About this file

This is a Market Survey Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support on May 12, 2026, regarding a potential Indefinite Delivery Contract (IDC) for filter elements. The questionnaire is NOT a request for quote or proposal but rather market research to inform the development of a solicitation. The item under consideration is NSN 4310-01-595-9169 (Filter Element, Intake), with six approved sources identified: Baldwin Filters Inc (RS5325), Donaldson Company Inc (P616641), Cummins Filtration Inc (AF26168), Cummins Power Generation Inc (0140-4186), Champion Laboratories Inc (LAF5325), and WIX Corp (49168). The anticipated contract structure includes a three-year base period with the possibility of up to four option years, with delivery orders issued against the basic contract on an as-needed basis. Contractors will be guaranteed a minimum order value as specified in the contract.

The questionnaire solicits detailed information from potential suppliers across seven sections: general company details (manufacturer vs. distributor status, size classification, and distribution networks); commercial item determination and market analysis; understanding of certified cost/pricing data requirements; interest in pursuing the IDC and preferred contract period structures; delivery capabilities including maximum quantities, minimum order quantities, and lead times; impact of guaranteed minimum percentages on pricing; and quantity/price break offerings. Respondents must provide commercial sales history, published catalogs or price listings, drawings, and other product data to support price reasonableness evaluations. Responses are requested within seven business days of receipt and should be submitted to Contracting Officer Daniel West at Daniel.West@dla.mil. The DLA emphasizes that information provided will be used for solicitation purposes only and will be treated as Source Selection Information under FAR 2.101 and 3.104.

SUBJECT: Indefinite Delivery Contract Market Research Questionnaire

This is NOT a request for quote/proposal. DLA Weapons Support is considering a solicitation and subsequent award of an Indefinite Delivery Contract (IDC), a type of Indefinite Quantity Contract (IQC)*.

*Indefinite Quantity Contract (IQC): These contracts are intended for use with item(s)/NSN(s) for which recurring demands are anticipated, and as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC (called a “Basic Contract”) will permit future Purchase Requests (PR) to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front with the basic, allowing the delivery order to be issued quickly. Most contract terms will be for a one (1) up to a three (3) year base period with the possibility of two (2), up to four (4) option years. The item(s)/NSN(s) on the contract will be ordered on each delivery order (DO) on an as needed basis. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a minimum order value as specified in the contract.

The following item(s) are being considered for possible solicitation:
