About this file
This is an Addendum No. 01 to a Request for Qualifications issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division for Construction Management Services related to the Runway Encroachment Solution Airfield Improvements project, File Number 511/23420.JLM. The RFQ seeks a Construction Manager (CM) to provide project management services for airfield improvements. The project director is Josiah L. Meyers, P.E., and the proposal due date is June 4, 2026. This addendum was issued on April 30, 2026, and clarifies the scope and parameters of the construction management engagement through responses to three key proposer questions.
The addendum clarifies that the RFQ is exclusively for Construction Management services, with all construction work to be competitively bid by the CM through trade contractor bid packages rather than having the CM self-perform work or act as a general contractor. Staff members involved with the CM team are prohibited from bidding on any trade contractor packages to preserve competitive integrity. Additionally, related parties of the selected CM firm may only bid on trade packages with prior owner notification and approval, and only with procedures ensuring an unbiased competitive bidding environment. The addendum confirms that proposers may attach additional pages as necessary to fully respond to qualification requirements questions, with a Word document template of the last three pages of the RFQ provided for convenience. No changes to previously issued dates or deadlines were made through this addendum.

PROPOSAL DUE DATE:

ADDENDUM ITEMS: Please note the following responses to questions received to date:
Q1) Please clarify if the RFQ for Construction Management Services is to be a non-self-perform GC and sub-let packages for construction services or is the RFQ to become a qualified contractor to have the ability to bid this project as a Prime Contractor and perform work?
A1) Please see the following verbiage from the current version of the STATE OF MICHIGAN DEPARTMENT
OF TECHNOLOGY, MANAGEMENT AND BUDGET CONTRACT FOR PROJECT CONSTRUCTION
MANAGEMENT SERVICES. A draft of this document (or the most current at the time if updated prior to issuance of the RFP) will be included as an attachment on SIGMA VSS during the RFP stage:
“The CM shall not solicit or accept trade contract bids from a “related party” unless prior notification to the Owner, and Owner approval of same have been secured.”
“Should the Owner approve bidding by a related party, the CM shall propose for the Owners approval, a procedure for delivery and receipt of bids that shall ensure the unbiased competitive bidding environment is preserved for all trade contract bidders.”
This RFQ is only for Construction Management services. All construction work to be performed will be competitively bid out by the CM in bid packages for sub-contract awards to Trade Contractors.
Q2) Can you please confirm that consultants, included on the CM team, and associated self-perform companies of the selected CM firm will be allowed to competitively bid on the construction packages? (i.e.-testing & paving)
A2) Staff that have any involvement as part of the CM team will not be allowed to be part of any Trade Contractor team.
