About this file

This is a Clarification document with Solicitation Amendments from the State of North Dakota's Office of the Adjutant General for Architect and Engineer Professional Services for the Jamestown Readiness Center project. The solicitation seeks comprehensive architectural and engineering design services for a new National Guard facility, with proposals due on October 10, 2025, at 2:00 PM Central Time. The project involves designing a 43,200 square foot permanent masonry building and a 29,000 square foot unheated vehicle storage building, located immediately southeast of the North Dakota State Hospital. Design work is scheduled to begin on November 12, 2025, with 120 calendar days allowed for completing the conceptual (35%) plans and renderings.

The procurement will be evaluated using a 100-point technical proposal scale, with 50 points for Scope of Work Strategy and 50 points for Experience and Qualifications. Proposing firms must provide in-house architectural capabilities with all key personnel registered and actively practicing in North Dakota. The estimated construction cost ranges from $40 million to $50 million, with a specific project estimate of $47,891,000. Initially, the solicitation included a cost proposal component, but subsequent amendments removed the cost evaluation from the proposal phase. Firms are required to submit three reference letters, a Standard Form 330, and an organizational chart. The contract will be a fixed-price agreement, with potential for additional work within the initial contract's general scope.

CLARIFICATION 1

WITH

SOLICITATION AMENDMENTS

9/29/2025

Solicitation Number: 25-03 Title: Architect and Engineer Professional Services, Jamestown Readiness Center Deadline for Receipt of Proposals: 10/10/2025 by 2:00 PM, CT Solicitation Issued: 9/18/2025

Clarification Section The solicitation is clarified as follows:

1. Question What is the site location for the project?

Answer Immediately southeast of the North Dakota State Hospital.

Coordinates: 46°52'42.7"N 98°40'48.8"W

It may be easiest to enter the following coordinates into a google search: 46.8785145751604, -98.68023439592285

2. Question We understand that Structural, Civil, Mechanical, and Electrical engineering consultants are to be included. Would you also like us to list surveying and geotechnical service consultants as part of our team?

Answer Yes, any professional consultants that will be a key part of the team should be listed.

3. Question In Section 2.1 paragraph 3 there is a requirement stating that architects must be in-house. If we submit as the prime consultant with an architect as a subcontractor, is that considered in-house?

Answer No.

4. Question In Section 2.1 paragraph 3 it states that all engineers and architects must be registered and actively practicing in the State of North Dakota. Does an active license satisfy the actively practicing requirement?

Answer Yes.

5. Question The RFP provides proposal format instructions in parts 3.3 and 3.4 respectively. Part 3.4 includes subparts outlining requirements for Sections 1-3 of the Technical Proposal; however, it does not include a breakdown of Sections 4-5 in a similar manner.

Answer Correct, Sections 4-5 are documents which are self-explanatory, therefore no additional breakdown is provided. Submit documents per the RFP.

6. Question The Standard Form 330 would include seemingly duplicate data like what is already required in Section 3 of the Technical Proposal. Please clarify the intent of also requesting the submission of a Completed Standard Form 330.

Answer Both are an opportunity for Offerors to tell us about their firm. Submit documents per the RFP.

7. Question Are Past Performance Questionnaires (PPQ) or CPARS acceptable in lieu of reference letters as outlined in Section 3 - References?

Answer No, submit three (3) reference letters per the RFP.

8. Question Are there any 1390/91 requirements or spaces that may require special consultants?

Answer No.

9. Question Section 4.2, Evaluation Criteria, indicates the Cost Proposal Evaluation will represent 20 of the 100 total evaluation points. Please confirm you intend to consider cost during the proposal evaluation phase.

Answer We do not intend to consider cost during the proposal evaluation phase; therefore, the solicitation will be amended with subsequent text to remove the cost component from the proposal evaluation phase.

1. RFP Sections 3.1, 3.3, 4.2, and 5.3 are removed from the RFP in their entirety and replaced with the following sections:

The evaluation criteria and relative weight are as follows:

Technical Proposal Evaluation: 100 Points

A. Scope of Work Strategy – 50 Points B. Experience and Qualifications – 50 Points

The STATE may employ all reasonable means to ensure that the work is progressing and being performed in compliance with the contract.

Should the STATE determine that corrections or modifications are necessary to accomplish its intent, the STATE may direct the contractor to make changes. The contractor will not unreasonably withhold changes.

Substantial failure of the contractor to perform the contract may cause the STATE to terminate the contract. In this event, the STATE may require the contractor to reimburse monies paid (based on the identified portion of unacceptable work received) and may seek associated damages.

C. Contract Changes – Unanticipated Amendments During the course of the contract entered as a result of this solicitation, the contractor may be required to perform additional work due to a legitimate unforeseen circumstance. That work will be within the general scope of the initial contract.
