About this file

This is a Class Special Procurement Determination document issued by Sunrise Water Authority (SWA) located in Happy Valley, Oregon, authorizing the procurement of two booster pumps for the Mather Road Pump Station rehabilitation project. The procurement involves the purchase and installation of two Floway Model 12"DOM 7-stage pumps to replace and upsize existing pumps at the station. Pump #3, an original 125 HP pump installed in 1983, will be replaced with an identical Floway model, while Pump #1, a 75 HP pump, will be upsized to 125 HP using the same Floway specification. The project includes broader pump station improvements encompassing electrical upgrades and generator installation. The procurement was determined on July 15, 2025, by General Manager Wade Hathhorn, with no specific response deadline, bidders' meeting, or site visit mentioned in the documentation.

The estimated total contract value does not exceed $200,000. SWA has selected Triangle Pump & Equipment, the local authorized distributor of Floway pumps, to provide the equipment based on system compatibility and performance matching with existing pumps. This procurement was authorized under Oregon Revised Statute (ORS) 279A.065 and Sunrise Contracting and Purchasing Rules IX.C.2 as a Class Special Procurement for in-kind equipment, allowing for selection without competitive bidding due to the need for operational compatibility and efficient integration with the existing pump station infrastructure. The design engineer (Consor) and SWA staff evaluated multiple pump models from various manufacturers before determining that the Floway 12"DOM 7-stage pump was the optimal choice for the station's flow and head design conditions.

CLASS SPECIAL PROCUREMENT DETERMINATION FOR THE

PURCHASE OF TWO BOOSTER PUMPS

To: SWA Procurement File From: Wade Hathhorn, General Manager Date: July 15, 2025

Subject: Class Special Procurement Contract - In-Kind Equipment

Overview:

Sunrise Water Authority (SWA) is authorized to enter into a Class Special Procurement Contract in accordance with Oregon Revised Statute (ORS) 279A.065 and Sunrise Contracting and Purchasing Rules IX.C.2 for Class Special Procurements.

Estimated Total Value of Contract: Not to exceed $200,000.

Project Name:

Mather Road Pump Station, Pump Number 1 and 3 Replacement

Background:

In 1983, Clackamas River Water constructed the Mather Road Pump Station. Sunrise Water Authority acquired and took over operation of the pump station. The pump station was originally designed with one 125 HP pump (Pump #3 Floway model 12”DOM - 7 stage) and two 75 HP pumps (Pump #1 & 2 Floway model 10”DOM - 11 stage). Approximately 20 years ago one 75 HP pump (Pump #2) was upsized to 125

HP.

The pump station is currently under design to rehabilitate the pump station which includes electrical improvements, installation of a generator, and replacement of the remaining original 125 HP pump and upsizing the remaining 75 HP pump to 125 HP. During the process of design, Consor (the design engineer) and Sunrise staff reviewed multiple different pump models from multiple pump manufacturers and determined that replacing these two pumps with the exact same pump (12”DOM - 7 stage) by Floway was the best fit pump for the flow and head design conditions for the Mather Road Pumpstation.

SWA desires to upsize Pump #1 and replace Pump #3 with Floway 12”DOM - 7 stage pumps which are identical to the original Pump #3 that was installed in 1983.

Findings:

Pursuant to ORS 279A.065 and Sunrise Contracting and Purchasing Rules IX.C.2 for Class Special Procurements, this procurement assessment meets the criteria for Class Special Procurement, allowing in-kind equipment products resulting in an efficient utilization of existing/compatible systems (i.e., operability and integration). Based on Sunrise’s assessment of all requirements, Sunrise has selected Triangle Pump & Equipment, as the local authorized distributor of Floway pumps, to provide two Floway Model 12”DOM 7-stage pumps at the Mather Road Pump Station to support system compatibility and match the performance of the existing pumps.
