About this file
This document is a record of Clarifying Questions and Answers from a Pre-Bid Conference on June 23, 2025, for the Oregon Department of State Lands' Wasson Boardwalk Construction and Installation project. The document addresses specific technical inquiries about the boardwalk construction, including the acceptability of a potentially loose piling and verification of piling plumbness. Participants were informed that the framing plan is designed to "lock" the entire boardwalk system, and slight adjustments to pilings may be permissible to achieve specified elevations and slopes. The document confirms that the distance from the gravel road to the boardwalk is approximately 500 feet, and provides a deadline of Wednesday, June 25th at 10am for vendors to submit any further questions directly to Michelle Johnson, the Contracts Officer.
The pre-bid conference document does not provide detailed pricing information or funding sources, but it is part of a broader procurement process for a boardwalk construction project within the South Slough National Estuarine Research Reserve. The document suggests that the project involves constructing a boardwalk on 38 pre-installed helical piles and requires careful adherence to specific installation guidelines. Vendors are directed to reference Section 31-6615 3.01.B. for manufacturers' installation requirements and recommendations. The document serves as a supplementary resource for potential bidders, offering clarification on technical aspects of the boardwalk construction and providing a point of contact for additional inquiries.

Clarifying Questions and Answers from Pre Bid Conference on 6/23/25
One (e) piling appears to be loose. Is this acceptable?
This is likely acceptable as the framing plan is designed to “lock” in the whole boardwalk. The pilings were called to be installed to refusal. It was mentioned that the “loose” piling is quite tall.
This is likely one of the pilings that has a connection closer to grade, which is allowing more play in the above-grade section.
For the viewing platform, have the pilings been verified for plumbness/straightness?
No, they have not been field verified. Section 31-6615 3.01.B. states “Comply with manufacturers written installation requirements and recommendations for specific project site and conditions” for the helical piles. Likely it is allowable to adjust the pilings slightly to achieve the elevations and slopes called for in the plans. The framing plan was designed to “lock” in the whole system including the pilings. Pilings were called to be installed to refusal.
What is the distance from the parking area to the boardwalk?
There isn’t really a parking area but the end of the gravel road down to the historic shed to the boardwalk is approximately 500’
If you have any further questions regarding the final bid sets we are giving vendors until Wednesday, June 25th at 10am to submit them directly to Michelle Johnson, Contracts Officer email.
