SECTION 1: PROJECT OVERVIEW

The selected contractor will be responsible for maintaining clean, sanitary, safe, and professional environments for employees, residents, and visitors through regularly scheduled routine cleaning services and periodic deep cleaning.

The Town currently requires recurring cleaning at four municipal facilities with different service frequencies. Service must be performed in a manner that does not disrupt normal Town operations. Some locations may require after-hours access and coordination with designated Town staff. Contractors should account for periodic deep cleaning in addition to routine service.

The selected contractor will be expected to provide, at a minimum, the following professional janitorial services:

• Routine Cleaning Schedule:

o Town Hall: Two (2) times per week.

o Public Works: Two (2) times per week o Police Department: One (1) time per week o Fire Hut: One (1) time per month

• Deep Cleaning Schedule:

o Town Hall: Approximately once every three (3) months (quarterly) o Public Works: Approximately once every six (6) months o Police Department: Approximately once every six (6) months o Fire Hut: Approximately once every six (6) months

• Routine Janitorial Services:

Routine cleaning services shall include, but are not limited to:

o Cleaning and sanitizing restrooms, including toilets, sinks, fixtures, mirrors, and surrounding surfaces.

o Emptying trash receptacles and replacing liners as needed.

o Dusting furniture, fixtures, ledges, and other surfaces.

o Vacuuming carpets, rugs, and other appropriate flooring.

o Sweeping and mopping hard-surface floors.

• Routine Janitorial Services (Cont’d):

o Cleaning and maintaining common areas, entrances, hallways, break rooms, and other shared spaces.

o Cleaning and sanitizing high-touch surfaces and touchpoints, including door handles, light switches, and similar surfaces.

o Performing other standard janitorial duties necessary to maintain clean, sanitary, and professional Town facilities.

• Contractor Responsibilities:

o Provide all labor, supervision, equipment, tools, and cleaning supplies necessary to perform the required services, unless otherwise specified by the Town.

o Ensure services are performed in a professional, dependable, and consistent manner.

o Coordinate with the Town regarding facility access, security requirements, and scheduling.

o Perform periodic deep cleaning services in addition to regularly scheduled routine cleaning.

o Coordinate the final scope of services, facility access arrangements, and service schedule with the Town prior to beginning services.

Contractors must maintain required business licenses, insurance, and any legally required permits. The Exact facility addresses, approximate square footage, specific areas to be serviced, and applicable cleaning specifications and/or checklists will be provided and reviewed during the pre-proposal walkthrough.

Section 2: Request for Qualifications

Contractors are required to submit a Request for Qualifications (RFQ) that demonstrates the contractor's qualifications, relevant experience, and understanding of the work to be performed. Prior to submitting a response to this RFQ, contractors are strongly encouraged to participate in a walk-through of the existing facilities. While the walk-through is not mandatory, it is recommended to allow prospective contractors the opportunity to assess the scope of services and identify any conditions that may affect the performance of the proposed janitorial services. A walk-through may be requested prior to the submission deadline by contacting Clerk Martin at (704) 857-2411, ext. 200, for scheduling.

All Request for Qualifications submissions must be clearly marked “Professional Cleaning Services” and received no later than October 15, 2026, before 2:00 p.m. EST. RFQs submitted by mail, email, or hand delivery must be addressed or delivered to:

Attention: Victoria Martin, Town Clerk 312 N. Main St, Landis, NC 28088 / townclerk@townoflandisnc.gov

No RFQs or supporting documents will be accepted after the submission deadline. The Town of Landis assumes no responsibility or liability for costs incurred by contractors in preparing or submitting an RFQ. Firms assume all risks associated with late delivery, regardless of cause.

IMPORTANT NOTE: All employees or personnel of the selected firm who will work on site will be required to submit a background check prior to performing on-site services.
