About this file

This is a Long-Term Contract Market Research Questionnaire issued by the Defense Logistics Agency (DLA) Weapons Support on March 16, 2026, for NSN 2940015587221 (Filter, Element, Fluid). DLA is conducting market research to gather supplier input before issuing a solicitation for an Indefinite Delivery Contract (IDC) or Long-Term Contract (LTC). The market survey requests information from potential suppliers regarding their company size and status under NAICS 336390 (Other Motor Vehicle Parts Manufacturing), their manufacturing or distributor classification, and their capacity to serve as authorized dealers or manufacturers. Responses were due by March 20, 2026, at 4:00 PM EST, with inquiries directed to tyler.bender@dla.mil.

The questionnaire addresses key acquisition parameters including a proposed five-year contract structure with no option years, preference for firm fixed-price contracts with escalation rates supported by data, compliance with Buy American and Trade Agreement Act requirements, and First Destination Transportation with FOB Origin terms. Suppliers are asked to indicate eligibility for quantity price breaks, capability to provide certified Cost or Pricing Data for contracts exceeding $2.5 million, commercial item status with supporting documentation (catalogs, price lists, invoices, drawings), production limitations, minimum delivery order requirements, and inventory availability. The government also seeks supplier recommendations for additional items to include in the LTC project and requests information regarding hazardous materials content and GSA Schedule listings.
