arrears within sixty days unless otherwise agreed; all costs and expenses incurred by the contractor are the contractor's sole responsibility.
