Statement of Work Summary
This Statement of Work describes the Department of Homeland Security's requirement for an established firearms range to conduct mandatory quarterly qualifications and firearms training in the Charlotte, North Carolina area. The range must be located within a 15-mile radius of Coffey Point Drive and Beam Road and accessible by vehicle within 30 minutes of Charlotte with traffic. The vendor must submit current OSHA compliance documentation and lead exposure testing certifications with the proposal; failure to do so results in an incomplete proposal. The government reserves the unilateral right to terminate the contract if OSHA standards are not maintained post-award.
The proposed range must meet 25 specific operational and facility standards, including minimum capacity of 24 firing points on a fully concreted surface with distinct shooting positions at 1.5, 3, 7, 15, and 25-yard lines. Required facilities include a firearms cleaning area, accommodations for two 10x24-foot trailers, parking for up to 15 vehicles, male/female restroom facilities with running water, and shade/rain protection for up to 24 students plus six instructors. The range must accommodate all handgun, shotgun slug, and rifle ammunition types, including frangible ammunition for steel targets. Range rules cannot restrict movement between firing points, holster draws, or tactical movement-oriented training. Additional requirements include low light/night fire capability with sufficient lighting, proper drainage and all-weather surface conditions, electrical outlets, indoor ventilation systems compliant with OSHA standards, and daily availability Monday through Friday with weekend/holiday scheduling capability. The estimated usage is 120,000 rounds per quarter with DHS receiving priority scheduling when requested 30 days in advance.
