About this file

This is an Additional Clauses document for a state and local contract opportunity issued by the State of Maine for the procurement of envelopes, #11 Regular for the Department of Health and Human Services (DHHS) Farmington. The contract establishes the fundamental terms and conditions governing the procurement process, vendor selection criteria, and contract management parameters.

The contract permits an overrun not to exceed 3% of the awarded quantity and includes an extension clause allowing the State Purchasing Director to extend the contract period beyond the initial expiration date with contractor consent, with a maximum total contract period of three years. Vendor past performance may be considered as a factor in the award evaluation. For environmental compliance, bids offering paper or paper products with a minimum of 30% post-consumer recycled content that are within 10% of the lowest compliant bid may receive up to a 10% price preference; vendors must clearly indicate their bid for recycled paper products and disclose the recycled content percentage in the comments section of their solicitation response.
