About this file

This document is a Small Purchase - Sole Source Conditions form for the state of Illinois Chief Procurement Office General Services. The state has purchased 8 different types of clocks from the vendor Chicago Lighthouse Industries in the past 5 years and has maintained a good business relationship with the vendor. The required specifications for the clocks include quartz, stone gray, bronze, or black colors, 8" or 12" size, white dial slimline, wall mounted, shatterproof, crystal black numbers, and red second hand with AA battery operation.

The buyer, Terry Thomas, has conducted a price analysis comparing the vendor's pricing to other major supply companies and determined the state is receiving the best possible price. Approving this sole source purchase will allow the state to maintain uniformity of clocks in state-owned facilities while also continuing to utilize a State Use vendor that employs individuals who are legally blind.
